The regular session of the Corcoran City Council was called to order by Mayor, Sidonio "Sid" Palmerin, in the Corcoran Council Chambers, 1015 Chittenden Avenue, Corcoran, CA at 5:30 P.M.
ROLL CALL
Councilmembers present: Patricia "Pat" Nolen, Sidonio "Sid" Palmerin, Jerry Robertson and Jeanette Zamora-Bragg.
Councilmembers absent: Greg Ojeda
Staff present: Moses Diaz, Joe Faulkner, Greg Gatzka, Tina Gomez, Sandra Pineda, Marlene Spain and Kevin Tromborg
Press present: None
INVOCATION Invocation was presented by Palmerin
FLAG SALUTE The Flag Salute was led by Zamora-Bragg

CONSENT CALENDAR
Following Council discussion, a motion was made by Nolen and seconded by Robertson to approve the Consent Calendar. Motion carried by the following vote:
2-A. Approval of minutes for the meeting of the City Council on September 8, 2026 2-B. Authorization to read ordinances and resolutions by title only 2-C. Approve Proclamation No. 2026-07 Honoring Nate Butler AYES: Nolen, Palmerin, Robertson and Zamora-Bragg

6-D. Following council discussion, a motion was made by Robertson and seconded by Zamora-Bragg to authorize the City Manager to notify the U.S. Department of Housing and Urban Development (HUD) and accept "entitlement grantee" status for CDBG. Motion carried by the following vote:
AYES: Nolen, Palmerin, Robertson and Zamora-Bragg

6-E. Council received an informational item on Council stipends and benefits and directed the City Manager to research surrounding cities Council stipends.
