STAFF REPORT
ITEM #: 6-A
MEMO
TO: Corcoran City Council
FROM: Joseph Faulkner, Public Works Director
DATE: August 6, 2024 MEETING DATE: August 13, 2024
SUBJECT: James Avenue Road Project
Recommendation:
Consider awarding a contract to Romanazzi General Engineering for the resurfacing of James Avenue.
Background:
The resurfacing of James Avenue from Whitley to Patterson is critical for both improving road conditions and enhancing public safety. The imminent completion of the Fox Run subdivision, developed by D.R.
Horton, will significantly increase traffic volume on this already deteriorated roadway. Without resurfacing, the road's condition will rapidly decline due to the anticipated traffic load.
Discussion:
The Public Works Department solicited bids from three local asphalt contractors. Romanazzi General Engineering submitted the lowest proposal. The project entails the following:
• Grinding the existing asphalt roadway
Conditioning the ground asphalt with moisture and compacting Paving a new 20-foot wide, 3-inch thick asphalt layer over the compacted base • Installing two stop bars
Budget Impact:
This project is within the approved budget and will be funded through SB1 funds. The project's estimated total cost is $110,500.00.

FROM: Sandra Pineda, Finance Director
DATE: August 13, 2024 MEETING DATE: August 13, 2024
SUBJECT: PG&E Billing Rates (Solar)
Recommendation:
This report is for informational purposes only.
Discussion:
PG&E billing comparisons due to solar panels installed at Police Dept & City Hall.
The city received updated PG&E energy statements with the new rate schedule and rate description reflected on our energy statements for the period 01/24/24-02/22/24. This rate schedule change was in relation to our solar panels for the Police Dept and City Hall PG&E billing. The city also received a net energy metering aggregation billing detail providing information about solar panel usage and generation. The NEMA detail of bill summarizes monthly billing and net energy metering energy charges and credits. Charges due are reflected on the monthly PG&E bill (energy statement). Energy charges and non energy charges are due monthly or annually. The annual true-up will be in December. Annual true-up occurs every 12 billing cycles. Following the annual true-up, generation credits and usage history are reset to zero, and energy credits do not carry forward.
Budget Impact:
N/A.
Attachments:
Included in this informational staff report is the current PG&E billing & NEMA (Net Energy Metering Aggregation) billing detail for Police Department & City Hall solar panel sites for reference. Also included is a summary of payments made to PG&E for the purpose of cost savings comparison prior to solar panels and since the installation of solar panels at the Police Department and City Hall.

STAFF REPORT
ITEM #: 6-C
MEMO
TO: Corcoran City Council
FROM: Greg Gatzka, City Manager
DATE: August 8, 2024 MEETING DATE: August 13, 2024
SUBJECT: Council Review Of Layoff Appeal
Summary:
Former employee Gary Cramer has requested his layoff appeal to proceed to Council Review.
Recommendation:
Consider one of the following actions for the Council Review process of the layoff appeal and to advise the Council at the August 27, 2024, meeting to render a final decision:
1. Designating a one or two Council Member fact finding sub-committee; or alternatively
2. Designate a representative that is not under the normal line of supervision within the City.
Budget impact:
None.
Background:
As part of the City's Fiscal Year 2024-2025 Budget process, the City's job classification of Deputy Police Chief was permanently eliminated from the City's job classification system by action of the City Council. This resulted in a layoff notice being issued to Gary Cramer on June 26, 2024, with his last day on the City's payroll on July 17, 2024. On July 12, 2024, Mr. Cramer requested an appeal of his layoff as allowed pursuant to the City's Personnel Manual Sec. 403, and was subsequently scheduled for City Manager Review under Section 1104(b). The City Manager's Review of this layoff appeal was then held on July 24, 2024, with the former employee and his representative. The City Manager's decision to uphold the layoff (attached) was issued on August 1, 2024. In response, on August 7, 2024, Mr. Cramer requested his layoff appeal proceed to City Council Review pursuant to Section 1104(c).
In review of this layoff appeal, the Council may designate a fact-finding committee or a designated representative to discuss the appeal with the former employee, their representative (if any), and with all other appropriate persons. The intent is to have this review process completed and reported back to the City Council at the August 27, 2024 council meeting to render a final decision.
