APPROVE THE PLANS AND SPECIFICATIONS

AND AUTHORIZE STAFF TO SOLICIT BIDS

FOR THE YOLO STREET REHABILITATION

PROJECT
SEPTEMBER 22, 2026
TO: HONORABLE MAYOR AND COUNCIL MEMBERS
FROM: BRANT MESKER, CITY MANAGER

ELIJAH STANLEY, PUBLIC WORKS DIRECTOR
SUMMARY:

The Yolo Street Rehabilitation project was originally planned to consist of two layers of micro surfacing, similar to the Colusa Street Rehabilitation Project. During the review and design process, the existing roadway was found to be in significantly worse condition than originally anticipated. As a result, the project scope was expanded to fully rehabilitate the roadway.

The revised scope includes roadway excavation, rubberized chip seal, asphalt paving, curb and gutter installation, and valley gutter replacement. These improvements are intended to address the existing roadway deficiencies and provide a longer-term rehabilitation solution.

Staff recommends prioritizing the Yolo Street Rehabilitation Project and reallocating funds currently budgeted for the 5th Street Rehabilitation Project. Yolo Street is ready to be advertised for competitive bids, while the 5th Street Project remains in the design phase with several scope and cost items still being evaluated.

Once the plans and specifications for the 5th Street Project are complete, Staff will have a clearer understanding of the scope of work and funding needs for the project going into the Fiscal Year 2027– 2028 budgeting process.

FINANCIAL:

During the 2026/2027 budgeting process, Staff allocated $147,890.00 in Measure A funds for the project. The engineer’s estimate for the revised scope is $647,244.30, resulting in a funding shortfall of $499,354.30.

Staff recommends allocating up to $499,354.30 from the $685,000.00 currently allocated to the 5th Street Rehabilitation Project for the Yolo Street Rehabilitation Project. The 5th Street project is funded through the City’s Street Account, which is designated for street maintenance and rehabilitation.

RECOMMENDATION:

MAYOR AND COUNCIL:
• ALLOCATE FUNDS TO THE YOLO STREET REHABILITATION PROJECT; AND • APPROVE THE PLANS AND SPECIFICATIONS AND AUTHORIZE STAFF TO SOLICIT BIDS FOR THE YOLO STREET REHABILITATION PROJECT.

APPROVE AGREEMENT WITH SIERRA

LANDSCAPING & MAINTENANCE INC

FOR THE LENNOX FIELD

REHABILITATION PROJECT IN THE
AMOUNT OF $110,630.00
SEPTEMBER 22, 2026
TO: HONORABLE MAYOR AND COUNCIL MEMBERS
FROM: BRANT MESKER, CITY MANAGER

ELIJAH STANLEY, PUBLIC WORKS DIRECTOR
SUMMARY:

On Wednesday, September 2, 2026, the City received and publicly opened four (4) bids for the Lennox Field Rehabilitation Project. The project includes site preparation, removal of existing vegetation as needed, grading and soil preparation, including 2” of soil and amendments, hydroseeding, and establishment of new turf to provide a safe, durable, and playable field surface.

Staff reviewed all bids for completeness and compliance with the project specifications and applicable grant requirements. During the review, staff determined that the apparent low bidder, Custom Landscapes, was nonresponsive due to submitting an incomplete bid. As a result, Sierra Landscape and Maintenance, Inc. was determined to be the lowest responsive bidder. The bid tabulation is provided below for Council’s review.

Company Bid Amount
Custom Landscapes $45,044.17
Sierra Landscape & Maintenance, Inc. $138,000.00
Marina Landscape, Inc. $160,500.00
McEntire Landscaping, Inc. $227,220.00
FINANCIAL:

During the Fiscal Year 2026–2027 budget process, staff allocated $105,000 for the Lennox Field Rehabilitation Project. Corning Youth Soccer also contributed $10,000 toward the project.

The lowest responsive and responsible bid was $138,000, exceeding the allocated budget by $33,000. Staff is requesting that Council allocate an additional $33,000 in Measure A funds to fully fund the project.

RECOMMENDATION:

MAYOR AND COUNCIL:
• APPROVE AN AGREEMENT WITH SIERRA LANDSCAPE & MAINTENANCE, INC.

FOR THE LENNOX FIELD REHABILITATION PROJECT IN THE AMOUNT OF $138,000.00;
• ALLOCATE $33,000 IN MEASURE A FUNDS TO FULLY FUND THE PROJECT; AND • AUTHORIZE THE CITY MANAGER TO EXECUTE THE AGREEMENT AND ANY RELATED DOCUMENTS NECESSARY TO COMPLETE THE PROJECT.

September 22, 2026
TO: CITY COUNCIL OF THE CITY OF CORNING
FROM: CHRISTINA MEEDS, PLANNER 11

BRANT MESKER, CITY MANAGER
PROJECT DESCRIPTION & LOCATION:

Jerry Martini has applied to the City to split a parcel known as APN: 073-020-076 located on Mclane Ave.

GENERAL PLAN LAND USE DESIGNATION:

Residential
ZONING DESIGNATION:

R-1-10

CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA)
The California Environmental Quality ct Guidelines provide for the exemption of certain minor projects that meet all conditions of the General Plan and Zoning Code and have access to existing City streets and utilities. The Guidelines qualify such exemption, however, by requiring the City to ensure that the development of the Project will not have a "cumulative negative impact" upon the environment or surrounding properties. Many of the proposed Conditions on this Project are contained in existing City Codes. With several additional Conditions of Development, this Project will not have an adverse impact upon the environment or the surrounding properties.

DISCUSSION:

This map was brought before the City Council on August 11, 2026, and twas approved.

After that meeting chose to adjust the division of the property, so at this time, I'm asking the Corning City Council to rescind Map one and approve map two.

CONSISTENCY WITH GENERAL PLAN & ZONING:

The Site is designated Residential on the General Plan Land Use Map. Current zoning is R-1-10 Single Family 10,000 square feet.

Staff recommend the following three (3) Factual Sub findings & Legal Findings for consideration by the Commission.
