Your bill based on volume: $100.04 per month
Your current monthly flat rate: $66.00

WATER RESOURCES Water Basics What We Do Work with Us Library Conservation Tips
Mulch and microirrigation help to reduce watering. DWR/2014.

Water is a precious and limited resource, especially in drought-prone California where the next dry period could be right around the corner. As a result, water conservation and the efficient use of California's water supply are major priorities for the State.

In coordination with the Association of California Water Agencies, we organized the Save Our Water program to help Californians learn ways to save water at home to reduce the effects of drought. Even the simplest changes to daily routines can have a significant impact. By making conservation a way of life in California, we save water, minimize water waste, rebuild our underground aquifers, prepare for the uncertainties of climate change, and minimize the harmful effects of drought.

We encourage all Californians to embrace wise water use as a daily habit, whether we are experiencing a year of heavy or meager rain. Start by following the water conservation tips below, and visit Save Our Water and your local water agency for more tips, tools, and incentives - including rebates. You can also view photos of our past California State Fair water-wise garden exhibits for ideas on how to create your own low-water use landscape.

Indoor Conservation Tips
• Fix leaks, including leaky toilets
• Install high-efficiency toilets, aerators on bathroom faucets, and water-efficient shower heads
• Take shorter (5 minute) showers
• Track your water bill and meter to curtail water use
• Turn off water when brushing teeth or shaving
• Use dishwashers and washing machines with full loads only Outdoor Conservation Tips
• Plant drought-tolerant/resistant plants and trees
• Recycle indoor water to use on plants
• Refrain from watering your home landscape when it rains • Replace your grass/turf with water-wise plants
• Use a broom to clean driveways, patios, and sidewalks instead of water from a hose • Water your outdoor landscape earlier in the day when temperatures are cooler Resources

CITY ADMINISTRATION FOUNDED 1914

STAFF REPORT
August 12, 2025
ITEM # 6-B
FROM: Greg Gatzka, City Manager
SUBJECT: Corrected Fiscal Year 2025-2026 Compensation and Benefit Plan The previously adopted Resolution No. 4111 for Fiscal Year 25-26 Compensation and Benefits Plan incorrectly included City proposed salary increases for positions represented by Local 39 which were not approved by the union and need to be reverted back to the previously adopted salary ranges.

Recommendation:

Consider approving Resolution No. 4113 to correct errors in the Fiscal Year 25-26 Compensation and Benefit Plan for City staff positions.

Budget impact:

None with this action as the FY 25-26 Budget was adopted on July 22, 2025, and covers the salary and benefit costs.

Background:

The FY 25-26 compensation and benefit plan was previously presented for Council's approval on July 22, 2025, and included City and Union agreed upon salary increases for positions represented by CPOA, CPNSA and CLOCEA. The City has been meeting in good faith with Local 39 and was hopeful that Local 39 would also be in agreement with the City's generous salary increases for all Local 39 positions to be included in the July 22, 2025 consideration. Unfortunately, Local 39 did not accept the City's offer and would not agree to the City implementing salary increases on July 22, 2025. As there was no agreement by Local 39, the posted salary increases for local 39 represented classifications need to be corrected, and the Finance Department did not implement these salary increases in the first full payroll of Fiscal Year 2025-2026. To correct this hopeful error, the City must correct the Local 39 represented classfiicaiton salary ranges by reverting them back to the salary ranges adopted under Resolution No. 4111 on January 28, 2025, and also correct for a few minor typos in the ranges where some of the cents were incorrectly entered.

On June 4, 2025, the City offered three salary proposals to Local 39 for generous market adjustments and COLA increases that ranged from 30-70% salary survey increases and COLA increase range from 2.5-5%. The City's most recent offer presented on July 22, 2025, and not City Offices
832 Whitley * Corcoran, CA 93212 * Phone 559-992-2151 * www.cityofcorcoran.ca.gov accepted by the union, was for FY 25-26 to include a 50% market adjustment and 3.5% COLA, with a special added increase of 2% COLA (total 5.5% COLA) to the Water Shift Operator classification for FY 25-26. The City's latest offer included the classification salary increases as follows:

Senior Fleet Mechanic 13.85%
Chief Fleet Mechanic 16.16%
Maintenance Worker I 8.32%
Maintenance Worker II 7.92%
Maintenance Worker III 8.45%
Parks & Streets Maint. Supervisor 12.17%
Transit Operator I 10.22%
Transit Operator II 4.58%
Water Utility Worker 8.03%
Water Utility Operator 8.49%
Water Shift Operator 5.50%
Water Lead Shift Operator 3.5%
Water Chief Plant Operator 5.44%
Wastewater Operator In Training 14.33%
Wastewater Utility Operator I 11.21%
Wastewater Utility Operator II 8.02%
Wastewater Lead Utility Operator 11.48%
Wastewater Chief Plant Operator 11.44%
Once the City is able to reach agreement with Local 39, the City's Compensation and Benefits Plan resolution will need to be updated again and brought back for City Council approval and authorization for the Finance Department to implement the agreed salary changs for these represented positions.

One additional correction was also needed to correct City Manager's Management Leave that was incorrectly listed as 8 days and grouped with Unrepresented Department Management positions and should be 7 days. As this benefit is defined by the City Manager's employment agreement, any change in that benefit must be reflected in the employment agreement first or unless otherwise specified.

Resolution NO. 4113

NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Corcoran that adjustments to the compensation and benefits plan for Fiscal Year 2025-2026 be made and compensation shall be as indicated effective on the date specified below for the fiscal year above written:

1. Effective first full pay period after July 1, 2025, monthly compensation for CLOCEA represented classifications are as follows:
