J. REGULAR AGENDA:
1. Amend the contract with Placeworks and authorize the City Manager to sign the contract,
Presented by City Manager, Brant Mesker. In 2023 staff requested approval to award PlaceWorks the contract to assist with the 7° Cycle Housing Element Update that was due on June 30, 2024. At that time the request was approved to appropriate up to $70,000.00 plus a 10% contingency trom the City's General Fund to complete the project. Staff contacted the State to request that the City's remaining LEAP Funds be utilized to fund up to $32,000 of this cost which was approved by the state to offset the General Fund Cost. Due to the required changes within the 7 Cycle Housing Element and the state mandated requirements, PlaceWorks has amended their scope of work and contract to assist the City in coming in compliance with these regulations for an additional $7,000.00 Councilor Hargens authorized to amend the contract with PlaceWorks including the scope of work and new total contract not to exceed amount of $77,000 and authorize the City Manager to sign the contract amendment; Councilor Valerio seconded the motion.

2. Authorize staff to expend the full budgeted amount of $160,000 for the Transportation Center roof replacement project
Presented by Public Works Director, Eli Stanley. On November 14, 2024, the City of Corning entered into a contract with Four Seasons Roofing for the Transportation Center roof replacement, with an original contract amount of $140,394.62. Staff subsequently approved Change Order #1 in the amount of $6, 187 to replace all deteriorated lead jacks, bringing the revised contract total to $146,581.62. While performing the roof replacement, the Four Seasons Roofing discovered significant amount of dry rot. Addressing this unforeseen issue will likely push project costs beyond the 10% change order limit that Staff is authorized to approve. To ensure timely completion and prevent additional expenses, Staff requests authorization to expend up to the full budgeted amount of $160,000, if necessary.
Councilor Demo moved to authorize staff to expend up to the full budgeted amount of $160,000, if necessary for the transportation center roof replacement project; Councilor Valerio seconded the motion.

ANAL MID-YEAR BUDGET
AND GENERAL
DISCUSSION-FY 2024/2025
FEBRUARY 25, 2025
TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS
FROM: BRANT MESKER, CITY MANAGER
SUMMARY:
The City Manager and staff are tasked with the review and presentation of the mid-year budget update to the City Council with the various budget developments and monitoring duties to include, providing the Council with mid-year budget analysis and adjustments. This is a good practice to keep the Council aware of the city budget and how departments are adhering to the adopted budget at the midpoint in the year, December 31, 2024. Also, it is generally at this time of year that the local budget planning process begins. This review should be done with an eye on current factors such as the economy, priorities that have taken policy action through this point in the year. These objectives will help to guide the compilation of the new fiscal year budget.
There may be specific issues that have come up during the year where the City has or wishes to direct funding towards. The aforementioned items are merely suggestions and simply to help the Council consider and reflect.

The City Council does have discretion over how General Fund revenues are expended, the performance of the General Fund is the heart of the Mid-Year Budget Review. Sales tax generates a significant part of the City General Fund; therefore decreases/increases in sales tax can seriously affect the budget. Additionally, since Corning was traditionally the home of three large Travel Centers (Truck stops), we are heavily reliant on sales tax from fuel sales. It should be noted that the TA travel center closure will affect revenues to some extent. The closure of the TA travel center happened at the end of Q3 and Q4 revenue reports are forthcoming. Until we receive that information, we will not know the actual effect to revenues. The percentage of sales tax revenue from fuel sales has been decreasing over recent years, in comparison to historical numbers.
The Sewer and Water System accounts are regarded as "Enterprise Accounts". Those revenues may only be used for operating and maintaining the sewer and water system. It should be noted that a sewer and water rate study should be completed in the very near future with the anticipation of a rate increase to ensure there is sufficient funding for the operations of such systems.
Our largest single expense is employee wages and benefits (personnel costs). This is common amongst local governments. With employee contracts/memorandum of understandings (MOU) negotiations commencing soon, we cannot anticipate future budget effects of salary and benefits.
Focus on the funding for the Proposition 68 Recreation Center and City Plaza project will remain to be a priority. Staff has worked to reduce the cost and apply for additional grants.
There could be a need to utilize general fund reserves or issue a bond to offset the costs of construction.
The fund balances referenced above are necessary to provide stability within the City during an economic downturn. The City should examine City priorities (what is the long-term vision), long-term employment and facility needs of the City. Currently the City does not set aside any funds for the replacement of buildings as the City/staff numbers increase.
The City is in a much better fiscal condition because of Measure A Revenue. The City is at a point where it can begin as part of its strategic planning process to really focus its efforts and budget priorities on improvements of value to the community, while keeping in mind existing staffing and workload levels.
Exhibit A attached reflects the necessary expense budget adjustments.
