Subject: public comment
My name is Mary Cook and I am a resident at Concord CA.
I am writing to the City Council to strongly urge the council to divest from any funds that support Israel.
The city of Concord, CA, is currently invested in corporations that directly aids and abets Israel in violating human rights, apartheid, and occupation of Palestine, genocide of Palestinians, and undermines international law and human rights principles. Israel has been recognized by many international organizations, including the United Nations, which reported that Israel has committed war crimes, crimes against humanity and violations of International Human Rights Law. The Concord City Council must take a moral and ethical stance by adopting an Investment Policy with a commitment to divest from companies that consistently, knowingly, and directly enable or facilitate genocide, apartheid, or other war crimes and crimes against humanity
We as citizens of the United States remain complicit when we allow our tax dollars to go to Israel and funding this genocide of the Palestinian people. A City divesting sends a strong message to our government that we do not stand for this. It sends a strong message to our community members that we stand in solidarity with the Palestinian people.
Thank you for your time,
Mary Cook

My name is Neftali Nevarez. I am a Concord resident from Disctict No. 4 and I urge City Council to pass the Ethical Investment Policy.
I was born and raised in Concord and care deeply about this city and appreciate the way in which it values family. The idea that Concord maintains investments in companies that harm communities and families and the environment is anathema to me and against the values that my family and community stand for. Such unethical investments are in stark contrast to the purported values of our city. I urge you to pass the Ethical Investment Policy.

support in the amount of $14,000, for a total not-to-exceed amount of $104,000 for the term of this agreement, and
authorizing the City Manager to execute the agreement in a form acceptable to the City Attorney (Project No. 2529, Fund 635 – IT Capital Projects Fund).

Report in Brief
Council approval is requested for a Second Amendment to the Professional Services Agreement (Agreement) with Krisch & Company to provide temporary accounting services and financial support within the Finance Department in the Budget Division.
The additional services are required to backfill critical workload while Budget Division staff participate in the Enterprise Resource Planning (ERP) System Replacement Project implementation. This temporary support is necessary to ensure continuity of financial operations and timely completion of key financial and reporting functions.
The amendment increases the total Agreement compensation by $14,000, for a new not-to-exceed amount of $104,000. The additional costs will be funded entirely from

existing funding in the Enterprise Resource Planning (ERP) System Replacement Project (Project No. 2529, Fund 635).
Recommended Action
Approve the Second Amendment to the Professional Services Agreement, Agreement No. 3536, with Krisch & Company for accounting services and financial support in the amount of $14,000, for a total not-to-exceed amount of $104,000 for the term of this agreement, and authorize the City Manager to execute the agreement in a form acceptable to the City Attorney, and make the CEQA determinations as provided in this staff report. (Project No. 2529, Fund 635).
Background
On March 31, 2025, the City entered into a Professional Services Agreement with Krisch & Company to provide temporary accounting services and financial support to assist the Finance Department during periods of high workload.
The City currently maintains a contract with Krisch & Company totaling $90,000, which has provided essential support for accounting activities and financial analysis in response to vacancies within the Department. Additional services are now required to ensure continued delivery of critical Budget Division functions while permanent staff are engaged in the Enterprise Resource Planning (ERP) System Replacement Project to implement Workday, the City’s new Enterprise Resource Planning system, with an anticipated go-live date of July 2026.
Temporary professional support from Krisch & Company has been essential in maintaining accurate accounting records and timely financial reporting, because the City has had some key staff vacancies. Additionally, work on the ERP implementation further decreases staff availability, requiring additional temporary support. The ERP implementation is a Tier 1 Council priority.
Environmental Determination
This activity does not constitute a “project” and/or is exempt from environmental review pursuant to Public Resources Code Section 21065, California Environmental Quality Act (CEQA )Guidelines Sections 15060(c)(2), and/or 15378 because there is no potential that it will result in a direct or reasonably foreseeable indirect physical change in the environment, and/or 15273 because it involves government funding/fiscal activities.
Even if the activity does comprise a project for CEQA analysis, it falls within the “common sense” CEQA exemption set forth in CEQA Guidelines Section 15061(b)(3), excluding projects where “it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment.”

Report in Brief
Council approval is requested for a Fifth Amendment to the Professional Services Agreement (Agreement) with Robert Half International Inc. to provide financial, accounting, and administrative support while a Treasury Division position remains vacant and to backfill Purchasing and Accounts Payable staff participating in the Enterprise Resource Planning (ERP) System Replacement Project. This temporary support is necessary to ensure continuity of financial operations and service delivery.
The amendment increases total Agreement compensation by $169,000, for a not-to- exceed amount of $530,000. The agreement, in place since April 2023, is set to expire on June 30, 2026, with one optional one-year extension available. Funding approved in

prior years has been utilized over the last three fiscal years to support the department due to critical staff vacancies and to support operations during the ERP Replacement Project. The additional funding requested will provide temporary staffing services for the current fiscal year. The additional costs will be funded from the Finance Department’s approved operating budget and the Enterprise Resource Planning (ERP) System Replacement Project (Project No. 2529, Fund 635)
Recommended Action
Approve the Fifth Amendment to the Professional Services Agreement, Agreement No. 3328, for financial, accounting, and administrative services with Robert Half International, Inc. in the amount of $169,000 for a not-to-exceed amount of $530,000 for the term of this Agreement, authorize the City Manager to execute the Agreement in a form acceptable to the City Attorney, and make the CEQA determinations as provided in this staff report. (General Fund and Project No. 2529, Fund 635).
Background
On April 19, 2023, the City entered into a Professional Services Agreement with Robert Half International Inc. to provide temporary financial, accounting, and administrative staffing support during multiple vacancies within the Finance Department.
The City currently maintains a contract with Robert Half for a total amount not to exceed $361,000, which has been drawn down over the past three fiscal years to provide support during critical staff vacancies and during the on-going implementation of the new ERP system. The remaining unspent balance is $31,000. Additional services are now required to continue supporting the City’s financial operations while recruitment for the vacant Account Clerk III position in the Treasury Division is underway, and to maintain continuity of operations in Purchasing and Accounts Payable as staff participate in the ERP System Replacement Project to implement Workday, the City’s new Enterprise Resource Planning system. Workday is currently in development with an anticipated go-live date of July 2026.
Temporary staffing through Robert Half has been essential to ensure the timely and accurate completion of high-priority financial functions and to maintain consistent service levels for internal and external Finance Department customers. Without this continued support during the ongoing vacancy and Workday implementation, the City would face increased risk of financial reporting delays and errors due to insufficient staffing capacity.
Financial Impact
Sufficient funds exist in the ERP System Replacement Project (Project No. 2529, Fund 635) to fund the temporary positions providing backfill for permanent staff impacted by the Workday ERP implementation ($144,000). Adequate appropriations also exist in the Finance Department’s General Fund operating budget to support the temporary staffing needs within the Treasury Division ($25,000). No additional appropriations are required.

Even if the activity does comprise a project for CEQA analysis, it falls within the “common sense” CEQA exemption set forth in CEQA Guidelines Section 15061(b)(3), excluding projects where “it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment.” Public Contact

Department Building Rewire. The goal of these projects is to replace the Police Department’s end-of-life access control systems, legacy camera systems, and various other obsolete safety equipment, greatly improving the overall security of the building.
The City currently utilizes Verkada security equipment due to its robust feature set, strong reliability, and comprehensive maintenance program. Assure is an authorized reseller of Verkada and the City has contracted with Assure in the past for multiple security projects in City facilities.
In addition to modernizing the Police Department’s building security, Staff also requests approval to purchase two Verkada Command Camera Connectors to integrate existing vehicle traffic cameras, and other non-Verkada cameras, into the Police Department’s Verkada Video Management Systems, providing a holistic approach to video surveillance and enabling greater analytics and more advanced security.
To provide funding for the purchase of Verkada Command Connectors, staff recommends an appropriation increase of $80,000 from the State Supplemental Law Enforcement Fund (Fund 112). The proposed increase will be financed through available fund balance in Fund 112. Adequate unassigned fund balance exists to support this appropriation, and approval of this action will have no fiscal impact on the General Fund.
The total cost for Verkada cameras, intercoms, duress, building access readers, maintenance licenses, two Verkada Command Connectors, installation and wiring, digital video storage and associated Video Management Software Services from Assure MSP Inc. through California Multiple Awards Schedule (CMAS) contract #3-23-01-1017 is $517,135.90 (Attachments 1, 2, 3, and 4). After adding in a 10% contingency for possible additional devices, installation costs, and/or hardware to ensure desired security outcomes, the total not to exceed amount requested is $568,850. All requested funding has been previously identified and appropriated in CIP #2474, CIP #2507, SLESA Fund and the IT Replacement Fund.
Recommended Action
1. Authorize the City Manager to approve the purchase of Verkada security equipment, including cameras, camera connectors, access control devices, duress hardware, installation, maintenance licenses, and associated Video Management Software Services from Assure MSP Inc. in an amount not to exceed $568,850, including a 10% contingency; and authorizing the City Manager to execute the agreement in a form acceptable to the City Attorney.
2. Approve an appropriation increase of $80,000 from the State Supplemental Law Enforcement Fund (Fund 112). Sufficient unassigned fund balance is available to support this appropriation. This adjustment will not impact the General Fund.

3. Make the CEQA determinations as provided in this staff report.
Background
On June 25, 2024, City Council approved and adopted the FY 2024-26 Two-Year Capital Improvement Program (CIP) budget. Within that CIP, the City identified the need to upgrade and replace aging building security infrastructure at the Police Department.
The current building access system is well past its end-of-life and its key cards are not compatible with the access control at all other City facilities. Also, Staff can no longer purchase compatible key cards for the PD’s door access system which has resulted in a limited supply on hand. Once exhausted, no additional new cards can be produced. In addition to the significant issues with access control, the camera system is also end-of- life and is scheduled for replacement through the IT Replacement Fund process. Lastly, new security enhancements, including upgraded Duress Systems, Intercoms and Alarms, were identified in a PD Building security assessment, and will greatly improve overall building security and safety within Concord Police Headquarters.
Along with the improvements to building security, Staff is also requesting an appropriation increase of $80,000 from the State Supplemental Law Enforcement Fund (Fund 112). This will enable the purchase of two Verkada Command Camera Connectors to integrate existing vehicle traffic cameras, and other non-Verkada cameras, into the Police Department’s Verkada Video Management Systems, providing a holistic approach to video surveillance and enabling greater analytics and more advanced security.
Funding for all requests have been previously identified and appropriated in CIP #2474, PD-Key Card Building Access, CIP #2507, Police Department Building Rewire, the IT Replacement Fund, and the SLESA Fund. The following chart shows the specific breakout, and a detailed description of all purchases can be found in Attachments 1, 2, and 3:
Funding Source Costing
Access Control, Duress, Intercoms CIP #2474 $ 75,220.92 Security Equipment, Labor, Contingency CIP #2507 $ 306,546.88 Camera Replacements IT Replacement $ 108,000.00
Verkada Command Camera Connector SLESA $ 79,082.20
Total = $ 568,850
Total of $354,438.70 (Security Equipment) + $79,082.20 (Command Connect) + $83,615 (labor) = $517,135.90 $517,135.90 with a 10% contingency equals a not to exceed total of $568,850 Analysis
The Verkada security system is an industry leader and includes a state-of-the-art Video Management System. This project also includes video storage, consistent with State law and City policy, and ongoing maintenance for all equipment.
City Council Agenda Report
Agenda Item No. 4.d
October 28, 2025
As with all large IT purchases, the City budgets into the IT Replacement Fund the replacement costs needed once the system becomes obsolete. Some of the equipment in this request are being purchased from the Replacement Fund, but other items are new and not currently in the Replacement Fund. The cost to place the new items in the Replacement Fund for replacement at their end-of-life will require an increase of approximately $20,000 per year to the Replacement Fund budget. The increased costs will be folded into future budgets starting with the next biennial budget cycle, FY 2027- 28 and 2028-29. Due to the extremely strong maintenance support program, the City anticipates a 10-year lifespan of these systems.
Procurement Process
Pursuant to Municipal Code-Title 3 Revenue and Finance-Chapter 3.10 Purchasing, the City may participate in a cooperative purchase or piggyback off of an existing contract and join with other public jurisdictions in cooperative purchasing plans or programs when determined to be in the City’s best interest. Public Contract Code (PCC) §§ 10298 and 10299 authorize local government agencies and school districts to use CMAS and other Department of General Services (DGS) agreements without competitive bidding. This is an example of the waiver of bidding regulations, as stated in the Municipal Code section 3.10.080. This Verkada camera purchase is under the State’s CMAS contract #3-23-01-1017.
Even if the activity does comprise a project for CEQA analysis, it falls within the “common sense” CEQA exemption set forth in CEQA Guidelines Section 15061(b)(3), excluding projects where “it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment.” Financial Impact
There is no immediate fiscal impact associated with this action as all necessary funding has been previously budgeted and approved in the PD-Key Card Building Access CIP project #2474, Police Department Building Rewire CIP project #2507, SLESA Fund and IT Replacement Fund. There will be an increase in costs to the Replacement Fund of approximately $20,000 per year to account for the new equipment’s replacement, since those items are not currently in the Replacement Fund. This increased cost will be folded into future budgets starting with the next biennial budget cycle, FY 2027-28 and 2028-29.
