CORONA UTILITY AUTHORITY ACTION
DATE: 03/02/2022
TO: Honorable Mayor and City Council Members
Honorable President and Board Members
FROM: Utilities Department
SUBJECT:

Resolution appointing the City’s representatives and alternates to the Western Riverside County Regional Wastewater Authority Board of Directors and Executive Committee.

EXECUTIVE SUMMARY:

The Resolution before the City Council will be updating the position titles for the City of Corona’s non -City Council representatives for the Western Riverside County Regional Wastewater Authority in accordance with the City’s Position Library and Compensation Plan and the updated Utilities Department name.

RECOMMENDED ACTION:

That the City Council adopt Resolution No. 2022-018, appointing the City’s representatives and alternates to the Western Riverside County Regional Wastewater Authority Board of Directors and Executive Committee, and to repeal Resolution No. 2013-090 adopted September 3, 2013.

BACKGROUND & HISTORY:

The Western Riverside County Regional Wastewater Authority (WRCRWA) exists for the purposes of planning, constructing, and operating a cost-effective regional water reclamation treatment system for the benefit of its member agencies which include the City of Norco, Jurupa Community Services District, Home Gardens Sanitary District, and Western Municipal Water District. On July 18, 2012, the Corona City Council approved the execution of Addendum No. 6 to the Joint Exercise of Powers Agreement (JPA) creating the City of Corona (Corona) membership.

The JPA requires Corona to designate and appoint by resolution two persons to act as Corona’s representatives on the WRCRWA Board of Directors, and shall designate and appoint by resolution two other persons to act as alternates for Corona’s representatives. At least one of Corona’s representatives and the alternate for that representative must be members of the City Council; City of Corona Page 1 of 2 Printed on 2/23/2022

representatives and the alternate for that representative must be members of the City Council; however, the other representatives and alternate are not required to be members of the City Council.

The JPA further states that one of Corona’s representatives shall represent Corona on the Executive Committee of the WRCRWA Board of Directors.

ANALYSIS:

The Utilities Department, previously known as the Department of Water and Power, went through a reorganization in 2021 which included an update to the Department’s name. The City’s Position Library and Compensation Plan was updated to include position titles that coincide with the Department’s name change.

The City Council representative and alternate on the WRCRWA Board of Directors will remain as the Mayor and Vice Mayor, respectively. The Resolution before the City Council will update the position titles for the non-City Council representative and alternate. The General Manager position title will be updated to Director of Utilities (non-City Council member representative) and the Operations Manager position title will be updated to Assistant Director of Utilities (non-City Council member alternate) in accordance with the City’s Position Library and Compensation Plan and the updated department name of Utilities Department.

FINANCIAL IMPACT:

There is no fiscal impact associated with the recommended action.

ENVIRONMENTAL ANALYSIS:

This action is exempt pursuant to Section 15061(b)(3) of the Guidelines for the California Environmental Quality Act (CEQA), which states that a project is exempt from CEQA if the activity is covered by the commonsense exemption that CEQA applies only to projects that have the potential for causing a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA. This action is to adopt the Resolution to update the position titles of non-City Council WRCRWA representatives and there is no possibility that adopting this Resolution will have a significant effect on the environment. Therefore, no environmental analysis is required.
