ITEM # 6-A
FROM: Joseph Faulkner, Public Works Director
SUBJECT: Active Transportation Update
Summary:
In response to several community complaints regarding speeding throughout the City, the City Council has requested a review and update of the City of Corcoran's Active Transportation Plan (ATP). This update will provide an overview of the current ATP, the two grant-funded projects currently underway, and highlight areas identified for future improvements related to pedestrian and bicycle safety.
Budget impact:
No Budget impact
Background:
The City of Corcoran adopted an updated Active Transportation Plan in 2024 to improve pedestrian and bicycle connectivity, enhance public safety, and provide safe alternatives to motor vehicle travel. The plan identifies key corridors, school routes, and high-traffic areas where improvements are needed.
To date, the City has secured two ATP grants to fund infrastructure improvements and encourage safe non- motorized travel. These projects are in various stages of development and target critical areas identified in the plan.
Recent complaints from the public, brought forward at multiple council meetings, have specifically focused on concerns related to vehicle speeding in residential neighborhoods and near school zones. While ATP projects are not a direct enforcement tool, they play an important role in calming traffic through design, narrowing streets, adding bike lanes, and creating safer crossings.
This report is intended to provide Council with a status update and an opportunity to review how the ATP aligns with current community concerns and where further action or adjustments may be necessary.

Council Member Greg Ojeda
Council Member Jeanette Zamora-Bragg
Council Member Patricia Nolen
Honorable Mayor and Members of the City Council,
Your City's Executive Team has worked diligently to prepare a balanced budget while still recovering from economic downturns over the past half decade, and compounded by increased inflation and significant operational cost increases. Although the City continues to face another tough economic year, your City Team has strategically made expenditure cuts and secured grant funding to enhance the City's overall fiscal stability.
Together, we present a balanced Fiscal Year 2025/2026 (FY 25-26) Budget for your consideration. As in past years, this annual budget continues to reflect the collaborative teamwork of all City Departments to allocate resources in a manner that aligns with Council and City priorities in serving the Corcoran community.
This coming Fiscal Year, our City will continue to face local economic uncertainty as stores like Rite Aid close and new developments face delays in securing timely electrification for new homes and business structures.
Economic development is a top priority for your City Manager and will be a prioritized objective by your City Team to enhance and diversify the local economy and fiscally sustain the City and its workforce for the long term.
In summary, this FY 25-26 budget authorizes just over $37 million in operating and capital expenditures, and establishes the spending plan for the upcoming fiscal year. This budget represents a policy commitment by the City to maintain and enhance quality services and programs in a fiscally responsible manner that support residents and businesses of Corcoran. A summary of the main budget fund groups in provided below:
General Fund
The FY 25-26 Budget presents General Fund revenues estimated to be just over a 3% increase from the previous fiscal year. Although the projected sales tax and Measure A are projected to be $170,000 less, the combined General Fund revenue accounts are projected to be just over $11.8 million with total estimated expenditures at $11.7 million.
Enterprise Funds
The Water Fund has had a decrease of $1.4 million in expenditures compared to last Fiscal Year of $8,679,032.
The total Water Fund expenditure is just over $7.2 million. The Refuse Fund is projected to have just over 1% increase. The Wastewater Sewer Fund is projected to have about a 5% increase at $3.08 million. The Wastewater Storm Drain Fund is operating at a deficient level, which will need to be addressed through a rate study.
Streets & Transit
The City's Streets are highly dependent upon State Gas Tax and SB 1 to fund continued projects in the city.
The City's Transit system remains supported by transit grant funding and has an operating budget of just over $1.8 million. This will continue to support the City of Corcoran in maintaining the only direct City transit service in Kings County.
Capital Projects
In FY 25-26, the city will continue to have multiple capital expenditure projects for improvements throughout the City of Corcoran.

STAFF REPORT
July 22, 2025
ITEM # 6-C
FROM: Greg Gatzka, City Manager
SUBJECT: Fiscal Year 2025-2026 Compensation and Benefit Plan Summary:
As part of the Fiscal Year budget process, the Council annually approves the City's Compensation and Benefit Plan for all City staff positions.
Recommendation:
Consider approving Resolution No. 4111 to adopt the Fiscal Year 25-26 Compensation and Benefit Plan for City staff positions.
Budget impact:
The proposed compensation and benefits plan covers all previously approved staff positions and agreements with all Unrepresented Management, CPOA, CPNSA, and CLOCEA. Agreement has not been reached with Local 39, and is therefore not reflected in the proposed FY 25-26 compensation and benefits plan. Once agreement is reached, the FY 25-26 Budget may need to be amended to reflect any cost increase, and this compensation and benefits resolution will need to be updated and approved by the City Council.
The FY 25-26 compensation and benefit plan incorporates all proposed budgeted positions, and agreed changes with Unrepresented Management, CPOA, CPNSA, and CLOCEA. At the time of this agenda, negotiations with Local 39 were still ongoing and therefore no changes are reflected in this plan related to Local 39. Department requested positions also include a new job classification of Accounting & Payroll Analyst for Finance Department.

ITEM # 6-D
FROM: Greg Gatzka, City Manager
SUBJECT: Updated and New Job Descriptions
Summary:
As part of the proposed Fiscal Year 25-26 City Budget, the City is requesting to update the Accountant job description and add a new Accounting & Payroll Analyst job description.
Recommendation:
Consider approval of the two job descriptions that include:
1. Updated Accountant Job Description; and
2. New Accounting & Payroll Analyst Job Description
Budget impact:
None with this action as the position allocations, salary and benefits are separately addressed through the Council budget approval process, and Compensation and Benefits resolution.
Background:
In the Fiscal Year 25-26 Budget development process, the Finance Department has historically relied upon a second confidential management position that works under the direction of the Finance Director. The Accountant position is not currently allocated, but may be used in the future and is being updated. In order to establish greater promotional opportunities and flexibility for the Finance Department to carry out confidential financial processing, the City Manager is recommending the creation of a new classification of Accounting & Payroll Analyst as part of the unrepresented confidential management sub-group and in support of the Finance Department operational needs.

ITEM # 6-E
FROM: ( Marlene Spain, Assistant to City Manager/City Clerk SUBJECT: Renewal of Amended Central San Joaquin Valley Risk Management Authority (CSJVRMA) Joint Powers Agreement
Summary:
Our city is a member of the CSJVRMA and this agreement is a necessary updated agreement to maintain all coverages.
Recommendation:
Approve the updated CSJVRMA Joint Powers Agreement and consider adoption of Resolution No. 4112
Budget impact:
All expenses are already integrated in the City Budget.
Background:
The Central San Joaquin Valley Risk Management Authority's (CSJVRMA) Joint Powers Authority was created and operated for the purpose of pooling funds to provide coverage for indemnification, defense and purchase excess insurance for certain civil claims involving general liability, workers' compensation, and property damage.
CSJVRMA staff and Legal Counsel, in conjunction with the CSJVRMA Administration Financial Committee, Services Subcommittee and Executive Committee, conducted a full review of the governing documents to ensure they continue to reflect the CSJVRMA's current practices, legal requirements, and operational needs.
Legal Counsel advised that although the Joint Powers Agreement, even as last amended in 1994, meets the legal requirements as set forth in the government code for Joint Powers Authorities, the document has been updated as follows:

TO: Corcoran City Council
FROM: Kevin J. Recommendation: (Voice Vote)
Consider approval of Resolution No.4060 for Conditional Use Permit 23-04 for a type 47 Alcohol License from Alcohol Beverage Control Department (ABC) to serve alcohol/liquor regarding a permitted Restaurant to be located at 1130 Van Dorsten Avenue, as recommended by the Planning Commissions Resolution 2024-05.
Discussion:
The applicant proposes to sell on-site alcoholic beverages for consumption in conjunction with a restaurant to be located at 1130 Van Dorsten Avenue, Corcoran, CA. The applicant is in the process of applying to the Department of Alcoholic Beverages Control (ABC) for an on-site sale license type 47. According to ABC, there are four (4) off sale licenses and one (1) on-site license in census tract 0014.02 adding a second on site license creates an over concentration of licenses.
In an area of over concentration, a letter of convenience and necessity is required from the City Council before the office of Alcoholic Beverages Control will approve the license.
The Planning Commission in its regular meeting on July 15, 2024, reviewed and considered all the conditions presented by the staff and approved the Planning Commission Resolution No. 2024-05, Conditional Use Permit 23-05 by a 3 to 1 Vote.

Subject: Request for Extension - Conditional Use Permit 23-05 Dear Mr. Tromborg,
I am writing to respectfully request a six-month extension of Conditional Use Permit 23-05 Resolution 2024-05. for the property at 1130 Van Dorsten Avenue, Corcoran, CA. As the permit is currently set to expire on July 23, 2025, we are requesting this extension in advance due to unforeseen circumstances impacting project progress.
Unfortunately, Pacific Gas & Electric (PG&E) has not yet established electric service to the property, and Southern California Gas Company (SoCal) has similarly delayed the installation of gas service. These critical utility connections are necessary for continued construction and compliance with the conditions outlined in Resolution 2024-05.
We are actively working with both utility providers to expedite service, but the delays are beyond our control and have significantly impacted our timeline.
We kindly ask for your consideration of this request and look forward to your guidance on the formal process for approval. Please let us know if any further information is required. Thank you for your time and understanding.
Sincerely,
Gurmohan Sidhu July 09, 2025
