ITEM 6-B
FROM: Kevin J. Tromborg, Community Development Director SUBJECT: Resolution 4115 to approve the use of Housing Program Income (PI) funds to secure loans in tax default or bank foreclosure
Recommendation: (Voice Vote) Staff recommends, after Council consideration, approval of Resolution 4115 regarding the use of Housing program income (PI) funds to secure Housing loans in Tax default or bank foreclosure.
Discussion: The City of Corcoran has received Federal and State grant funding for our Housing program since 1980. The grant fund are used for our First Time Buyer (FTB) and Housing Rehab programs. Over the past 45 years 90% of the loans have been paid back in full.
When the loans are paid back, they are deposited into a program income (PI) account. When a bank or the County tax collector is forced to foreclose and action the property, the City loan is often left unpaid and we and forced to write off the loan Resolution 4115 will allow the City Manager or His/her designee to attend the action, and using PI funds, bid on the property to secure or loan. If the City is successful at auction, the property, would then be sold and the funds returned to the PI account.

FROM: Kevin J. Tromborg, Community Development Director SUBJECT: Yard Sale application form to assist in enforcing state law regarding yard sales.
Recommendation: (Voice Vote) Staff is asking Council consideration of final approval of requiring an application that is fee exempt for holding yard sales/garage sales to be in compliance with State law.
Discussion: In December of 2024, The Planning Commission approved the requirement of a yard/garage sale application to be added to the zoning code as part of the final revision. (see Planning Commission Staff Report and minutes) State law through The State Board of Equalization (SBE) states that anyone having more than two (2) yard sales a year constitutes a business and must have a business license and a Tax ID number issued by the SBE. There are municipal codes that must be followed when holding a yard sale that include items such as signage, dates and times, what cannot be sold at yard sales. Code Enforcement cannot effectively monitor yard sales as required without an application.
Attached is draft application and the dos and don'ts of yard and garage sales for City Council consideration.

Subject: Additions/Revisions of the Zoning Code.
A. Discussion
not attend to the subject at all. Because we are still revising the zoning code, the simplest way to address this issue is to add a section within our landscaping standards id 11-13-6.
The specific section for the addition 11-13-6 D-5 (City Right-of-Way) The language of the added section (At no time shall anyone place, rake, store, blow, shovel organic material, debris, garbage or junk in a City Right-of -Way including but not limited to, curb& gutter, sidewalks, streets and alleys. Violation may result in an administrative fine.) Exception: City sanctioned cleanup programs.
B. Addition to the zoning Code. Garage/Yard sales. Added language 11-16-2-A-1 (Garage/Yard/Rummage sales require a permit.
State law limits these types of sales to two (2) per year. More than two, the state constitutes this as a business and requires sales tax to be collected and reported. The state mandates that local jurisdictions to monitor this. The only way Code Enforcement can monitor the different requirements regarding Garage/Yard/Rummage sales is through a permit. The permit will be fee exempt.

CITY ADMINISTRATION
STAFF REPORT
August 26, 2025
ITEM # 6-H
FROM: Greg Gatzka, City Manager
SUBJECT: City Hall Office Hours
Summary:
Corcoran City Hall office hours should be reviewed to best accommodate the City's limited resources and establish predictable customer service times for the public.
Recommendation:
Consider approval of the City Manager's recommendation to define general City Hall Office Hours "Open to the Public" as 8:30 am to noon M-F, and 1 pm to 5 pm Monday, Tuesday, Thursday and Friday.
Budget impact:
The City is currently in process of updating the City Hall front window office hours, and implementing a video display monitor in the front lobby. These expenses are already budgeted in the current Fiscal Year 2025-2026 Budget.
Background:
Corcoran City Hall hours are currently 8am to 5pm, and closed from 12 noon to 1 pm for employee unch break. The Finance Department and Community Development Department both currently nanage the public front counter and only have three staff members each under the direction of their Department Heads. Both departments are still in a rebuilding transition with some staff having just two years or less of city work experience. As these staff positions are non-exempt employees, they are subject to overtime or comp time benefit if their workhours exceed eight hours during the working day. As city staff in these departments are still training in some aspects and should have an opportunity to meet and seek direction from their respective Director in the morning, the City Hall opening at 8 am often results in employees immediately having to tend to the front counter. Both departments have been requesting that the City Hall office hours be moved to 8:30 am to allow each department sufficient time to prepare for public front counter traffic and time for Department Heads to coordinate with their staff. The City Manager is recommending that the Corcoran City Hall office hours be changed to opening at 8:30 am, and continue to remain closed on the second half of the workday on Wednesdays to allow in-office work processing time.
If approved, the new City Hall office hours will be posted and notification provided to the public.
The public can still request appointments with Community Development.
