On behalf of the City Council of the City of Corning, I am pleased to offer our support for Tehama County Transportation Commission's application to the U.S. Department of Transportation's Innovative Finance and Asset Concession (IFAC) Program for Technical Assistance funding.

The scope includes a county-wide asset scan, market and financial analysis, value-for-money assessment, and a corridor integration plan, all guiding strategic investments in rural tourism and sustainable mobility.

BID PROCESS TO REPLACE WATER
PUMP AND MOTOR ON ENGINE 9
August 26, 2025
TO: HONORABLE MAYOR AND COUNCILMEMBER
FROM: BRANT MESKER, CITY MANAGER T

TOM TOMLINSON, FIRE CHIEF OM
BACKGROUND:

Engine 9 is a Type 6 grass and brush engine. The unit is a 1997 Ford Super Duty Power Stroke with approximately 15,000 miles and remains in excellent condition. This engine is a vital component of the City's fire fleet, responding to all grass and brush fires. Its maneuverability and lighter weight allow it to access areas that larger engines cannot, making it essential for protecting the City's open spaces.

SUMMARY:

The diesel water pump, which is plumbed directly to the vehicle's fuel tanks, requires replacement along with the pump motor. Staff researched the possibility of replacing the system with a gasoline pump, which would reduce the cost by approximately $4,000.

However, such a change would require significant retooling to fit the space, making it impractical.

Approval of this request will ensure that Engine 9 remains fully operational and reliable for responding to grass and brush fires, thereby maintaining the City's ability to protect its open spaces. Waiving the bid process under the City's Purchasing Policy will allow stat to etticiently secure the necessary equipment to meet the City's operational needs FISCAL IMPACT:

The total cost for replacement of the water pump and motor is $34,776.35. This is an unanticipated expense that exceeds the budgeted amount for the fiscal year. Staff is requesting to transfer $35,000 from fund 076-Fire Capital Replacement Fund to equipment replacement (076-9301-2301).

AWARD BID FOR THE CITY OF

CORNING WELL PROJECT TO WELL

INDUSTRIES IN THE AMOUNT OF
$995,190.00 AND AUTHORIZE STAFF

TO EXECUTE THE CONTRACT
AUGUST 26, 2025
TO: HONORABLE MAYOR AND COUNCIL MEMBERS
FROM: BRANT MESKER, CITY MANAGER V

ELIJAH STANLEY, PUBLIC WORKS DIRECTOR GS
BACKGROUND:

Staff solicited bids for well drilling services based on an estimated depth of 1,000 linear feet (LF). Upon review of the bids, Well Industries was identified as the lowest responsible bidder. However, their total bid amount, based on the 1,000 LF estimate, exceeded the available project budget.

To address this, City staff, in coordination with the project consultant, evaluated alternatives to keep the project within budget. It was determined that reducing the drilling depth from 1,000 LF to 800 LF would satisfy project requirements while remaining within available funding.

Discussions were held with the lowest responsible bidder, and staff confirmed that the adjustment could be made using Well Industries submitted unit prices. By revising the scope to 800 LF, the total project cost is $995, 190.00, falling within the approved budget while maintaining the integrity of the work and project objectives.

SUMMARY:

On Wednesday, July 30, 2025, Staff received three (3) formal bids for the City of Corning Well Project.
