TECHNICAL SPECIFICATIONS
Leakage shall not be in excess of 2 gallons per inch of diameter per 1,000 feet of pipe per 24 hours.

Leakage shall be determined by pumping water into the closed system from a barrel and maintaining the required pressure or by other means approved by the Engineer. Where leakage is in excess of the specified rate, the amount of leakage shall be reduced by the Contractor to a quantity within the specified rate before the installation is accepted. In addition, the Contractor shall repair all visible leaks.

The Contractor shall provide all labor, tools, and equipment required to perform the pipe pressure test.

Where interconnections are made between existing and the new system at other than existing isolation valves the interconnection piping between the existing system and the first new isolation valve will not have to be pressure tested. However, when these interconnections are made and pressurized, any noticeable leaks shall be corrected.

Where the new system interconnects to an existing system at an existing isolation valve it will be the Contractor's option to either test against the existing isolation valve or to install a temporary thrust protected blind flange, cap or plug within 15 feet of the existing valve to test against.

If the Contractor elects to test against the existing valve, he shall bear the full responsibility for leakage that may occur through the valve; and no additional allowance will be given for such potential leaks.

If the second option is used the final connection to the existing valve after the pressure test is completed will not have to be tested but any noticeable leaks shall be corrected. 79-2.01B(2) STERILIZATION FOR COMPLETED WATERLINES
Per AWWA C651, Section 4.4.3, Continuous Feed Method. Once the water system has been successfully hydrostatically tested, it shall be flushed of all dirt and debris. Following adequate flushing, the entire system shall be chlorinated by one of the following methods: sodium hypochlorite or calcium hypochlorite and water mixture. Chlorinating agent shall be applied at the beginning of the section adjacent to the feeder connection and shall be injected through a corporation cock, hydrant, or other connection ensuring treatment of the entire line. Water shall be fed slowly into a new line with chlorine applied in amounts to produce a residual of not less than ten parts per million in all parts of the line for a period of not less than 24 hours. During the chlorination process, all valves and accessories shall be operated. At the end of the 24-hour period, the treated water in all portions of the water main shall have a residual of not less than 10 mg/l.

The Contractor may elect to use the tablet method of applying the chlorine as specified in AWWA C651 for PVC pipe installation. If this method does not provide adequate disinfection, the Contractor shall apply chlorine by one of the above-described methods until acceptable bacteriological tests are obtained.

After chlorination, the water shall remain in the pipeline or be diluted until the chlorine residual has dropped to below two parts per million before it is flushed from the extremities of the system.

Furthermore, it may be necessary to land apply the chlorinated water or otherwise dechlorinate the water in order to discharge it to any storm drain, drainage channel, or surface water where damage could occur to fish or other aquatic life or in violation of any governmental laws or regulations. All of the pipeline shall then be flushed and remain full with a bacteriologically acceptable water supply. Before the new main is connected to the distribution system, let it sit for a minimum of 16 hours without any water use. Then, without flushing, collect two sets of acceptable samples taken at least 15 minutes apart while the sample taps are left running. A minimum of four test samples for coliform bacteria shall be taken by the Engineer from selected points in the pipeline. At least one set of samples taken every 1200 feet (if trench water has entered the pipe during construction, sample at 200-foot intervals). If such tests indicate contamination, the pipeline shall be disinfected again until no contamination exists, all at no extra cost to At connections to the existing system where some sections of piping cannot be reasonably disinfected in the normal procedure, all new pipe, fittings, etc. shall be sprayed or swabbed inside and out with a strong PAGE 23 OF 24

ITEM NO.: J-6

APPROVAL OF AGREEMENT WITH

THE TEHAMA COUNTY SOLID

WASTE MANAGEMENT AGENCY

FOR TEMPORARY USE OF CITY

PROPERTY FOR MONTHLY

HOUSEHOLD HAZARDOUS WASTE

COLLECTION EVENTS
July 22, 2025
TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS
FROM: BRANT MESKER, CITY MANAGER A
BACKGROUND:

The Tehama County Solid Waste Management Agency is responsible for managing and promoting safe and environmentally responsible disposal and diversion of waste, including household hazardous waste. As part of its program, the Agency is seeking to host one Household Hazardous Waste (HHW) collection event per month within the Corning area to better serve local residents and ensure proper disposal of hazardous materials.

The City of Corning owns a parcel of land, commonly referred to as the "Park and Ride" lot, located across the street from City Hall. The site has been identified as a suitable temporary location for these monthly events.

SUMMARY:

Under the proposed Agreement, the City agrees to allow the agency to use the Park and Ride lot once per month for HHW collection events beginning July 1, 2025, and continuing through December 31, 2025. This temporary arrangement is intended to remain in place until the Agency secures a permanent HHW collection facility in the southern part of the county
Key terms of the Agreement include:
• The Agency will be solely responsible for the setup, operation, staffing, and cleanup of each event.
• The City will notify the Agency of any observed spills so appropriate response measures can be taken.
• The Agency will ensure all applicable state and federal safety regulations are met and that a certified operator is on-site during collection. • The Agency will bear all costs associated with the events, including hazardous waste transport and disposal.
• Either party may terminate the Agreement with 30 days written notice.

The Agreement includes standard indemnification, and jurisdiction provisions, as well as a clause clarifying that this arrangement does not grant the Agency exclusive rights to conduct HHW collections within the city.

RECOMMENDATION:

MAYOR AND COUNCIL:
• Approve the Agreement between the City of Corning and the Tehama County Solid Waste Management Agency (Agency) for the temporary use of City- owned property-commonly known as the "Park and Ride" lot on Third Street-for monthly Household Hazardous Waste (HHW) Collection Events; and
• Authorize the City Manager to sign and execute the Agreement ITEM NO: J-7

APPROVE CONTRACT WITH

LECHOWICZ & TSENG MUNICIPAL

CONSULTANTS TO CONDUCT A

WATER AND SEWER RATE STUDY IN

THE AMOUNT NOT TO EXCEED
$50,000
July 22, 2025
TO: HONORABLE MAYOR AND COUNCIL MEMBERS
FROM: BRANT MESKER, CITY MANAGER
SUMMARY:

As indicated in the 2025/2026 Fiscal Year Budget Presentation the Water and Sewer funds were of concern. This has been an ongoing trend over the last two years and appears to have been an ongoing issue through previous years as well. Previously water and sewer rates have been increased based on presented needs in budget review. Most recently, in July of 2024 City Council approved a 10% water and 5% sewer increase for fiscal years 2024/2025 and 2025/2026. This approach does not take into consideration near future operational needs nor does it take into consideration infrastructure upgrades or needs.

A professional consultant will better be able to provide accurate water and sewer rates based on the needs of the City now and into the future while considering operational and infrastructure needs. Not only will the consultant assist in determining the water and sewer rates as part of the study but the consultant will assist in the implementation of the fees and navigating the required Prop 218 process. The prop 218 process requires the City to notify water and sewer customers which plays a large role in the transparency of any proposed fee increases.

The consultant comes recommended from a near by municipality, has conducted a number of water and sewer rate studies and has years of experience.

FINANCIAL:

A Water and Sewer Rate Study has been included within the fiscal year 2025/2026 budget. This will allow the City to determine an appropriate rate increase, address the water and sewer fund concerns, and make necessary infrastructure upgrades.

RECOMMENDATION:

MAYOR AND COUNCIL APPROVE THE:
• AUTHORIZE CITY MANAGER TO SIGN A CONTRACT WITH LECHOWICZ & TSENG MUNICIPAL CONSULTANTS TO CONDUCT A WATER AND
SEWER RATE STUDY IN THE AMOUNT NOT TO EXCEED $50,000

INDEPENDENT CONTRACTOR AGREEMENT

BETWEEN THE CITY OF CORNING

AND LECHOWICZ & TSENG MUNICIPAL CONSULTANTS

RE: Proposal to Conduct a Water and Sewer Rate Study
Dear Mr. Mesker,
Lechowicz & Tseng Municipal Consultants (L&T) is pleased to submit a proposal to conduct a Water and Sewer Rate Study for the City of Corning (City). L&T is a women-owned firm located in the Bay Area that focuses on financial planning, utility rate and fee studies, and management consulting for California pub- lic agencies. Both principals have over 18 years of consulting experience and we have completed over 100 studies compliant with Propositions 218 and 26. We primarily work with public agencies serving populations of 30,000 or fewer. For example, we completed water rate studies for the City of Anderson in 2021 and 2024 and are currently finishing a sewer rate study for the City. L&T also completed a water rate study for the City of Live Oak in May 2025. L&T understands the administrative burden that rate studies can cause for smaller cities. We will be your partner through each step and take the lead in data gathering, managing meetings, developing the rate and fee analysis, and conducting Proposition 218 outreach.

SCOPE OF SERVICES
Provided below is L&T's proposed scope of services for the Water and Sewer Rate Study. We can add or remove tasks to meet the City's needs and adjust our budget accordingly.

1. Project Kickoff & Data Gathering: Assemble the necessary data to complete the study. We will gather readily available information from the City's website and submit a data needs list for remaining items such as up to date customer billing information, latest budget, audit, and cash balance as well as capital improvement needs prior to a virtual kickoff meeting. The virtual kickoff meeting with the project team will be to review available information and resolve questions.

2. Financial Plan: With staff input, we will estimate future operating costs and capital funding options to determine annual revenue needs. L&T will evaluate and recommend targets for emergency reserves, rate stability, long term capital reserves, or other categories as appropriate. L&T will also conduct detailed reviews of debt obligations and debt capacity, reviewing outstanding bonds and proving debt service coverage calculations. We will develop up to three draft cash flows illustrating the impacts of various funding options on rates over the next five years.

3. Cost Allocation & Rate Design: Review existing rate structures and provide alternatives as appropriate. We will evaluate water use, wastewater flow, pollutant loading, and customer billing information. L&T will functionalize expenses by major operating activities for the City and allocate the cost of service to customers. Potential sewer categories include customer service, flow, and pollutant strength. Potential water categories include meter capacity, average day demand, peak demand, and others as appropriate. We will review large commercial and industrial customers (such as the olive processing plant and car washes). L&T will review rate options and propose a 5-year plan of rate changes. This task will also include a survey comparing the proposed rates to the rates of other local agencies. The survey will include, at minimum, the cities of Anderson, Orland, Red Bluff, and Williams.

4. Draft & Final Reports: Prepare a draft report explaining the alternatives, documenting costs, and calculating updated water and sewer rates. Drafts will be revised as directed and resubmitted as the final report. All staff comments and input from elected officials will be incorporated and recommendations will be updated accordingly. The report will serve as the City's Proposition 218 administrative record. Under this task, L&T will also draft the Proposition 218 notice of public hearing and translate the notice to Spanish. We will coordinate with the City's legal counsel for review.

5. Meetings & Presentations: As needed throughout the study, L&T proposes to conduct virtual meetings with the project team to review progress, answer questions, and revise the calculations. In addition to these progress meetings, we propose to conduct up to four (4) in- person meetings consisting of 1) an initial presentation of rate recommendations to the City Council, 2) presentation of the final report to City Council, 3) a customer outreach meeting, and 4) attendance at the Proposition 218 hearing. L&T will prepare PowerPoint files and accompanying documents in advance for project team review and inclusion with meeting materials.

MEMORANDUM OF UNDERSTANDING
Between

CORNING POLICE DEPARTMENT &

CORNING UNION ELEMENTARY SCHOOL DISTRICT
THIS MEMORANDUM OF UNDERSTANDING (MOU), dated as hereinafter set forth, is made by and between the City of Corning, a municipal city of the State of California (hereinafter referred to as the 'City," "Police Department," "Corning Police Department," or "CPD") and Corning Union Elementary School District (hereinafter referred to as the "School District" or "CUESD" or collectively as "Parties" in this memorandum).

THE PARTIES AGREE AS FOLLOWS:

1. PURPOSE:

The purpose of this MOU is to provide clarity regarding the School Resource Officer (SRO) role and to delineate the responsibilities and partnership between the Corning Police Department and CUESD with respect to the SRO position.

This MOU will describe the services, responsibilities, and expectations of both parties.

Keeping students safe is crucial to their development and success in school. Partnership between CPD and CUESD in the SRO program is intended to improve the safety and welfare of the CUESD students and to help maintain an environment conducive for learning.

2. TERM
This MOU shall be effective for three (3) school years unless it is terminated earlier as provided herein. The initial term of this MOU begins at the start of the 2025-2026 school year and runs through the end of the 2027-2028 school year.

Any extension of this MOU is subject to annual appropriation of funds by both the City and CUESD. Any option to extend the term of the MOU is effective only after the City agrees to extend the term, which can be extended by the City Manager. The cost to extend the term each school year will be mutually agreed to by the Parties in writing.

3. COMPENSATION AND REIMBURSEMENT BY SCHOOL DISTRICT:
a. Salary and Benefits
While the City will pay the SRO's salary and employment benefits in accordance with the City's applicable salary schedules and employment practices, the CUESD agrees to compensate the City as follows:
1) Year One: $88,852.79
2) Year Two: $92,721.32
1 3) Year Three: $96,806.10
b. Overtime
The City shall pay additional compensation when the SRO works overtime hours.

Should the CUESD desire the services of the SRO for special events occurring outside of their regular workday, it may request such services from the Police Chief, who will have sole discretion to authorize or deny the requested overtime services of the SRO.
c. Fund Availability
The Police Department and the CUESD acknowledge that neither party by this MOU irrevocably pledges present cash reserves for payments in future fiscal years, and this MOU is not intended to create a multiple-fiscal year direct or indirect debt or financial obligation of either party. The Parties understand and agree that any expenditure of the Corning Police Department shall extend only to funds appropriated by the Corning City Council for the purpose of this MOU, encumbered for the purpose of the MOU.
d. Invoices
City will bill the CUESD Quarterly (October, January, April and July), in arrears, beginning October 1, 2025 and CUESD shall remit payment within thirty (30) days.

4. CPD's OBLIGATIONS & RESPONSIBILITIES:
a. Subject to annual appropriation by the City and the availability of appropriated funds, the City will pay the remaining funds in excess of the funds paid by the CUESD for SRO services to pay for a School Resource Officer to support the SRO Partnership. The Corning Police Department will also furnish any equipment and training required for the operation of the SRO Partnership. This does not preclude the CUESD from covering training costs for specialized training the school desires to provide.
b. CPD agrees to assign one SRO as the minimum staffing level under this agreement.
c. Officers supporting the SRO Partnership will be City employees recruited and employed by the Corning Police Department. The SROs' salaries, payroll taxes, payroll-based expenses, including workers' compensation insurance, and benefits are the responsibility of, and will be paid exclusively by the City. d. Notwithstanding anything to the contrary herein, all scheduling, deployment and supervision of the SROs supporting the SRO Partnership will be the responsibility of the command staff at the Corning Police Department. e. The Corning Police Department and CUESD are jointly responsible for the decision to select the school or schools that are part of the SRO Partnership. f. The Corning Police Department reserves the right to remove or reassign any SRO if prior adequate notification has been given to CUESD. Except for 2 reasons requiring immediate removal, adequate notice means 30 days or more.
g. The Corning Police Department is not obligated to substitute SRO when any regularly scheduled SRO is not available to support the SRO Partnership as a result of a short-term absence. The City may choose to assign a temporary officer to fill in or may utilize patrol officers to respond to calls for service at CUESD schools if the assigned SRO is unavailable.
h. In the event of a long-term absence of the SRO, the Corning Police Department may provide, at its discretion, a replacement SRO/ Officer, or the Parties may mutually agree in writing to reduce the amount of financial compensation that CUESD is required by this agreement to pay the City. If the Parties are unable to reach an agreed upon reduction in the amount paid, this MOU may be terminated by either Party with a written 30-day notice. For the purposes of this MOU a "long- term" absence is defined as a period of more than ten (10) consecutive workdays.

The reason for a long-term absence may include, but is not limited to: vacation time, department sponsored trainings, administrative leave, illness, medical related issues, critical incidents, emergencies or disasters.

5. CUESD's OBLIGATIONS & RESPONSIBILITIES
a. CUESD reserves the right to request the removal/ re-assignment of any SRO for reasonable cause provided in writing to the Corning Police Department after other attempts to correct any issues / problems have been explored. The Corning Police Department's Chief shall consider CUESD's input when determining the removal or reassignment of any SRO. The CPD Chief of Police will have the final decision concerning the removal or reassignment of any SRO after receiving input from CUESD representatives and the CPD Operations Commander.
b. CUESD will provide the SRO or CPD representatives with an advanced schedule of school-related activities and planned events at which the SROs presence is desired during times outside regular school hours, such as but not limited to: school dances, sporting events, school graduation and rallies. Upon the review of such a schedule, the Corning Police Department's Police Chief may adjust the assigned SROs schedule to accommodate the events or activities that fall outside the normal school day schedule. Alternatively, overtime hours may be approved by CPD.

6. MUTUAL OBLIGATIONS & RESPONSIBILITIES
a. The Corning Police Department and CUESD understand the importance of ensuring that each SRO embraces and works collaboratively with school administration and understands the school culture they are a part of. Therefore, selection of SROs assigned to the SRO Partnership shall follow CPD policy and procedures set in place for special assignments and will be made through a collaborative process involving the Corning Police Department and CUESD school administration. NAPA FORD
July 22, 2025
TO: HONORABLE MAYOR AND COUNCIL MEMBERS
FROM: BRANT MESKER, CITY MANAGER /

CRAIG BASSETT, CHIEF OF POLICE
SUMMARY:

The desired Ford Police Interceptor has been difficult to acquire due to Ford manufacturing. The Corning Police Department has found it difficult to receive these new vehicles promptly and has a need to replace vehicles in their fleet. City Staff found an opportunity to purchase a new Police Interceptor that is on the lot at Napa Ford. During the Budget process the Police Department was approved funding to procure one new patrol vehicle and upfitting. The vehicle is currently available at Napa Ford. To expedite acquisition, staff is requesting to waive the bid process subject to the City's Purchasing Policy Section

3.1.082(A)(6) the equipment being sought should not go out to formal bid because the City's needs will be better met by negotiating prices from a single vendor or following other procedures designed to expeditiously acquire what the City needs at a reasonable price.

The total cost for the 2025 Ford Police Interceptor is $62,122.91, which includes all fees, taxes, and delivery. Upon delivery, staff will coordinate with a contractor to outfit the vehicles with the necessary equipment for fleet integration.

FINANCIAL:

During the budgeting process for fiscal year 2025/2026, staff budgeted $95,000.00 for the purchase of one new vehicle and for the vehicle to be upfitted. The budgeted amount is expected to be sufficient for the purchase and upfitting of the new vehicle.
