H. ITEMS REMOVED FROM THE CONSENT AGENDA: None
I. PUBLIC HEARINGS AND MEETINGS:

J. REGULAR AGENDA:

1. Receive directions on Yolo Street Rehabilitation Project and approve the plans and specifications.

Presented by Public Works Director, Elijah Stanley. The Yolo Street Rehabilitation Project was expanded from a planned micro-surfacing project to a full roadway rehabilitation after staff found the existing roadway to be in significantly worse condition. The revised project includes excavation, chip seal, asphalt paving, curb and gutter work, and valley gutter replacement.

Staff recommends reallocating up to $499,354.30 from the 5th Street Rehabilitation Project to cover the Yolo Street project’s funding shortfall. Yolo Street is ready for bidding, while 5th Street remains in design.

Councilor Demo moved to allocate funds to the Yolo Street Rehabilitation Project; and approve the plans and specifications and authorize staff to solicit bids for the Yolo Street Rehabilitation Project; Councilor Valerio seconded the motion.

Ayes: Snow, Valerio, Demo, Hargens, and Lomeli

Absent: None
Abstain/Opposed: None
Result: Motion was approved by a 5-0 vote

2. Approve the agreement with Sierra Landscaping & Maintenance Inc. for the Lennox Field Rehabilitation Project.

Presented by Public Works director, Elijah Stanley. He clarified a typo in the staff report title. The total amount of the project is $138,000 not $110,630. The city received four bids for the Lennox Field Rehabilitation Project. The apparent low bidder, Custom Landscapes, was deemed nonresponsive due to an incomplete bid, making Sierra Landscape & Maintenance, Inc. the lowest responsive bidder at $138,000. The project has $115,000 in available funding, of which $10,000 is coming from the Corning Youth Recreational Soccer League, leaving a $33,000 shortfall. Staff recommends allocating an additional $33,000 in Measure A funds and awarding the contract to Sierra Landscape & Maintenance, Inc.

Members of the community, soccer board members, and coaches spoke out advocating for Council to approve the use of Measure A funds for this project. They feel it is a great need for the community given the heavy usage of the field. This would also benefit the city since games will be able to be played at home and it would encourage people from out of town to spend their money in the city instead of renting a field in another town and contributing to their sales tax. It was also suggested to look into grants to upgrade the small field since it will also need maintenance soon along with adding field lights to the west side on the small field and creating a walking path around the park for community members to have access to a walking trail.

Councilor Demo moved to approve an agreement with Sierra Landscape & Maintenance, INC. for the Lennox Field Rehabilitation Project in the amount of $138,000.00 and allocate $33,000 in Measure A funds to fully fund the project and authorize the City Manager to execute the agreement and any related documents necessary to complete the project; Councilor Valerio seconded the motion.

Ayes: Snow, Valerio, Demo, Hargens, and Lomeli

Absent: None
Abstain/Opposed: None
Result: Motion was approved by a 5-0 vote

3. Proposed Tentative Parcel Map 2026-02; Map to split parcel 073-020-076 into two parcels.

Item: G-2
Presented by Planner, Christina Meeds. Jerry Martini is requesting approval of Tentative Parcel Map 2026-02 to divide a residential property on McLane Avenue (APN 073-020-076). The property is zoned R-1-10 Single Family Residential and is consistent with the General Plan. The Planning Commission previously recommended approval of Map #1, but Mr. Martini has revised the proposed division. Staff is now requesting the Commission to recommend that the City Council rescind Map #1 and approve the revised Map #2. Recommended conditions: Dedicate additional right-of-way along McLane Avenue to provide a 30-foot half-width frontage for the proposed parcels.

Councilor Demo made a motion to recommend that the Corning City Council adopt the 3 factual sub findings and legal findings and 1 condition as presented in the staff report and approve tentative parcel map 2026-02 number two, while rescinding map #1; Councilor Snow seconded the motion.

Ayes: Snow, Valerio, Demo, Hargens, and Lomeli

RECEIVE THE STAFF REPORT, SOLICIT

CITIZEN INPUT, AND DIRECT STAFF TO

PROCEED WITH THE REQUIRED

CLOSEOUT DOCUMENTATION FOR
STATE CDBG AGREEMENT 24-CDBG-PICP-20009
OCTOBER 13, 2026
TO: HONORABLE MAYOR AND COUNCIL MEMBERS
FROM: BRANT MESKER, CITY MANAGER

ELIJAH STANLEY, PUBLIC WORKS DIRECTOR
SUMMARY:

Receive staff report summarizing the accomplishments performed under State CDBG Agreement 24-CDBG-PI-CP-20009; solicit citizen input regarding expenditures and accomplishments of the funding received under this contract and direct staff to proceed with submitting required documents for closeout to the State.

BACKGROUND:

The U.S. Department of Housing and Urban Development (HUD) Community Development Block Grant (CDBG) program authorizes the use of funds to assist low- and moderate-income families or aid in the prevention or elimination of slums or blight. There are two types of CDBG programs: “entitlement” and “non-entitlement”. Metropolitan cities and urban counties are entitled to receive annual grants under the “entitlement” program directly from HUD. Metropolitan cities are principal cities or Metropolitan Areas (MAs) or other cities within MAs that have populations of at least 50,000. Urban Counties are within MAs that have a population of 200,000 or more, excluding the population of metropolitan cities within their boundaries. The “non-entitlement” program is administered by the State Department of Housing and Community Development (HCD), and smaller cities can apply for funding each year for projects and programs. The City most recently applied for and received CDBG dollars for the Plaza and Recreational Center.

In September 2025, the City Council approved an application to CDBG to utilize Program Income (i.e. money returned to the City through prior rehab or homebuyer loans) for the resurfacing of the parking lot at Clark Park. The total amount of Program Income available was $74,247.40. That project has now been completed, and staff is ready to proceed with closeout.

DISCUSSION:

Now that all funds have been expended and the project has been completed, HCD requires grantees to submit closeout documents for each contract that includes a public hearing requirement. Staff is now preparing those documents for the City Manager to review and execute, prior to submittal to HCD. Below is a brief summary of the grant. 24-CDBG-PI-CP-20009.

HCD executed a standard agreement with the City in May of 2026. Construction for this project began in August 2026 and was completed by Franklin Construction in September of 2026.

The total project cost was $152,152.00 with CDBG Program Income covering $74,247.40 of the cost. The remaining dollars utilized local monies from Measure A. As the entire community accesses and utilizes this park facility, the grant application utilized the “low moderate area” (LMA) national objective category which takes into account the entire population rather than a specific block group and census tract. According to the HUD LMI data map, a total population of 7,570 benefit from this project with an additional 4,095 being defined as “low/moderate income” individuals (those who are at 80% and below the County median income).

Each standard agreement from CDBG comes with a 33-month expenditure term and a 36- month contract closeout. Staff is pleased to report that the project was completed within only 4 months of contract execution.

FINANCIAL:

During the FY 2026/2027 budgeting process, staff identified the need to resurface the Clark Park parking lot and allocated the awarded $74,247.40 CDBG Program Income funds toward the project. At the July 14 City Council meeting, Council approved an additional $78,152.00 in Measure A funds, bringing the total approved project budget to $152,152.00. The project was completed without exceeding the contract amount of $152,152.00 and remains within the approved budget allocation.

APPROVE THE MEMORANDUM OF

UNDERSTANDING (MOU) BETWEEN THE

CITY OF CORNING AND CALIFORNIA

HUMAN DEVELOPMENT (CHD) FOR THE

USE OF THE CORNING AIRPORT NORTH
APRON
SEPTEMBER 22, 2026
TO: CITY COUNCIL OF THE CITY OF CORNING
FROM: BRANT MESKER, CITY MANAGER

ELIJAH STANLEY, PUBLIC WORKS DIRECTOR
BACKGROUND:

California Human Development (CHD) has established a new partnership with Corning Adult Education and the Tehama Job Training Center to provide Class A Commercial Driver's License (CDL) training to residents of Corning and surrounding rural communities.

As part of the training program, CHD is requesting access to a designated portion of the City of Corning Municipal Airport North Apron to provide hands-on training for students. The airport will provide students with a suitable area to practice basic truck-driving skills, including parking, vehicle control maneuvers, and pre-trip inspections.

The proposed training program will provide local residents with an opportunity to obtain commercial driving skills and pursue employment opportunities in the trucking industry while receiving training within the local community.

SUMMARY:

Under the proposed MOU, CHD would be permitted to use approximately 100 square meters of the Airport’s North Apron for training activities. The designated area would be used for the basic control skills portion of the Class A CDL training, including parking, related truckdriving maneuvers, basic vehicle control skills, and pre-trip inspections. The training vehicle will consist of an empty dry van trailer, with a combined vehicle and trailer weight of approximately 23,000 pounds. CHD will use white chalk to mark the locations where training cones will be placed, with all cones and markings removed at the end of each training day.

CHD is targeting October 14, 2026, as the start date for its first Class A CDL training class, with each class consisting of approximately four to six students. The anticipated six-week program will consist of two weeks of classroom instruction at Corning Adult Education, followed by four weeks of a combination of over-the-road training and hands-on practice at the City of Corning Municipal Airport. Training hours will be from 7:00 a.m. to 3:30 p.m., including a 30- minute lunch period. Students will be picked up each morning at Corning Adult Education and returned to Corning Adult Education at the conclusion of each training day.

FINANCIAL:

There is no anticipated direct fiscal impact to the City associated with approval of the MOU.

CHD will be responsible for its training activities, personnel, vehicles, and equipment.

RECOMMENDATION:

MAYOR AND COUNCIL:
• APPROVE THE MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF

CORNING AND CALIFORNIA HUMAN DEVELOPMENT AUTHORIZING CHD TO USE

THE CITY OF CORNING MUNICIPAL AIRPORT NORTH APRON FOR CLASS A COMMERCIAL DRIVER'S LICENSE TRAINING; AND
• AUTHORIZE THE CITY MANAGER TO EXECUTE THE MOU AND ANY RELATED DOCUMENTS.

II. No Lease, Tenancy, Easement, or Possessory Interest. This MOU is not a lease and does not create any tenancy, easement, franchise, concession, exclusive right, estate, or possessory interest in real property. V. No Partnership or Agency. The Parties are independent entities. This MOU does not create a partnership, joint venture, employment relationship, fiduciary relationship, or agency relationship between City and CHD. Neither Party may bind the other Party except as expressly provided in this MOU.

Article 4 — Term; Schedule; Access

CHD shall cooperate fully with City and emergency responders.

VII. No Public Representation of Airport Control. CHD shall not represent that it operates, manages, controls, certifies, sponsors, or regulates the Airport, or that City endorses CHD’s Program beyond allowing limited use under this MOU.

FROM: BRANT MESKER, CITY MANAGER

TOM TOMLINSON, FIRE CHIEF
SUMMARY:

The Corning Fire Dispatch Center's existing dispatch equipment is due for an upgrade.

The planned upgrade is fully funded through the California Governor's Office of Emergency Services (CalOES). However, the implementation of the upgrade has been delayed. Due to the delay in completing the planned upgrade, the City's existing maintenance agreement for the current dispatch system has expired. In order to maintain continued support and maintenance of the existing dispatch equipment while the upgrade is pending, the City needs to enter into a new one-year Support Agreement with AT&T.

AT&T has provided a Support Agreement quote for the Corning Fire Dispatch Center's 9-1-1 VESTA CPE Basic Stand-Alone System. The agreement provides maintenance and support through October 1, 2027, with a total cost of $39,658.99.

FISCAL IMPACT:

Staff is requesting a budget transfer of $39,658.99 from the General Fund to Account 001-2302-6450, Dispatch Communications, to provide funding for the AT&T Support Agreement.

The City will make the payment to AT&T and subsequently receive reimbursement from CalOES for the full amount. Therefore, the expenditure is anticipated to be fully reimbursed by CalOES.

RECOMMENDATION:

• Approve a transfer of $39,658.99 from the General Fund to Account 001- 2302-6450, Dispatch Communications, to fund the agreement; and • Approve a one-year Support Agreement with AT&T for the Corning Fire Dispatch Center in the amount of $39,658.99;
