STAFF REPORT
August 25, 2026
ITEM # 6-B
FROM: Valerie Bega, Transit and Grants Manager
SUBJECT: FY 26-27 Budget Amendment for Transit Building Maintenance Summary:

Amtrak's recent completion of ADA improvements adjacent to the Corcoran Depot requires the Depot's Whitley Avenue facing lawn and landscaping to be restored. The Amtrak contractor working with Public Works has offered to provide funds to the City to complete the landscape work.

Recommendation:

Consider approving Budget Amendment for New Appropriation by increasing Revenue Account 145-410-366-100 Transit (Misc.-Other Revenue) by $13,952, and Expenditure Account 145-410-300-145 Transit (Buildings and Maintenance) by $13,952.

Budget impact:

None as funding provided by Sevan Multi-Site Solutions (Amtrak's contractor) will directly offset the City's estimated landscape repair costs. If the landscape costs exceed the amount provided, the City may use State of Good Repair (SGR) funding for eligible transit facility improvements.

Background:

The City's Corcoran Station is used as the Amtrak Station, and Amtrak recently completed necessary ADA improvements at the passenger loading area. In performing this work, the Amtrak contractor temporarily used the Corcoran Station's south facing lawn and landscape area along Whitley Avenue for their equipment. As part of the project, Amtrak's contractor Sevan Multi-Site Solutions was scheduled to restore the depot's landscaping to pre-construction condition.

However, as the State of California will soon require government entities to incorporate drought- resistant landscaping the City has an opportunity to make drought tolerant improvements sooner.

Both Transit and Public Works requested that Amtrak consider providing funding to the City to complete the landscaping work directly. The contractor has agreed to provide the City with funds in the amount of $13,952 to allow the City to implement drought-resistant landscaping to meet the State's requirement.

STAFF REPORT
August 11, 2026
ITEM # 6-C
FROM: Greg Gatzka, City Manager
SUBJECT: Permanent Local Housing Allocation Disbursement to Self Help Enterprises Summary:

On November 8, 2022, Council adopted Resolution No. 3975 authorizing the City to apply for Permanent Local Housing Allocation (PLHA) Program funds. The City has received $471,906 from the State and intended for the Lakeview Terrace Project being developed by Self Help Enterprises. The City has now received a disbursement request from Self Help Enterprises for these funds.

Recommendation:

Consider authorizing the disbursement of $471,906 in PLA funds to Self Help Enterprises for the Lakeview Terrace Project.

Budget impact:

There is no cost to the City's General Fund. The State previously granted $471,906 in PLHA funds to the City for the Lakeview Terrace Project and must be expended prior to June 30, 20230.

Background:

In 2022, the City was notified by the State of funding available through the Permanent Local Housing Allocation (PLHA) Program. Funding from this program was established by Senate Bill 2 in 2017, which added a S75 recording fee on real estate documents. Fees collected within the City are then made available to the City for use on permanent housing. Corcoran applied for a five-year allocation of funding and was granted funding through State Agreement No. 22-PLHA-17774. The first three year allocations received include 2019 Allocation of $113,908, 2020 Allocation of $178,438, and 2021 Allocation of $179,560 totaling $471,906. As the City's application must demonstrate funds will be used for an eligible housing project, State PHA funding was granted to the City of Corcoran for use on the Lakeview Terrace Project being developed by Self Help Enterprises. All the necessary conditions pertaining to the State's agreement related to Deed of Trust, Affordable Housing Agreement, Covenants, and Loan Agreement have been met. On August 6, 2026, Self Help Enterprises submitted the attached PLHA Loan Disbursement Request for the Lakeview Terrace Project and is now being presented to Council for authorization to release PLHA funds.

CITY ADMINISTRATION

STAFF REPORI
August 25, 2026
ITEM # 6-D
FROM: ( Marlene Spain, City Clerk/Assistant to City Manager SUBJECT: Consider Approval Resolution No. 4169 Finding Shane Bewarder, a Local Safety Member is Industrially Disabled from his Police Corporal Duties Summary:

The City has received a CalPERS Industrial Disability Retirement request for Shane Bewarder.

This request is being brought for Council consideration.

Recommendation:

Consider adopting Resolution No. 4169, approving the California Public Employees' Retirement System ("CalPERS") Industrial Disability Retirement for Shane Bewarder.

Budget impact:

None with this action.

Background:

For Local Safety Members enrolled in CalPERS, California Government Code Section 21156 establishes the criteria for the City Council to determine whether a public employee is incapacitated, physically or mentally, from performing the duties of their position and is therefore eligible for Industrial Disability Retirement.

In accordance with the California Public Employees' Retirement Law ("PERL"), a local safety employee qualifies for Industrial Disability Retirement when: (1) competent medical opinion establishes that the employee is substantially incapacitated from performing the usual and customary duties of their position; (2) the disability is permanent or is expected to be of an extended and uncertain duration; and (3) the disability is the result of an injury or illness arising out of and in the course of employment.

Under state law, CalPERS requires the City Council to adopt a resolution determining that competent medical evidence supports the granting of an Industrial Disability Retirement. Based on the medical evidence presented, staff recommends that the City Council adopt Resolution No. 4169, approving the CalPERS Industrial Disability Retirement application for Shane Bewarder.

Mr. Bewarder filed for Industrial Disability Retirement on February 3, 2026. He was employed by the City of Corcoran from November 19, 2020, through August 19, 2026.

City Offices
832 Whitley * Corcoran, CA 93212 * Phone 559-992-2151 * www.cityofcorcoran.ca.gov Mr. Bewarder sustained an injury on March 12, 2024, and subsequently required a second surgery, which was performed on March 25, 2025.

The basis for Mr. Bewarder's Industrial Disability Retirement application is supported by medical reports from Dr. Raul Perez. Mr. Bewarder's condition is orthopedic in nature, specifically a rupture of the ulnar collateral ligament of the left thumb.

Based on the medical documentation, Mr. Bewarder is incapacitated within the meaning of the Public Employees' Retirement Law and is unable to perform the usual and customary duties of his position as a Police Corporal

POLICE CORPORAL
WHEREAS, the City of Corcoran (hereinafter referred to as "City") is a contracting agency of the California Public Employees' Retirement System (CalPERS); and WHEREAS, the California Public Employees' Retirement Law requires that a contracting agency determine whether an employee of such agency in employment in which he/she is classified as a local safety member is disabled for purposes of the California Public Employees' Retirement Law and whether such disability is "industrial" within the meaning of such law; and WHEREAS, an application for the industrial disability retirement of Shane Bewarder, employed by the City in the position of Police Corporal, for orthopedic disabilities, has been filed with CalPERS; and
WHEREAS, the City has reviewed the medical and other evidence relevant to such alleged disability.

Neither Shane Bewarder nor the City has applied to the Workers' Compensation Appeals Board for a determination pursuant to Section 21166 whether such disability is industrial; and BE IT FURTHER RESOLVED that the member was separated from employment in the position of Pol after expiration of his leave rights under Government Code section 21164, with an effective date of August 20, 2026, with CaPERS, and that no dispute as to the expiration of such leave rights is pending. His last day on paid status with the City was August 19, 2026, and his CaPERS retirement date was August 20, 2026.

There is not a possibility of third-party liability.
