The regular session of the Corcoran City Council was called to order by Mayor, Palmerin, in the City Council Chambers, 1015 Chittenden Avenue, Corcoran, CA at 5:30 P.M.
ROLL CALL
Councilmembers present: Patricia "Pat" Nolen, Greg Ojeda, Sidonio "Sid" Palmerin and Jerry Robertson
Councilmembers absent: Jeanette Zamora-Bragg
Staff present: Moses Diaz, Joe Faulkner, Greg Gatzka, Tina Gomez, Maggie Ochoa, Sandra Pineda, Marlene Spain and Kevin Tromborg

FLAG SALUTE The Flag Salute was led by Ojeda.
PUBLIC DISCUSSION
Karen Shah, Bakersfield, CA addressed the council regarding a claim she submitted to the City. Ms. Shah requested an independent investigation.
CONSENT CALENDAR
Following Council discussion, a motion was made Ojeda and seconded by Robertson to approve the Consent Calendar. Motion carried by the following vote:

APPROPRIATIONS
Following Council discussion, a motion was made by Robertson and seconded by Nolen to approve the Warrant Register dated August 26, 2025, and September 9, 2025. Motion carried by the following
vote:
AYES: Nolen, Ojeda, Palmerin and Robertson

6. STAFF REPORTS
Following Council discussion, a motion was made by Nolen and seconded by Ojeda to approve Resolution No. 4114 State of Good Repair Fiscal Year 25-26 and authorize the City Manager and/or Transit and Grants Manager to sign Certification and Assurances and the Authorized Agent form. Motion carried by the following vote:
AYES: Nolen, Ojeda, Palmerin and Robertson

Following Council discussion, a motion was made by Robertson and seconded by Nolen to approve Resolution 4115 regarding the use of Housing program income (PI) funds to secure Housing loans in Tax default or bank foreclosure. Motion carried by the following vote:

6-C. Following Council discussion, a motion was made by Ojeda and seconded by Nolen to approve Resolution No. 4116 to designate and authorize the Public Works Director to execute a grant agreement with Caltrans for Sustainable Transportation Planning. Motion carried by the following vote:
AYES: Nolen, Ojeda, Palmerin and Robertson

Following Council discussion, a motion was made by Ojeda and seconded by Nolen to award the professional services agreement with A&M Consulting Engineers for CDBG construction management services. Motion carried by the following vote:

6-E. Dan Martinez, 1308 Patterson Ave, addressed the council requesting the item to be tabled for further discussion.
Following Council discussion, a motion was made by Robertson and seconded by Ojeda to approve the Yard Sale application form to assist in enforcing state law regarding yard sales. Motion carried by the following vote:
AYES: Nolen, Ojeda, Palmerin and Robertson

6-F. Following Council discussion, a motion was made by Nolen and seconded by Ojeda to approve the Memorandum of Understanding (MOU) between the City and CPOA for a three-year term and authorize staff to sign and implement the agreement.

Following Council discussion, a motion was made by Ojeda and seconded by Robertson to approve the Memorandum of Understanding (MOU) between the City and CPNSA for a three-year term and authorize staff to sign and implement the agreement. Motion carried by the following vote:

Following Council discussion, a motion was made by Ojeda and seconded by Robertson to approve the City Manager's recommendation to define general Cit [all Office Hours "Open to the Public" as 8:30 am to noon M-F, and 1 pm to 5 pn Monday, Tuesday, Thursday and Friday. Motion carried by the following vote:
AYES: Nolen, Ojeda, Palmerin and Robertson

7-B. City Manager's Report
7-C. Council Comments/Staff Referral Items - Councilmember Zamora-Bragg requested an update on the Active Transportation Plan/Traffic Safety. 7-D. Committee Report - Councilmember Zamora-Bragg advised that she can no longer sit on the KCAG Board because she is unable to attend in person. Board members can only vote if they attend in person.
