Victory Village and Quinault Village Site Observation
6/22/2021
City Staff Present for Site Observation:

Ryan Pursley – Chief Building Official
Don Bartlett – Building Inspection Supervisor
Mike Larsen – Building Inspector
Roberto Lopez – Multi-Family Building Inspector
Summary of Observations:

General Site Conditions
Landscaping and security of the site and buildings has been very poorly maintained. Weeds, brush, bushes and trees are extremely overgrown throughout the site. Landscape crews have already begun clearing brush and trimming trees. Vandalism to the buildings is prevalent throughout the site. Broken windows and doors, holes in dry wall, stolen copper wiring, and broken light fixtures are commonplace throughout the property. Security is now in place at site entrances. Streets and sidewalks are serviceable and relatively free of tripping hazards.

General Building Conditions
Repair or replacement of finishes (flooring, drywall, light fixtures), appliance connections, broken windows/doors, and vandalized electrical wiring is needed in most units. General conditions of the structures, waterproofing, and mechanical, electrical, and plumbing systems are good. Foundations and slabs did not show signs of failure, cracking, or crumbling. Walls did not show signs of listing, buckling or separating from floors or roofs. Floor and roof framing did not show signs of sagging or failure. Exterior stairs needed concrete treads replaced in some location. Exterior railings were free of rust and deterioration and were stable other than some locations where their attachment to the structure needed to be repaired. Exterior stucco and wood siding were free of cracking and dry rot and paint was in fair condition. Exterior exposed wood (rafter tails and elevated walkway and balcony beams and posts) were free of dry rot and in good structural condition. Exposed metal straps and brackets were free of rust and deterioration. Roofing conditions ranged from good to moderate with no signs of sagging or failure. Some units did have water damage in ceilings indicating roof leaks. This occurred in select units and was typically in one or two locations in a unit (not prevalent throughout). Electrical service panels were in good condition and free of dangerous modifications. Gas, mechanical and plumbing systems were inoperable at the time due to lack of service and could not be tested. Sanitation in many units was poor due to broken windows and animal and bug byproducts were commonplace.

Rat, rodent, or roach infestations were not observed, likely due to lack of food source.

Other Building Conditions
There were multiple units damaged severely by fire that will need significant repairs or to be completely demolished. There were also some units that showed signs of settlement with cracking of the slab-ongrade and (or) dry wall that will need structural evaluation and at minimum dry wall and flooring repair.

These units did not show signs of wall listing or structural failure.

Page 255 of 287 ends

I. Background - Timeline
June 2021. Applicant acquired Property and conducted a study session with Council to solicit feedback on three concepts for developing the property:
1) renovate the existing units at both Quinault and Victory Villages as rental units;
2) redevelop both Villages through a variety of medium and high-density units; and
3) phased development for renovation of existing Victory Village units and subsequent phases to redevelop Quinault Village
9

Page 256 of 287 ends

II. Preliminary Application
• Informal but mandatory review for projects requiring
legislation action(s)
• Preliminary Application and Study Session feedback does not constitute a position on the project
• Environmental review and recommendations from Design
Review Board and Planning Commission required prior to
final action
10

Page 257 of 287 ends

III. Proposed Project – Overview
• Renovate existing 206 multifamily units within Victory Village as rental units
• Phased redevelopment of Quinault Village by demolishing the existing 80 duplex units and constructing 508 units:
➢358 ownership townhomes
➢150-unit apartment building
• Total of 714 units between the two Village

18 III. Proposed Project –Affordable Housing
Overall, the Applicant’s proposal does not meet the
requirements of the Ordinance as follows:
• Deficit of 45 units
• Depth of affordability with no units affordable to
very low-income households
• Units are not scattered throughout the project
• No ownership units
• Unit sizes are likely not comparable to the
market-rate units.

V. Questions ?
22

Page 269 of 287 ends

VI. Feedback Sought
1) Given Applicants’ revised request for Victory Village and Quinault Village projects to be processed independent of one another, albeit concurrently, staff recommends Council continue this item to allow staff to do more research on the pros and cons of this approach. Does Council support a
continuation of this study session?
• If Council supports the continuation, what additional topics does Council want more information on?
23

Page 270 of 287 ends

VI. Feedback Sought
2) Is Council supportive of the proposed renovation
and tenanting of the existing units at Victory
Village?
•How should affordable housing be handled?
•Is there a need for a development
agreement?
24

Page 271 of 287 ends

VI. Feedback Sought

3. Is the Council supportive of the Quinault Village redevelopment concept? Any specific areas of feedback?
• How should affordable housing be handled?
• Does Council support the proposed vehicle access?
• Does Council support the use of a public road to facilitate access to the CNWS future development and private roads for interior access? • Is there a need for a development agreement?
• What are the appropriate project public benefits?
25

Page 272 of 287 ends

VI. Feedback Sought
4) Feedback on the proposed Development Agreement
• What should be the Development Agreement term?
• Does the Council want to set Project Labor/Prevailing Wage Requirements in the Development Agreement?
• Does the Council want to define a preference for the
affordable housing, such as veteran or some other
group?
• What public benefits are most important to Council?
26

Page 273 of 287 ends

VI. Feedback Sought
5) Other topics Council wants to weigh in to guide the
Applicant’s preparation of the formal applications?
