public safety, and capital projects. The budget includes targeted investments in infrastructure, equipment, and community services, while projecting modest decreases in reserves. Overall, the City emphasizes fiscal caution, long-term sustainability, and continued investment in essential services and facilities.

Presented by Public Works Director, Eli Stanely. SB1 provides funding to support local street maintenance and rehabilitation, requiring the City to annually adopt a project list to receive funds. For FY 2026/2027, the City of Corning plans to use these funds for the Fifth Street rehabilitation project. The City must also meet a minimum maintenance spending requirement to remain eligible. Adoption of the resolution will approve the project list and allow the City to receive and use SB1 funding for street improvements.
Councilor Demo moved to adopt Resolution No. 06-09-2026-01 adopting the Fiscal Year 2026/2027 Street Project list that will utilize SB1 funding; The Road Repair and Accountability Act of 2017; Councilor Valerio seconded the motion.

3. Approve Change Order No. 1 with Lamb Unlimited for installation of three (3) traffic calming speed tables on Toomes Ave. at no additional cost.
Presented by Public Works Director, Eli. The City Council previously approved a contract for the Toomes and Loleta Avenue Rehabilitation Project. Staff now recommends approving a no-cost change order to add three traffic calming speed tables on Toomes Avenue to improve safety.
This change expands the project scope but does not increase the contract amount, resulting in no fiscal impact.
Mayor Snow was not in favor of speed tables and suggested citizens utilize the police department to handle driver’s speeding down Toomes or Loleta. Councilmember Hargens also mentioned she lives near an intersection that has a speed table and drivers will still speed through it. Engineer Robin Kampmann suggested that from an engineer’s perspective in order for vehicles to maintain the 35mph through that zone there would need to be five speed tables, so putting three could be ineffective.
Councilor Valerio moved to approve Change Order No. 1 with Lamb Unlimited General Engineering for installation of three (3) traffic calming speed tables on Toomes Avenue at no additional cost; however, the motion failed due to lack of a second

ADOPT RESOLUTION 06-23-2026-01
SETTING THE APPROPRIATIONS
AND EXPENDITURE LIMITS FOR
ALL CITY FUNDS TO IMPLEMENT
THE FISCAL YEAR 2026/2027
BUDGET
June 23, 2026
TO: HONORABLE MAYOR AND COUNCIL MEMBERS
FROM: BRANT MESKER, CITY MANAGER
KHRYSTIE SHOEMAKER, ASSISTANT FINANCE DIRECTOR
SUMMARY:
On June 9, 2026, staff presented the Fiscal Year 2026/2027 Budget. City Council reviewed the proposed budget at that meeting. As detailed in the budget presentation materials, adoption of a resolution of the City Council of the City of Corning establishing the appropriations and expenditure limits for the coming Fiscal Year 2026/2027 is required.
Only the General Fund 001 is discretionary in its use, and to a lesser degree Fund 002, Measure A. All other funds listed are special purpose funds dedicated by City Code, grant restrictions, debt covenants, or State law to a particular use, such as road maintenance, water, sewer, airport, or capital replacement activities.
The Budget Resolution sets the appropriation of expected revenue for each fund. A fund represents a specific revenue source such as a gas tax subfund or, in the case of the General Fund, a group of revenue sources such as sales tax and property tax. The resolution also establishes the expenditure limits reflected in the proposed budget. The third column (Net Change in Fund Balance) represents the period increase or decrease in estimated revenues less appropriated expenditures and transfers and does not represent the projected ending fund balance at June 30, 2027.
The June 9, 2026 budget presentation projected total city-wide revenues of $25,292,279 and total budgeted expenditures for 26-27 of $28,374,479. The proposed General Fund and Measure A budgets projected revenues of $7,683,053 and $1,200,000, respectively, with budgeted expenditures of $7,886,792 and $1,463,677.
The calculated Fiscal Year 2026/2027 Article XIII B appropriations limit (Gann Limit) is $20,188,163. Appropriations subject to the limit total $7,210,511, leaving $12,977,652 available under the limit.
RECOMMENDATION:
