The regular session of the Corcoran City Council was called to order by Mayor, Sidonio "Sid" Palmerin, in the Corcoran Council Chambers, 1015 Chittenden Avenue, Corcoran, CA at 5:30 P.M.
ROLL CALL
Councilmembers present: Patricia "Pat" Nolen, Greg Ojeda, Sidonio "Sid" Palmerin, and Jeanette Zamora-Bragg.
Councilmembers absent: Jerry Robertson
Staff present: Moses Diaz, Joe Faulkner, Greg Gatzka, Tina Gomez, Sandra Pineda, and Kevin Tromborg

PUBLIC DISCUSSION
Crystal Levan 1203 Van Dorsten Avenue: Addressed council regarding a bicycle-related claim and complaints involving the city.
Anita Roby 742 Josephine Avenue: Addressed council regarding Council stipends. Mayor Palmerin directed her to return to the podium following the presentation of the staff report Richard Valle, Kings County Board of Supervisors, District 2 addressed council regarding the Board of Supervisors' approval of $36,000 for the Corcoran Police Department to purchase a life-saving narcotics analyzer (Narco Hand Analyzer).

CONSENT CALENDAR
Following Council discussion, a motion was made by Nolen and seconded by Ojeda to approve the Consent Calendar that included:
2-A. Approval of minutes for the meeting of the City Council on September 22, 2026 2-B. Authorization to read ordinances and resolutions by title only Motion carried by the following vote:
AYES: Nolen, Ojeda, Palmerin, and Zamora-Bragg
NOES:
ABSENT: Robertson
ABSTAINED:
3. APPROPRIATIONS
Following Council discussion, a motion was made by Zamora-Bragg and seconded by Nolen to approve the Warrant Register dated September 22, 2026. Motion carried by the following vote:
AYES: Nolen, Ojeda, Palmerin, and Zamora-Bragg
NOES:
ABSENT: Robertson
PRESENTATIONS
4-A Proclamation 2026-08 Honoring Volunteer Fire Fighter Jack Schreuder.
5. PUBLIC HEARING - None
STAFF REPORTS
6-A. After considering recommendations from the City's Park Renaming Ad-Hoc Committee, a motion was made by Zamora-Bragg and seconded by Ojeda to direct staff to take action to implement changes to signage at Mark Twain School Park and rename the park "MEChA Park" in honor of Corcoran Farmworkers.

6-B. Following council discussion, a motion was made by Zamora-Bragg and seconded by Nolen to remove health insurance benefits from further consideration regarding council stipend discussions. Motion carried by the following vote:
AYES: Nolen, Ojeda, Palmerin, and Zamora-Bragg
NOES:
ABSENT: Robertson
ABSTAINED:
Following further council discussion, a motion was made by Palmerin and seconded by Nolen to set the stipend at $125.00 for the Mayor and $75.00 for each Council Member, and to bring back Ordinance No. 652 for a second reading and adoption, along with a Resolution to set the council compensation. Motion carried by the following vote:
AYES: Nolen, Palmerin, and Ojeda
NOES: Zamora-Bragg
ABSENT: Robertson

Anita Roby 742 Josephine Avenue: Addressed Council regarding the proposed stipend and expressed opposition to it.
Tracy Hammond 320 Wawona Avenue: Addressed Council regarding the proposed stipend and expressed opposition to both the stipend and its structure.
Lola Lerma 709 Dairy Avenue: Addressed council regarding the proposed stipend and expressed opposition to it.
