For FY 2026/2027, the City of Corning plans to use these funds for the Fifth Street rehabilitation project. The City must also meet a minimum maintenance spending requirement to remain eligible. Adoption of the resolution will approve the project list and allow the City to receive and use SB1 funding for street improvements.

3. Approve Change Order No. 1 with Lamb Unlimited for installation of three (3) traffic calming speed tables on Toomes Ave. at no additional cost.

Presented by Public Works Director, Eli. The City Council previously approved a contract for the Toomes and Loleta Avenue Rehabilitation Project. Staff now recommends approving a no-cost change order to add three traffic calming speed tables on Toomes Avenue to improve safety.

This change expands the project scope but does not increase the contract amount, resulting in no fiscal impact.

Mayor Snow was not in favor of speed tables and suggested citizens utilize the police department to handle driver’s speeding down Toomes or Loleta. Councilmember Hargens also mentioned she lives near an intersection that has a speed table and drivers will still speed through it. Engineer Robin Kampmann suggested that from an engineer’s perspective in order for vehicles to maintain the 35mph through that zone there would need to be five speed tables, so putting three could be ineffective.

Councilor Valerio moved to approve Change Order No. 1 with Lamb Unlimited General Engineering for installation of three (3) traffic calming speed tables on Toomes Avenue at no additional cost; however, the motion failed due to lack of a second
