Public Works Department
Staff Report
September 8, 2026
ITEM #: 6-C
FROM: Joseph Faulkner, Public Works Director
SUBJECT: Whitley Avenue Road Project
Summary:

Whitley Avenue is a primary commercial corridor in Corcoran and is beginning to show signs of block cracking. Staff recommends applying a double-coat Type II Micro Seal from Otis Avenue to Dairy Avenue to preserve the existing pavement and extend its useful life.

Recommendation:

Staff recommends that the City Council authorize staff to proceed with the Whitley Avenue Road Project from Otis Avenue to Dairy Avenue, utilizing the California Uniform Construction Cost Accounting Act (CUPCCAA), and authorize staff to contract with VSS International for the completion of the work.

Budget Impact:

This project was appropriated in the FY 26/27 budget and will be paid using SB1 funds.

Background:

The City regularly evaluates the condition of its roadway network to identify opportunities for preventative maintenance. Performing pavement maintenance while a roadway is still in relatively good condition is one of the most cost-effective methods of protecting the City's infrastructure investment.

Whitley Avenue is particularly important to the community because it serves as one of the City's primary commercial corridors, with a majority of the City's businesses located along or near the roadway.

Maintaining Whitley Avenue in good condition is important for both transportation and the local business community.

Although Whitley Avenue currently appears to be in relatively good condition, portions of the roadway are beginning to develop block cracking. If left untreated, these cracks can allow water to penetrate the pavement and accelerate deterioration of the roadway.

Discussion:

Staff is proposing a double-coat Type II Micro Seal on Whitley Avenue from Otis Avenue to Dairy Avenue as a preventative pavement maintenance treatment. The Micro Seal will protect the existing pavement, reduce water intrusion, and extend the roadway's useful life before more extensive deterioration occurs.

The project will be completed through CUPCCAA, allowing the City to efficiently procure the work in accordance with applicable public works requirements. Staff recommends contracting with VSS International, an experienced pavement preservation contractor, to complete the work.

The project will:
• Extend the useful life of Whitley Avenue.

Address early pavement deterioration.

Reduce water intrusion and further cracking.
• Improve the appearance and driving surface.

Protect the City's existing investment.

Reduce the potential for costly future rehabilitation.

The proposed $197,156.16 investment is intended to preserve the roadway now and help avoid a future rehabilitation project that could cost $1 million or more.

CITY ADMINISTRATION

STAFF REPORT
September 8, 2026
ITEM # 6-D
FROM: Greg Gatzka, City Manager
SUBJECT: CDBG Entitlement
Summary:

Corcoran is eligible for Federal Community Development Block Grant (CDBG) entitlement to receive direct grant funding.

Recommendation:

Authorize the City Manager notify the U.S. Department of Housing and Urban Development (HUD) and accept "entitlement grantee" status for CDBG.

Budget impact:

Corcoran is designated as a "Principal City" for CDBG Entitlement and is estimated to provide the City with $241,010 annually for CDBG eligible activities Background:

The City has been notified by HUD that the City of Corcoran is designated as a "Principal City" of a Census designated urban area and is eligible to be an entitlement grantee. The HUD representative notified the City Manager on August 12, 2026, and provided instructions to respond by September 15, 2026, as to whether the City would accept entitlement status or defer the status. Typically, Cities under 50,000 in population are not eligible for CDBG entitlement status and requires a City like Corcoran to competitively apply for CDBG funding for projects through the State to access Federal CDBG funds. By accepting entitlement status, the City of Corcoran would be granted a guarantee of annual funding for CDBG related projects and activities. The current estimate is $241,010 would be allocated to the City on an annual basis. These funds can be combined with up to three years of allocations towards a community benefiting project. As part of the City's recently updated County Fire Services Agreement, the City agreed to apply for CDBG entitlement status and use the first three- year allocations towards the purchase of a fire truck to service the City's fire protection services.

CITY ADMINISTRATION -

STAFF REPORT
September 8, 2026
ITEM # 6-E
FROM: Greg Gatzka, City Manager
SUBJECT: Council Stipend and Benefits
Summary:

At the direction of Council, this agenda item is being presented to allow discussion on Council Member stipend and benefits.

Recommendation:

Informational item only and to receive additional Council direction.

Budget impact:

None with this item.

Background:

On August 25, 2026, Council directed staff to place on the agenda a discussion regarding Council Member benefits. In review of past Council actions, the City Council on November 13, 2018, discussed Council member benefits and adopted Resolution No. 2591 to provide health and welfare benefits to the Council Members with the City paying zero percent of the premium. Council members who elect to participate in the health coverage plan may enroll during the open enrollment period beginning in December 2026 with benefits beginning in January 2027.

The current estimated full cost for Health Coverage benefit and 80/20 split is provided below:

Single coverage $12,200/Annually 80/20 Split is $9,760 City/ $2,440 Employee Family coverage $32,500/Annually 80/20 Split is $26,000 City/ $6,500 Employee Should the Council consider an 80/20 split coverage for Council members, the annual City cost range could be from $12,200 (1 Council member) to S162,500 (5 Council members w/ family).

Any defined Council member share of the health insurance premium would have to be set by City Council through adopted resolution. The current cost share is 100% paid by the Council Member.

City employees currently have either an 80/20 or 75/25 split with the City coverage being the larger percentage portion. As Council member maximum benefits cannot exceed the greatest employee benefit, Council member health coverage could only be covered up to 80/20 split coverage.

City Offices
832 Whitley * Corcoran, CA 93212 * Phone 559-992-2151 * www.cityofcorcoran.ca.gov City employees who opt out of the City provided health coverage are eligible for City provided "opt out" compensation. However, this benefit does not apply to Council members as it is then treated like a direct payment salary or stipend. Council Members do not currently receive any City stipend.

Recent legislation, Senate Bill 329 signed into law in 2013 and made effective on January 1, 2024 (Government Code Section 36516), defined limits to Council Member stipends as follows:
• Monthly base salary is $950 for a City of less than 35,000 population. • Annual inflation allowances matching California Consumer Price Index or up to 5% is allowed.

To enact Council Member salary or stipend requires adoption of an ordinance.

Restricts any approved salary adjustment to take effect for sitting Council Members and becomes active only when one council member commences a new term in office. : Restricts the compensation of council members to not be more than the amount defined above.

Any amount paid by the City directly for retirement, health, welfare or social security are not considered salary treated separately.

Therefore, any action by the City Council to adopt a change in salary (stipend) prior to December 31, 2026, would not become effective until January 1, 2027.

If a stipend is applied, the maximum allowed could potentially increase City Council costs up to $57,000 annually ($950/month over 12 months). Any change to add a stipend or paid benefit coverage would require a Budget Amendment to the current Fiscal Year 2026-2027 Budget as there were no projected or anticipated costs associated with Council member benefits.
