J. REGULAR AGENDA:

1. Award the City Plaza project construction contract to Ginno Construction, INC. as the lowest responsive and responsible bidder.

Presented by Public Works Director, Eli Stanley. On February 19, 2026, the City of Corning opened five formal bids for the City Plaza Project. After review, staff determined that Ginno Construction, Inc. submitted the lowest responsive bid at $9,772,000. This was the second solicitation for the project. The first round of bids was rejected because the original plans and specifications did not fully comply with the Build America, Buy America (BABA) Act. Staff worked with COAR to revise the plans and specifications to ensure BABA compliance and incorporated RFIs received during the initial bidding process before re-advertising the project.

The project is primarily funded through Proposition 68 Grant funds, Community Development Block Grant (CDBG) funds, and City Park Land Development Funds, and the recommended contract amount of $9,772,000 is consistent with the available funding.

City Manager, Brant Mesker, added some background information on Ginno’s good track record with previous projects and how they were awarded the remodel project for the Veteran’s Hall in Corning. Ginno’s also has had a few more recent projects involving parks, so they are a good fit for this project.

Councilor Hargens moved to award the bid and authorize the City Manager to negotiate and sign the contract for the City Plaza construction project to Ginno Construction, INC. in the amount of Item: G-2
$9,772,000; and authorize the City Manager to execute change orders not to exceed 3% of the overall contract price; Councilor Valerio seconded the motion.

J. REGULAR AGENDA:

1. Declare the Corning Community Easter Egg Hunt a community event and consider waiver of special event permit fee for the fifth annual Corning Community Egg Hunt event.

Councilwoman Lomeli recused herself from the meeting due to a conflict of interest, for this event will be ran by her.

Presented by Public Works Director, Eli Stanley. Staff received a request from Lisa Lomeli for the City Council to waive the special event permit fee for the annual Corning Community Egg Hunt at Clark Park on March 28, 2026, and to provide a $500 donation. The event is a free, familyfriendly community activity for local children and is expected to attract up to 1,500 youth. This request has been approved in prior years, and the City Council must declare a community benefit to authorize the donation. Adequate funding is available in the Community Events Materials and Supplies budget line item
Councilor Demo moved to approve the waiver of the special event permit fee for the annual Corning Community Egg Hunt event to be held on March 28, 2026; declare the Corning Community Easter Egg Hunt a community event; and:
a) request that the City be recognized as a donor to the event; and b) authorize the donation with the requirement that purchase receipts showing the use of the donated funds be presented to the City.

Councilor Snow seconded the motion.

Ayes: Snow, Valerio, Demo, Hargens

Absent: None
Abstain/Opposed: Lomeli
Result: Motion approved, 4-0, with 1 abstention (Lomeli).

2. Request for Council input and consideration on the proposed water and sewer rate study.

Presented by City Manager, Brant and Consultant Alison. The City Council reviewed the draft Water and Sewer Rate Study on proposed rate schedules presented by LT Municipal Consultants. The study recommends a five-year rate structure to support operating costs, maintain debt coverage, and fund approximately $4.1 million in water and sewer capital improvements. It also proposes changes to the rate structures to better comply with Proposition 218 and simplify billing categories for customers.

Mayor Snow recommended implementing a smaller rate increase initially and deferring a larger increase to a future date. This approach would allow staff additional time to pursue grant opportunities and identify alternative funding sources for water and sewer capital improvements, with the goal of potentially avoiding the need for a more substantial increase later.

Item: G-2
Corning resident, Susan Price, suggested a few other options for the consultant to look into to help lower the initial increase.

Council reached a consensus to direct staff to revise the rate structure as proposed. The rate consultant will return on April 14th with revised results for the City Council to review and formalize the revised rates into a draft rate study report.

3. Annual Mid-year budget review and general discussion for fiscal year 2025/2026.

Presented by City Manager, Brant. He presented the mid-year budget update to the City Council to review the City’s financial status as of December 31, 2025, and provided any necessary budget adjustments. The report notes projected revenues and expenditures, highlights the City’s reliance on sales tax particularly from fuel and auto sales and discusses upcoming considerations such as water and sewer rate increases, employee contract negotiations, and major projects like the Recreation Center and City Plaza. The update also includes a request to amend the Position Allocation List to allow more flexibility in hiring lifeguards for the summer pool season without increasing costs. Also, the School Resource Officer was added in since it was noticed that it had been left out.

Councilor Demo moved to approve mid-year budget report and discussion and, approve the proposed budget adjustments as depicted in exhibit a, and authorize staff to make necessary changes and, approve the amended position allocation list (exhibit b); Councilor Valerio seconded the motion.

Ayes: Snow, Valerio, Demo, Hargens, Lomeli

Abstain/Opposed: None

4. Approve contract with Beard’s Custom Cabinets, Inc. for the construction and installation of new cabinets in the Police department.

Agenda item removed from the agenda.

5. Accept the Notice of Completion for the well drilling project with Well Industries, INC.

Presented by Public Works Director, Eli Stanley. The Well Drilling Project has been completed, inspected, and approved by City staff. The City Council is being asked to accept the Notice of Completion and authorize staff to file it with the Tehama County Clerk and Recorder.

The project was originally awarded on August 26, 2025, to Well Industries, Inc. for $995,190.00.

Three change orders totaling $38,516.00 brought the final project cost to $1,033,706.00.

Funding for the project comes from a $2,000,000 grant through the State of California Department of Water Resources under the Small Community Drought Relief Program. Of this, $1,033,706.00 was allocated to the well project, contributing to a total project funding allocation of $1,999,068.

Councilor Hargens moved to accept and direct the Public Works Director to sign the Notice of Completion and authorize the City Clerk to file notice with the Tehama County for recording; Councilor Valerio seconded the motion.

PUBLIC HEARING AND ACTION ON

REQUEST FOR DISPOSAL SERVICE

RATE INCREASE
March 24, 2026
TO: HONORABLE MAYOR AND CITY COUNCIL
FROM: BRANT MESKER, CITY MANAGER
RUBI ORDAZ, ADMIN. SERVICES MANAGER/CITY CLERK
SUMMARY:

The rate increase proposed is 12.89%. The rate increase is based upon the methodology described in Section 6 of the Refuse Collection Agreement. The increase for residential customers with 96-gallon service will be from $29.90 to $33.74 per month, an increase of $3.84.

Should residents have excess capacity, they may choose to downsize their current 96-gallon cart to a 64-gallon cart at $31.08 per month, for a monthly savings of $2.66. The Senior Citizen rate for the smaller 32-gallon roller cart will rise from $14.94 to $18.28 per month, an increase of $3.34 per month. Such senior citizen rate will be 75% of the normal Refuse rate, except the rate adjustment on 4/1/26 will be 62.98% of the normal Refuse rate and the rate adjustment on 4/1/27 will be 68.21% of the normal Refuse rate. The cost of commercial service is based on service level and would also increase by 8.58%. Rates are detailed in Exhibit C of the Agreement (attached). If approved, the new rates will become effective April 1, 2026.

The annual CPI increase adjustments are specifically addressed within the Agreement (copy of applicable section attached as Exhibit “A”). As a result of the Agreement approved by the City Council on January 27, 2026, Staff scheduled the matter for Council consideration and sent out notices of the hearing to all utility customers.

APPROVE AGREEMENT WITH J&J

PUMP, FOR THE CITY OF CORNING

BLACKBURN WELL REPAIR PROJECT
IN THE AMOUNT OF $34,257.96
MARCH 24, 2026
TO: HONORABLE MAYOR AND COUNCIL MEMBERS
FROM: BRANT MESKER, CITY MANAGER

ELIJAH STANLEY, PUBLIC WORKS DIRECTOR
BACKGROUND:

The Blackburn Well is one of the City’s highest-producing groundwater wells and plays a critical role in meeting system demands, particularly during peak summer months. Recently, the well was taken out of service due to mechanical issues affecting pump performance and reliability.

To diagnose the issue, staff contacted multiple qualified pump contractors to pull the pump and evaluate the condition of the well equipment. J&J Pump provided the lowest responsive quote and was selected to perform the diagnostic work.

The California Uniform Construction Accounting Commission allows the City to receive quotes for Public Works Projects less than $60,000. Staff has attached the agreement and quote for Council review.

SUMMARY:

Following removal and inspection of the pump, it was determined that the 11CLC Bowl has failed and requires replacement. The scope of work includes the installation of a new bowl assembly, new bearings, and the reinstallation of the pump to restore full functionality.

Completing this repair is time-sensitive to ensure the Blackburn Well is operational before the upcoming summer season, when water demand is at its highest. Failure to complete the repair in a timely manner could reduce system redundancy and place additional strain on other production wells.

J&J Pump is familiar with the well, has already completed the diagnostic work, and is prepared to proceed with repairs promptly upon approval, minimizing downtime and additional mobilization costs.

FINANCIAL:

Funding for this repair will be paid from the Water – Well Repair line item 633-7420-6351.

RECOMMENDATION:
