Ross Turner- He asked if the city of Corning had seen any of the grant money that was going to be given to the Tehama County Chamber of Commerce. To Brant's knowledge this program
THE CITY OF CORNING IS AN EQUAL OPPORTUNITY PROVIDER AND EMPLOYER Item No.: G-2
wasn't to directly provide funds to the Corning Chamber of Commerce but it was to be used to help promote businesses within Tehama County. Ross also followed up with a second question regarding the money that the city was awarded for the Recreation Plaza. He asked if we had that money in hand and if any of it was federal money. Brant clarified this is money from the state and it is reimbursement based, so it's not money we have in hand but the city has submitted reimbursement requests in the beginning stages and was reimbursed for some expenses already.
Demo-He stated moving forward he would like to get the budget sooner so it can be reviewed with more time. Mayor Snow seconded he would like to see it sooner as well, but they are thankful for the time put in to build the agenda. Hargens thanked staff as well.
Windy Van Dam- She would like clarification for a school resource officer position that isn't budgeted. Brant clarified that it is pending with a proposal. Chief Bassett and Tiffany Dietz will be working together to staff someone at the elementary. The city is waiting on the school to bring a proposal with funding before moving forward. Chief Bassett added they will be focusing on Maywood School to control ongoing issues.
Julie Johnson- She asked if there is a deficit at the end of the fiscal year does it get absorbed in to the next year or does it get filled from the reserve. Brant clarified that yes it does get filled from whatever fund reserve it falls in.
No motion was required, staff announced that the Budget Resolution would be presented at the June 24, 2025, City Council meeting for approval to complete the approval process.

CORNING LIGHTING AND LANDSCAPE

June 24, 2025
TO: HONORABLE MAYOR AND COUNCIL MEMBERS
FROM: BRANT MESKER CITY MANAGER (
ROBIN KAMPMANN, PE; CITY ENGINEER CONSULTANT
SUMMARY:
Annually the City of Corning must conduct a public hearing declaring its intention to levy assessments for the individual zones within City of Corning Lighting and Landscaping District 1.
In compliance with State law, the City publishes a legal notice, and letters are sent to affected property owners informing them of the date and time for the public hearing associated with the assessments. The public hearing is held prior to levying the annual assessments and placing them upon the property tax rolls.
Landscape and Lighting District 1, Zone 1 includes the "Blackburn Estates" Subdivision, located north of Blackburn Avenue and east of Marguerite Avenue on N. Alex Lane.
The City Engineer has filed the attached Annual Engineer's report for the district assessments. No change is proposed in the current fiscal year assessment of $63.08 per residential parcel. ITEM NO.: J-1
APPROVE EMERGENCY WATER
SERVICES AGREEMENT WITH
PASKENTA COMMUNITY
SERVICES DISTRICT
June 24, 2025
TO: MAYOR AND CITY COUNCILMEMBERS, CORNING CALIFORNIA
FROM: BRANT MESKER, CITY MANAGER & ELI STANLEY; PUBLIC WORKS DIRECTORES SUMMARY:
Paskenta District Secretary, Linda Solberg, has presented Staff with a request to resume water collection and transport from the City of Corning water system once their own surface water source can no longer provide water to its consumers.
City Staff recommends that the Council approve the Emergency Water Services Agreement with Paskenta Community Services District. City Attorney Collin Bogener has reviewed and approved the Agreement. A copy is attached for Council review.
BACKGROUND:
July 22, 2014, Corning City Council authorized the Paskenta Community Services District (PCSD) to collect and transport up to 20,000 gallons of water per day from a metered hydrant connection at the rate of $5 per 1,000 gallons. Staff surmised that the 65 Paskenta water connections (residences) would average about 300 gallons per day per connection totaling 19,500 gallons per day. On June 9, 2015, Corning City Council authorized an additional year services agreement with PCSD. The Agreement was approved for an additional year on July 12, 2016 which expired June 30, 2017. However, the PCSD had its own sufficient water supply and did not purchase water from the City in 2016 or 2017. In 2018 PCSD requested an Agreement which was approved; 915,000 gallons of water was supplied and approximately 5,055 gallons of water per day by the PCSD in 2018. In 2019 no water was requested by the District. In 2020 the District purchased a total of 1,198,000 gallons of water from the City from July 29t through November 10t which averaged out to 11,410 gals. per day which is below the approved 20,000 gallons daily.

On average, we pumped just over 2.3 million gallons of water each day during the month of June 2023 and just over 2.73 million gallons of water each day during the month of June 2024.
If we provide 20,000 gallons/day for emergency use, it will amount to an increase of less than 1%. That amount is not significant.
Due to recent increases to Corning residents the new agreement will reflect the two annual 10% increases on water usage that was approved at the June 11th Council meeting. The new rate shall be $6.05 per 1,000 gallons.
RECOMMENDATION:
MAYOR AND COUNCIL APPROVE THE EMERGENCY WATER SERVICES
AGREEMENT WITH PASKENTA COMMUNITY SERVICES DISTRICT AND AUTHORIZE THE CITY MANAGER TO SIGN THE AGREEMENT.
EMERGENCY WATER SERVICES AGREEMENT
Benefiting the Paskenta Community Services District
An Agreement between the City of Corning, a municipal corporation ("City") and the Paskenta Community Services District ("PCSD) regarding the City providing emergency water services to the PCSD
RECITALS
4. In 2014, the Paskenta Community Services District (hereinafter "PCSD") petitioned the City of Corning to supply an emergency water source to the rate payers within the PCSD. On July 22, 2014, the City of Corning, through its City Council, authorized the PCSD to receive up to 20,000 gallons of water per day at a cost of five dollars ($5.00) per 1,000 gallons.
B. In 2015, the PCSD petitioned the City of Corning to continue to supply an emergency water source to the rate payers within the PCSD. On June 9, 2015, the City of Corning, through its City Council, authorized the PCSD to receive up to 20,000 gallons of water per day at a cost of five dollars ($5.00) per 1,000 gallons, and that said authorization would expire on June 30, 2016.
C. On June 1, 2018, PCSD sent a letter to the City of Corning Public Works Department requesting an additional emergency water source for the same agreement stipulations D. Drought conditions have persisted since the original authorization to provide an emergency source of water to the PCSD, and despite considerable efforts to conserve water the possible need for the PCSD to utilize an outside source to provide sufficient and basic water supply needs to its rate payers remains as serious today as it was in July of 2014.
E. On May 5, 2015, through action of the California State Water Resources Control Board, emergency regulations were imposed, including but not limited to the Sections 863, 864, and 865 of the California Code of Regulations, Article 22.5, which imposed specific emergency water conservancy regulations on all water suppliers within the State of California, including non- urban suppliers (operating at less than 3,000 water connections) such as Corning, California.
F. The emergency water conservancy regulations existing as of the date of execution of this Agreement do not prohibit the extension of water from one water supplier to another where a need exists as is occurring with the PCSD.
G. On June 8, 2021, the PCSD provided a formal request letter to the City of Corning, requesting the City to supply water to the PCSD as the need exists.
H. On June 3, 2025, PCSD member Linda Solberg verbally requested that the City of Corning supply water to the PCSD as the need may exist during the upcoming months. On June 10, 2025, the City of Corning, through its City Council authorized the PCSD to receive up to 20,000 gallons of water per day with the two recently approved water usage rate increase of 10%. The water rate shall be six dollars and five cents ($6.05) per 1,000 gallons.
WHEREBY the City of Corning desires to assist the PCSD to aid in the supply of water where a need exists and active efforts have been made by the PCSD to conserve water.
AGREEMENT
1. The City of Corning hereby authorizes the PCSD to receive up to 20,000 gallons of water, per day, from a metered hydrant service at the existing rate charged for construction water on the following conditions:
a. The PCSD is unable to fulfill the water needs of its rate payers for reasons related to drought conditions;
b. The PCSD has made efforts to regulate and conserve water as required under the California Water Resources Control Board (Cal. Code of Regulations, Sections 865 (F(1)(A- B) pertaining to non-urban water suppliers; and
c. That the City of Corning is able to legally provide the water without fine or penalty while maintaining sufficient supply for the residents of the City of Corning.
2. The City Council of the City of Corning, through approval of this Agreement, finds that providing the water to PCSD discussed herein is a public purpose benefitting the entire south Tehama County community.
3. The City of Corning, through its City Manager, or any designee being provided such authority, may terminate this Agreement upon 48 hours-notice to the PCSD. Termination of the Agreement can occur with or without cause at the sole discretion of the City of Corning.
4. The PCSD hereby agrees to defend, indemnify and hold the City of Corning, California harmless for any and all claims, losses, settlements, demands, attorney fees, fines, penalties, judgments, damages, or other loss that arise in any way from the receipt of water and/or use of water received from the City of Corning as set forth in this Agreement. Additionally, PCSD releases the City from any and all liability resulting in a failure of the City to provide water under this Agreement for the reasons set forth in Section 1(c) or other similar reasons.
5. The parties expressly acknowledge that this Agreement does not create a joint venture with the PCSD or otherwise create a contractual obligation between the City of Corning and the individual PCSD rate payers. Similarly, this Agreement is not intended to create a partnership between the parties, and neither party is an officer, employee, or agent of the other party.
6. The parties expressly represent that the necessary resolution and/or other legal act has occurred to permit the signatory to sign this Agreement and bind the entity accordingly.
7. This Agreement shall be governed by and construed in accordance with the laws of the State of California and the parties hereto consent to jurisdiction in the State of California and
8. This Agreement may be amended by mutual consent of the parties hereto. Said amendments shall become effective only when in writing and fully executed by duly authorized

ADOPT RESOLUTION 06-24-2025-06
SETTING THE APPROPRIATIONS
AND EXPENDITURE LIMITS FOR ALL
CITY FUNDS TO IMPLEMENT THE
FISCAL YEAR 2025/2026 BUDGET
June 25, 2024
TO: HONORABLE MAYOR AND COUNCILMEMBERS
FROM: BRANT MESKER, CITY MANAGER
SUMMARY:
On June 10, 2025, staff presented the Fiscal Year 2025/2026 Budget. City Council approved the budget as presented at the meeting. Since then, there have been no changes to the budget. As detailed at the previous meeting, following the presentation of the budget and approval by City Council, a Resolution of the City Council of the City of Corning adopting the Budget for the Program of Service for the coming Fiscal Year, 2025/2026 is required.
Only the General Fund 001 is discretionary in its use, and to a lesser degree is Fund 002, Measure A. All of the other Funds listed are special purpose Funds dedicated by the City Code or State Law to a particular use like road maintenance or sewer maintenance.
The Budget Resolution sets the Appropriation of expected Revenue for each Fund. A Fund represents a specific revenue source such as "Sec. 2106 Gas Tax" or in the General Fund, a group of revenue sources like Sales Tax and Property Tax. Then the Resolution establishes the limit on expenditures as reflected in the budget. The third column (Net Change in Fund Balance) represents the period increase or decrease in estimated revenues less appropriated expenditures and does not represent the projected fund balance at June 30, 2026. Grand totals have not been provided. Due to the unique nature of each fund, including a grand total would not provide any beneficial information.
Actual Fund balances are shown in the Annual Audit.

Measure O Implementation - Administrative Services Manager/City Clerk and City Treasurer Positions
Following the passage of Measure O on November 5, 2024, by the citizens of Corning, the roles of City Clerk and City Treasurer are transitioning from elected to appointed positions. In accordance with the intent of Measure O, and to streamline administrative functions, staff recommends the establishment of a combined Administrative Services Manager/City Clerk position. This consolidation will allow for greater administrative efficiency and oversight, while preserving the statutory responsibilities of the City Clerk.
Additionally, the establishment of an appointed City Treasurer position is necessary to comply with the updated governance structure resulting from Measure O. This position will be responsible for overseeing the City's treasury and financial functions, in alignment with best practices for fiscal management and accountability.
As a result of the expiration of the Promise Neighborhood Grant and the anticipated construction of a recreation center and city plaza, staffing needs and consideration for instructors are included in this fiscal year budget. This is critical in sustaining the recreation program and program offerings. Historically, through Promise Neighborhood Grant Funds and General Funds the following recreation positions have been funded through independent contracts. Due to Senate Bill 5 the City is unable to continue these roles as independent contracts and must hire them as City of Corning employees.
Recreation Coordinator Position
To ensure proper oversight, program development, and day-to-day operations the recreation program, a Recreation Coordinator position is necessary. This role has historically been primarily funded through the Promise Neighborhood Grant as a contracted role. This position is instrumental in organizing and managing recreational programs, community events, and facility use, supporting the City's goal of enhancing community engagement and quality of life.
Recreation Instructor Positions
Currently, Recreation Instructors are hired as independent contractors to provide classes and activities for the community. To increase program consistency, oversight, and administrative efficiency, these roles as part-time employee positions are critical to ensure the sustainability of the program. Moving to part-time employee status will also provide greater continuity in program offerings and a more structured support system for instructors and participants alike.
FISCAL IMPACT
Funding for these positions has been included in the Fiscal Year 2025/2026 Budget.

ELIJAH STANLEY, PUBLIC WORKS DIRECTOR ES
BACKGROUND
On January 19, 2024, Staff entered into Agreement No. 460015659 with the State of California Department of Water Resources (DWR) to fund the Well and System Expansion Project. This project is part of the Small Community Drought Relief Program (SCRP), which was authorized by the Legislature through the Budget Act of 2021 (Stats. 2021, ch. 69, §112) and its Trailer Bill, Assembly Bill 148 (Stats. 2021, ch. 115, §97).
The SCRP program provides grants and direct expenditures for interim or immediate relief in response to drought conditions. Its primary goal is to address immediate impacts on human health and safety and on fish and wildlife resources while providing water to persons or communities that lose or are threatened with the loss or contamination of water supplies.
The City applied for and received funding through this Small Community Drought Relief Program to implement critical water. infrastructure improvements. The new well project is essential to enhance water reliability and ensure long-term sustainability for the community.
On March 25, 2025, the City Council approved a staff report authorizing the Easement Agreement with the Corning Healthcare District for the well site location. Staff now seeks Council approval of a Financial Agreement with the Corning Healthcare District to finalize the terms associated with the easement and support project completion.
DISCUSSION
As part of the project, an easement agreement with the Healthcare District is necessary to access and construct the new well on a portion of Parcel 3 and Parcel 4 of Parcel Map No. 07-
20. The easement will allow the City to install, operate, and maintain the new well and associated infrastructure, which is a critical component of the overall system expansion.
The easement agreement includes Exhibit A, which provides the legal description of the City Well and Access Easement for the City of Corning. This exhibit outlines the precise boundaries and access rights necessary for the construction and long-term maintenance of the new well.
Given the complexity of the project and the need for close coordination with the engineer and designer, Staff has executed an amendment to the agreement with the Department of Water Resources (DWR). This amendment extends the project completion date to February 28, 2026, adjusts the scope of work, and updates the budget to reflect actual costs.
The additional time is necessary to complete the design phase, finalize the project estimate, and carry out the construction activities, which include:
• Drilling a new well
• Conducting water quality and capacity testing
• Installing approximately one mile of pipeline
The easement agreement with the Corning Healthcare District is essential to keep the project on track and comply with the conditions of the DWR funding agreement.
Included in this item is the request to approve the Payment Easement Agreement with the Healthcare District for the property easement. The payment for the agreement per the contract would be $10,080 for the 10,000 square feet area of the easement ($1.008 per square foot).
The Healthcare District has requested that this payment amount be reflected on the water/sewer utility bills for the next 3 years or 36 months.
At the Corning Healthcare District Board meeting held on June 17', the Healthcare District Board approved the easement agreement and the Agreement for Payment of the Easement.
FISCAL IMPACT
The well project is funded through Funding Agreement No. 460015659 with the State of California Department of Water Resources under the Small Community Drought Relief Program.

AGREEMENT FOR PAYMENT OF EASEMENT
THIS AGREEMENT FOR PAYMENT OF EASEMENT (the "Agreement") is made by and between CITY OF CORNING, a California municipal corporation, ("City"), and the Corning Healthcare District, ("District"), collectively referred to as the "Parties", effective upon execution by City (the "Effective Date").
RECITALS
A. The City seeks an easement over District property located at APN: 073-120-079 ("Parcel 3"') and 073-120-080 ("Parcel 4") to access a City well, and the District is agreeable to providing the easement.; and
The City and District have jointly prepared an easement agreement which is attached hereto as Exhibit "A" and incorporated by reference, and once approved by the governing bodies of the City and District, will be recorded with the Tehama County Recorder's Office, attaching to title for the District property (hereinafter the "Easement Agreement"); and Through this Agreement, the City agrees to pay the District a monetary amount for the easement, and set forth the terms for the payment.
NOW THEREFORE, in consideration of the mutual covenants herein contained, the parties hereto agree as follows:
1. Compensation for Easement. The City agrees to pay the District ten-thousand eighty dollars ($10,080.00) as consideration for the easement, which the parties agree represents the fair market value of the easement (hereinafter "Payment Amount"). This amount reflects $1.008 per square foot for the total 10,000 square feet area of the easement.
2. Credit for Payment. The Payment Amount will be provided to District as a credit for the monthly utility costs the District owes to the City (the "Credit."). Beginning in the month after the Effective Date, and for a period of 36-months thereafter (the "Term"), the Credit will be decreased by two- hundred eighty dollars ($280.00) per month, and that amount will be used to pay the District's utility costs. The District will still be required to pay any monthly utility costs incurred above the $280.00 during the Term. If the District's monthly utility costs are less than the $280.00, then the difference between the amount owed that month and the $280.00 will be added to the Credit.
3. Easement Agreement. The Easement Agreement attached hereto as Exhibit "A," and incorporated by reference, will be recorded in the Tehama County Recorder's Officer and run with the land. That Easement Agreement will govern the legal rights and obligations of the Parties in connection with the easement. To the extent there are any inconsistencies between the Easement Agreement and this Agreement regarding the legal rights and obligations of the parties, the Easement Agreement will govern. This is not intended to amend the Easement Agreement, as permitted in Section 8 of the Easement Agreement.
4. Choice of Law and Venue. This Agreement will be governed by and construed in accordance with and interpreted under the laws of the State of California. Venue for any dispute arising in connection with this Agreement shall be Tehama County, California.
5. Counterparts. This Agreement may be completed in original counterparts. Any such counterpart, when executed, will constitute an original of this Agreement, and all such counterparts when appropriately delivered between the parties will constitute one and the same final Agreement.
6. Interpretation. The terms of this Agreement shall be construed in accordance with the meaning of the language used and shall not be construed for or against either party by reason of the authorship of the Agreement or any other rule of construction which might otherwise apply.
7. Authorized Representatives. The persons executing this Agreement on behalf of the parties hereto, warrant that (i) such party is duly organized and existing, (il) they are duly authorized to execute and deliver this Agreement on behalf of said party (iii) by executing this Agreement, said party is formally bound to the provisions of this Agreement, and (iv) entering into this Agreement does not violate any other agreement which the party is bound.

ADOPT RESOLUTION NO. 06-24-2025-07
ADOPTING THE FISCAL YEAR
2025/2026 STREET PROJECT LIST THAT
WILL UTILIZE SB1 FUNDING; THE ROAD
REPAIR AND ACCOUNTABILITY ACT
OF 2017.
June 24, 2025
TO: HONORABLE MAYOR AND COUNCILMEMBERS
FROM: BRANT MESKER, CITY MANAGER OU
ELIJAH STANLEY, PUBLIC WORKS DIRECTOR>
SUMMARY:
Senate Bill 1(SB1) - the Road Repair and Accountability Act of 2017 - enables cities and counties to address signiticant maintenance, rehabilitation, and satety needs on the local streets.
Eligible Agencies will receive funding allocations over a 10-year period that are meant to accelerate road maintenance projects.
Prior to receiving funds, each Agency must annually submit a project list that is to be funded by the SB1 - Road Maintenance and Rehabilitation Account (RMRA).
The City of Corning will allocate funding for street projects for the FY 2025/2026 budget. The attached Resolution will further support the responsibility of the City to identify, and report committed street projects.
The proposed locations for Fiscal Year 2025/26 projects are as follows:
• Fourth Avenue Rehabilitation/Reclamation:
Full depth reclamation and design of Fourth Avenue between South St and Fig Ln, approximately 0.35 miles, with a useful life of 15-20 years.
Estimated Project Schedule: Design Start 08/25 - Construction Completion 06/26 • Fifth Street Rehabilitation/Reclamation:
Full depth reclamation and design of Fifth Street between South St and Fig Ln, approximately 0.35 miles, with a useful life of 15-20 years.
Estimated Project Schedule: Design Start 08/25 - Construction Completion 06/26.
The scope of work for Fiscal Year 2025/26 will be a combination of the design and construction activities associated with the projects. This project list is not 'set in stone', should the Council decide to change the location. The list shall not limit flexible use of funds, provided that funds are only used for eligible projects. It will be at the City's discretion to fund or not fund projects in a given year not on the project list. No action will be required to amend the list with the CTC.
In order to receive the funding, the City must annually expend from its general fund for street and road purposes an amount not less than the annual average of its expenditures from its general fund during fiscal years 2009 through 2012 known as the Maintenance of Effort (MOE).
If the City fails to meet the MOE in a fiscal year, it can be made up the following fiscal year. The City of Corning's MOE required to meet State set standards is $234,447.
The League of Cities estimates the City will receive an additional $222,680 in RMRA funding.
SB1 funding amounts will supplement additional street projects within the City over the course of the next seven years.
RECOMMENDATION:

AMOUNT OF $10,755.46.
June 24, 2025
TO: HONORABLE MAYOR AND COUNCILMEMBERS
FROM: BRANT MESKER, CITY MANAGER
KHRYSITE SHOEMAKER, ASSISTANT FINANCE DIRECTOR KOwe
RUBI ORDAZ, CITY CLERK BO
SUMMARY:
The City Clerk is requesting City Council authorization to record multiple liens on seven properties in Corning with 12 accounts for water and/or sewer service fees as allowed in the City's Municipal Code. The combined total owed for the 12 accounts on the properties as of June 20, 2025 is $10,755.46.
BACKGROUND:
The Corning Municipal Code provides in Section 13, Section 13.04.430 (Sewer) and Section 13.08.150 (Water) that:
Section 13.04.430 (Sewer): Nonpayment of charges and fees shall result in disconnection of service. Any charge or rental levied by the City pursuant to this Chapter on any premises within the corporate limits of the City having a connection to the City sewerage System is made a lien upon the premises. The Director is authorized and it shall be his duty, to disconnect any industrial sewer connection or domestic sewer connection on premises located either within the corporate limits of the City or outside the corporate limits of the City, upon failure of the person to whom such charge or rental is billed to pay such charge or rental prior to delinquency. (Ord. 541 (part), 1993); and Section 13.08.150 (Water): Charges as lien-Nonpayment-disconnection. Any charge levied by the City by or pursuant to this Chapter or the Resolutions made pursuant to the authority hereof on any premises within the corporate limits of the City having a connection to the City Water Distribution System is made a lien upon premises. The water superintendent is authorized, and it shall be his duty to disconnect the water upon failure of the person to whom such charge or rental is billed to pay the charges as set forth in this Chapter. (Ord. 111 §20, 1953 and Ord. 685).
To avoid additional loss of revenues through fees from Collection Agencies, Staff seeks City Council authorization to place liens on the individual properties.
