ITEM # 2-C
FROM: Greg Gatzka, City Manager
SUBJECT: Final Version of City Fire Protection Services Agreement with County of Kings
Summary:
On June 23, 2026, Council approved the initial draft of a 5-Year Fire Protection Services Agreement with the County of Kings to continue services and align with the City's Budget adoption. The County requested some minor changes regarding fee collection processes, dispute resolution, and termination. The final agreement is now coming back to Council for ratification.
Recommendation:
Consider ratifying the revised 5-Year Fire Protection Services Agreement with the County of Kings and authorize the Mayor and City staff to re-sign the final agreement.
Budget impact:
No additional cost to the City's General Fund.
Background:
The City and County began negotiations in Fall of 2025 and reached tentative agreement in May of 2026. The resulting draft agreement for a 5-Year Fire Protection Services Agreement with the County of Kings was then taken to our City Council on June 23, 2026, for approval. As the previous agreement was set to expire on July 1, 2026, the City approval of the new agreement ensured continuance of the County's contracted fire protection services, and the expenditure could be considered as part of the Fiscal Year 2026-2027 Budget adoption. As the County prepared to consider approval of this agreement, County Counsel requested some minor changes to the language for fee collection processes, dispute resolution, and termination. The City Manager and City Attorney have reviewed the changes and agree to the form. The final agreement was approved by the Kings County Board of Supervisors at their August 4, 2026, board meeting. This final agreement is now coming back to our City Council for ratification of all changes.

Many households in Kings County do not have access to
high-quality broadbayd. The State has already designated certain "fiber highways", which may help increase
broadband access in the County. Increasing the amount of investment in broadband coverage in the county could help decrease commute traffic by increasing work-from-home,

Recommendation:
Consider approving Budget Amendment for New Appropriation by increasing Revenue Account 104-000-331-039 (Police Depart. Grants) by $36,748.71, and Expenditure Account 104-421-300-210 (Special Department Supplies) by $36,748.71 Budget impact:

SUBJECT: Federal Transit Administration (FTA) 5311, Grant, Operations Expenses Summary:
Federal Transit Administration (FTA) Section 5311 funding is available to support the City's transit service Corcoran Area Transit (CAT). City Council approval is required to authorize the submission of the grant application and execute the required certifications and assurances associated with the funding.
