1. Adopt Resolution No. 11-12-2024-05 approving no parking on the north side of Blackburn Avenue
Presented by City Manager, Brant Mesker. Corning High School is currently in the process of constructing a new student parking lot to improve parking availability for students. However, it has been noted that many students are parking on the north side of Blackburn Avenue, creating a significant safety concern, particularly during busy loading and unloading times. The school district has requested the City to not allow parking on the north side of Blackburn Avenue Monday through Friday from 7:30am to 3:30pm to encourage students to use the new parking lot.
Mayor Snow has a concern with time limit parking for people that are there for a short time during school hours. He would like to address the parking situation at the front of the school as staff works with the High School during this project.
Councilor Demo moved to adopt Resolution 11-12-2024-05 approving a no parking zone on the north side of Blackburn Avenue between Marguerite Avenue and First Street and authorize Public Works to install appropriate signage after completion of parking lot; Councilor Hargens seconded the motion.

The balance of funds needed to fund the position will come from the General Fund Councilor Hargens moved to adopt Resolution 11-12-2024-06 accepting the funds offered through the citizens' option for Public Safety (COPS) front-line enforcement allocation grant and approve the use of these monies to fund a police officer position; Councilor Demo seconded the motion.

7. Approve the contract and purchase of a K9 and Handler Training Contract from Meyer's Police K-9 Training, LLC
Presented by City Manager, Brant Mesker. After reinstating the position of a K9 handler. Officer Dannette Ross was selected to fill the K9 Handler role. On November 1st, Officer Ross, Administrative Secretary Smith, and Sergeant Squier visited Meyer's Police K9 Training Facility to view their available dogs. A dog was selected for purchase, along with an initial five-week Basic K9 Handler School. The total cost of the K9 is $17,696.25, and the training course is $5,500.00 for a total of $23,196.25. Upon execution of the proposed purchase order with Meyer's Police K9 Training, LLC., the K9 is to be purchased utilizing the amount of $8,000.00 that was earmarked from the purchase of Blaze, $9,696.25 from funds raised by the community, and $5,500.00 from the Cal Cops Grant overage. The ongoing monthly maintenance training fees are $4,200 per year, which will be paid for utilizing funds from a community K-9/PAL/Cadets bank account and/or community fundraisers for the remainder of the fiscal year. The cost for the first year would not be a cost to the City. Once the new fiscal year begins, the Police Department will make appropriate budget requests in order to budget accordingly as they had in previous years.
Officer Ross added she is really excited about the opportunity. The Malinois/Shepherd she looked at seems like a good fit. She anticipates purchasing him within a week. Training will start in February. His specialty will be apprehension and drug detection.
THE CITY OF CORNING IS AN EQUAL OPPORTUNITY PROVIDER AND EMPLOYER Item No.: G-2
Mayor Snow appreciates that Officer Ross stepping up and giving this opportunity to our community. The community has really worked hard on fundraising and supporting the Police Department to maintain a K9, and due to that effort, there are funds available to support Officer Ross with her new role. The City will also fully support to ensure that this program continues.
Seargent Squier added the dog will be bonding with Officer Ross but will not be displayed. He is still a pup and asks to keep your distance until he is trained.
Julie Johnson asked if Officer Ross had any names yet. Officer Ross stated she has a couple in mind but is not set on a name yet.
