CITY ADMINISTRATION

STAFF REPORT
ITEM #: 6-A
MEMO
TO: Corcoran City Council
FROM: Greg Gatzka, City Manager
DATE: January 23, 2025 MEETING DATE: January 28, 2025
SUBJECT: Minimum Wage Adjustment and Local 39 Side Letter Agreement Summary:

The City has reached agreement with Local 39 on salary adjustments to meet the State minimum wage change that increased to $16.50/hr. and took effect January 1, 2025.

Recommendation:

Consider approval of Side Letter with Local 39 making salary adjustments related to State Minimum Wage change, and authorize the City Manager to sign on behalf of the City; and Consider adoption of Resolution No. 4072 to incorporate the Local 39 Side Letter salary adjustments by amending the Fiscal Year 24-25 Compensation and Benefit Plan for City staff positions and replacing in its entirety the previous plan adopted by Resolution 4067.

Budget impact:

The proposed changes will increase salary and benefit costs in both the City's Wastewater Budget and City Transit Budget. The additional costs will only apply to the second half of Fiscal Year 24-25, and estimated to be approximately $6,000 to Wastewater and $2,500 to Transit. Both operational increases can be accommodated within the existing approved budgets for this current fiscal year.

Background:

That State's minimum wage increase from $16 to $16.50 took effect on January 1, 2025. This change directly impacts two City classifications that include Transit Operator I and Wastewater Operator in Training which need to be adjusted. On December 19, 2024, Local 39 sent the City Manager a request to meet and confer on the upcoming minimum wage change. The City has reached agreement with Local 39 on the proposed salary adjustments to the Wastewater classification series, and Transit Operator classification series as memorialized in the proposed Side Letter with Local 39. The proposed salary changes will retroactively apply and be made effective January 1, 2025, for both Wastewater and Transit classification series.

January 23, 2025 STAFF REPORT
ITEM # 6-B
To: Corcoran City Council
From: Margarita Ochoa, Chief of Police
Subject: Local Law Enforcement Interaction with Undocumented Immigrants Discussion:

In light of recent events and discussion with concerned residents, there is a need to reassure the community that the Police Department will not undertake any activities solely for the purpose of enforcing Federal immigration laws, which is a function of the Federal Government. In 2018 the California Legislature passed SB 54 also known as the California Values Act, prohibiting local law enforcement from enforcing or participating in the enforcement of Federal Immigration Laws. There are some exceptions for people convicted of serious violent felonies and some misdemeanors. • The Police Department does not inquire about immigration status in the course of law enforcement activities.
• The Police Department does not arrest or detain any person solely for violations pertaining to immigration status.
• The Police Department does not disclose information stemming from cases of victims of domestic abuse or sexual assault, unless required by law.

The Corcoran Police Department is committed to serving and protecting everyone who lives, works, and visits Corcoran with a safe and welcoming community that promotes public safety and the equal protection of Constitutional rights of all people.
