The regular session of the Corcoran City Council was called to order by Mayor, Palmerin, in the City Council Chambers, 1015 Chittenden Avenue, Corcoran, CA at 5:30 P.M.
ROLL CALL
Councilmembers present: Greg Ojeda, Sidonio "Sid" Palmerin and Jeanette Zamora- Bragg
Councilmembers absent: Patricia "Pat" Nolen and Jerry Robertson Staff present: Joe Faulkner, Greg Gatzka, Tina Gomez, Zishan Lokhandwala, Maggie Ochoa, Sandra Pineda, Marlene Spain and Kevin Tromborg
Press present: None
INVOCATION Invocation was presented by Palmerin
FLAG SALUTE The Flag Salute was led by Ojeda.
1. PUBLIC DISCUSSION
Jose Sigala, City of Tulare Councilmember, addressed council regarding interest in creating an Ad Hoc Committee to explore funding resources for shuttle service from Corcoran to the College of the Sequoias Campus in Tulare.
2. CONSENT CALENDAR
Following Council discussion, a motion was made by Zamora-Bragg and seconded by Ojeda to approve the Consent Calendar. Motion carried by the following vote:
AYES: Ojeda, Palmerin, and Zamora-Bragg
NOES:
ABSENT: Nolen and Robertson
ABSTAINED:
2-A. Approval of minutes for the meeting of the City Council on August 12, 2025. 2-B. Authorization to read ordinances and resolutions by title only.
3. APPROPRIATIONS
Following Council discussion, a motion was made by Zamora-Bragg and seconded by folda to approve the Warrant Register dated August 12, 2025. Motion carried by the vote:
AYES: Ojeda, Palmerin, and Zamora-Bragg
NOES:
ABSENT: Nolen and Robertson

6. STAFF REPORTS
6-A Finance Director, Sandra Pineda gave an update on the Courtesy Notice of High- Water Usage for Flat Rate Utility Accounts.
6-B. Following Council discussion, a motion was made by Zamora-Bragg and seconded by Ojeda to approve Resolution No. 4113 adopting the corrected Fiscal Year 2025- 2026 Compensation and Benefit Plan. Motion carried by the following vote:
AYES: Ojeda, Palmerin, and Zamora-Bragg
NOES:
ABSENT: Nolen and Robertson
Perry Thomas, 2125 Kern River Ave, addressed council regarding his concerns with potholes in the areas of Sherman and Dairy Ave.

Staff present: Greg Gatzka, Orfil Muniz and Marlene Spain There was no quorum, the meeting was declared cancelled. No official business was transacted.
The next regular business meeting of the Corcoran City Council is scheduled for Tuesday, September 9, 2025, at 5:30 p.m.
