STAFF REPORT
March 10, 2026
ITEM # 6-A
FROM: Greg Gatzka, City Manager / Alex Walker, Kings County Admin. Analyst SUBJECT: Letters of Support - Kings County Fire HQ & EOC Summary:

On February 17, 2026, the Kings County Board of Supervisors prioritized the request for congressional earmark funding for a new Fire Department Headquarters (HQ) and Emergency Operations Center (EOC). The County is now seeking letters of support.

Recommendation:

Consider authorizing the Mayor to sign letters of support to various State and Federal Legislators for the Kings County Headquarters and Emergency Operations Center funding.

Budget impact:

None with this action.

Background:

The Kings County Fire Department (KCFD) serves as our City's contracted emergency service provider for fire and medical response calls for service. In addition, the Fire Department is relied upon for the tacilities and support of the County's Emergency Operations Center that is activated in times of potential and actual significant emergencies and natural disasters. The current headquarters is severely undersized and over 50 years old rendering it inadequate to meet current and future operational needs. The County has also relied upon a modular building for the Emergency Operations Center which also has limited facility capabilities and lacks modern upgrades necessary for an emergency communication and coordination hub during times of disaster and critical incidents. The County has therefore prioritized the need for a new Fire HQ and EOC. This is the second year the County is seeking earmark funding, and is requesting $10,000,000 to fund the project.

As our City is directly reliant upon KCFD for providing fire and medical response services to our residents and businesses, and organizationally dependent upon the County EOC as the conduit for State and Federal response in times of disaster, this investment in a new KCFD HQ and EOC is in our City's best interest to support.

RE: Kings County Community Project Funding Request - Kings County Fire and Office of Emergency Services (OES) Headquarters
Dear _
Our Corcoran community and local public safety depend heavily upon the Kings County Fire Department as our contracted emergency response service for fire, medical, and in times of disaster. As a critical service to our community, our City expresses our strong support for Kings County's request for funding to construct a new, modem Fire Department Headquarters and Emergency Operations Center.

The existing Fire Department headquarters is severely outdated and undersized, and lacks the capacity and modern capabilities to meet current and future emergency response demands. Severe space limitations and inadequate facilities necessitated the County's use of a temporary modular building for the Emergency Operations Center. With this funding request, the County could build an entirely new Fire Headquarters, Emergency Operations Center (EOC), and unified dispatch center to bring emergency facilities into the modern era.

The County's Emergency Operations Center (EOC) is a critically essential facility that is desperately needed to support countywide disaster and emergency response, and NIMS and SEMS capabilities.

Without an adequate and modernized EOC facility, the effectiveness of centralized multi-agency disaster response with State and Federal Agencies is significantly hindered. Investing in a new Kings County Fire Department Headquarters and Emergency Operations Center project is a critical need in serving the public safety and emergency/disaster response needs of our entire County and our City.

In 2023, our City faced a very severe and potentially threating flood as we are located adjacent to the Tulare Lake where four river systems converge. In this incident, the County's EOC was activated to coordinate countywide emergency services and connection to State and Federal agencies. As a vested stakeholder community, we recognize the County's critical need for new Fire HQ and EOC facilities.

We greatly appreciate your consideration and hopeful support for Kings County's funding request.

Sincerely,
Sidonio "Sid" Palmerin, Mayor

In 2023, our City faced a very severe and potentially threating flood as we are located adjacent to the Tulare Lake where four river systems converge. In this incident, the County's EOC was activated to coordinate countywide emergency services and connection to State and Federal agencies. As a vested stakeholder community, we recognize the County's critical need for new Fire HQ and EOC facilities.

We greatly appreciate your consideration and hopeful support for Kings County's funding request.

Sincerely,
Sidonio "Sid" Palmerin, Mayor

STAFF REPORT
March 10, 2026
ITEM # 6-B
FROM: Greg Gatzka, City Manager
SUBJECT: 845 Plymouth Ave Lease Agreement - 3rd Amendment Summary:

By mutual agreement, the City's Lease Agreement with CCATT LLC "Crown Castle" for a wireless tower facility located at 845 Plymouth Avenue on City owned property is in need of an amendment to make allowance for new utility easement requests.

Recommendation:

Consider approving the 3rd Amendment to the 845 Plymouth Ave Lease Agreement and authorize the City Manager to sign on behalf of the City.

Budget impact:

None with this action.

Background:

The original lease agreement for 845 Plymouth Avenue was established on August 23, 2004, to allow AT&T Wireless to construct and operate a communications tower on City owned property.

This lease agreement was later transferred twice and the current successor in interest NCWPCS MPL 32-Year Sites Tower Holdings LLC and by CCATT LLC (also known as "Crown Castle") is the tenant as defined in the 2nd Amendment approved on August 22, 2024.

The current lease extends through August 22, 2059, and the tenant is authorize to sub-lease tower space for co-located services. One such service intending to co-locate on this tower is T-Mobile.

However the City's permitting processes discovered that PG&E will require an additional easement. As T-Mobile is the applicant and the City has no lease agreement with this third party, T-Mobile was directed to coordinate with Crown Castle as the tenant to work with the City. As the current lease agreement did not address how additional utility easements for third party co- located services would be addressed, the City Manager and City Attorney have been working with Crown Castle's legal counsel to draft a reasonable and straightforward amendment to facilitate this type of easement request related to lease agreement.

The mutually agreed and proposed 3 d Amendment would allow the Tenant to request City Council approval for any additional utility easements deemed necessary for the facility. New easements would be subject to City staff review to ensure no conflicts with City infrastructure or plans are City Offices
832 Whitley * Corcoran, CA 93212 * Phone 559-992-2151 * www.cityofcorcoran.ca.gov identified In anticipation of this 3rd Amendment being approved, Crown Castle has already submitted a request for City Council authorization to grant a PG&E easement that will be addressed in a separate agenda item.

The site location is (Kings County APN 044-110-087) at the southeast corner of Plymouth Avenue and King Avenue and just west of City wastewater ponds.

STAFF REPORT
March 10, 2026
ITEM # 6-C
FROM: Greg Gatzka, City Manager
SUBJECT: PG&E Easement for 845 Plymouth Ave Leased Property Summary:

The Tenant (Crown Castle) for 845 Plymouth Avenue is requesting the City grant an additional utility easement to PG&E to support enhancements to their communications facility and subleasing rights for T-Mobile co-location.

Recommendation:

Consider adopting Resolution No. 4129 to grant a PG&E Easement for the private benefit of 845 Plymouth Ave leased property and authorize the City Manager to sign necessary documents on behalf of the City.

Budget impact:

None with this action.

Background:

City owned property (Kings County APN 044-110-086) is the leased territory recognized as 845 Plymouth Avenue and was developed as an AT&T Wireless communication facility. The current lease holder is NCWPCS MPL 32-Year Sites Tower Holdings LLC and by CCATT LLC (also known as "Crown Castle"). The lease allows Tenant to sublease their communications tower and facilities for the purpose of co-location of other communication services. The Tenant is exercising their right to sublease to T-Mobile, and T-Mobile is going through the City' s permit processes. In this process, it was determined by PG&E that an easement on City owned property (Kings County APN 044-110-086 and 044-110-087) would be necessary to provide the additional utility services to the communication tower site. This would connect the site to the nearest utility pole located approximately 50 feet east along the south side of Plymouth Avenue.

City staff has reviewed the proposed new easement and determined there to be no conflicts with City infrastructure or any future plans. As the PG&E easement may result in the City incurring additional costs from PG&E, these costs will need to be covered by the permit applicant T-Mobile.
