BACKGROUND
Conditional Use Permit 2019-0003 is a request by TK Khan from The Draft Sports Complex (“The Draft”) to establish an indoor sports training facility at 1560 E. Sixth Street, Suite 102. The property is developed with an existing 212,804-square-foot industrial building that is currently owned and occupied by Amrapur Overseas, a fabric wholesaling business. The Draft is leasing a portion of the City of Corona Page 1 of 9 Printed on 3/2/2022

building (72,924 square feet) from the owner.

The property is zoned Business Park (BP) and is located within Planning Area 6 of the Corona Magnolia Specific Plan area. The BP zone requires the approval of a conditional use permit for sports facilities in Planning Area 6.

The applicant submitted the CUP application to the city on July 11, 2019. The application was reviewed by city staff at the Project and Environmental Review Committee (PRC) meeting held on August 1, 2019. The Committee deemed the application incomplete due to missing or incomplete application materials, and a letter itemizing the incomplete or missing items was issued to the applicant.

In May of 2020, it was brought to the attention of the Planning & Development Department that The Draft had begun operating at the project site. The planning staff notified the applicant to diligently continue with the completion of the CUP process and obtain all necessary permits from the city.

Additional meetings between city departmental staff and the applicant were held to assist the applicant in completing the CUP process. Over time, the applicant subsequently submitted the necessary materials. The application was considered complete on February 15, 2022, and scheduled for the March 7, 2022 Planning and Housing Commission meeting.

PROJECT DESCRIPTION
Project Site
The building occupied by The Draft is located in an industrial business park, which is bordered by Sixth Street to the north and Magnolia Avenue to the east and south. Bordering to the west are industrial uses and a vehicle salvage yard. The business park has a total of four buildings including the subject building. Each building is located within its own parcel and has its own on-site parking.

The business park has three driveways located on Sixth Street and three driveways on Magnolia Avenue. The driveways are shared among the tenants within the business park. A locational map of the project area is attached as Exhibit 2. The site plan for the property is attached as Exhibit 3.

Operations
The Draft is an indoor sports training facility that trains student athletes in cheer, stunt, gymnastics, volleyball, and basketball. The students are selected through tryouts and scouting. The facility operates during the following days and times:
· Monday - Friday, from 6:00 p.m. to 9:00 p.m.
· Saturday - Sunday, from 8:00 a.m. to 7:00 p.m.

The facility does not operate during traditional business hours since most of their patrons are student athletes who will be in school during normal business hours.

During the weekdays, the facility operates as a training facility. On the weekends, the facility is used for tournament play where top athletes from other training facilities come and compete.

Parking
The city’s Parking Ordinance is codified in Chapter 17.76 of the Corona Municipal Code (CMC). The Parking Ordinance does not have a specific parking requirement for a sports training facility. When a use is not specified in the Parking Ordinance, the municipal code allows staff to apply the parking requirement of a similar use to the use in question. Currently, the Parking Ordinance has no similar use that can logically be applied to The Draft due to the facility’s unique use and operations.

Staff researched the nearby cities of Anaheim, Ontario, and Eastvale for their parking requirements for a sports training facility. Staff also researched Garden Grove because Garden Grove had previously issued two land use approvals for two sports training facilities in 2011. Garden Grove’s municipal code requires a parking study to be prepared by a license traffic engineer for an indoor sports facility. Anaheim, Ontario, and Eastvale have a similar requirement for recreational/sports centers. Riverside requires the parking requirement for indoor/outdoor recreational facilities to be determined by the designated approving authority in conjunction with the land use permit based on the impacts of the proposal and similar uses in their parking ordinance. Based on staff’s research, staff requested that the applicant have a licensed traffic engineer prepare a parking study to analyze and determine an appropriate parking requirement (parking ratio) that can be used for The Draft.

The applicant submitted a parking and trip generation analysis (Ganddini, Dec. 2021) to the city for City of Corona Page 5 of 9 Printed on 3/2/2022
powered by Legistar™
File #: 22-0200
The applicant submitted a parking and trip generation analysis (Ganddini, Dec. 2021) to the city for review. The analysis analyzed two existing indoor sports facilities, which have 8 courts each similar to The Draft. One is located in Garden Grove, and the other is located in Ladera Ranch. · The Map Sports Facility - 12552 Western Avenue, Garden Grove, CA · Ladera Sports Center - 2 Terrace Road, Ladera Ranch, CA Ganddini staff observed the number of parked vehicles in one-hour intervals between 4:30 p.m. to 9:30 p.m. during a typical weekday (Tuesday), and between 7:00 a.m. to 7:00 p.m. during the weekends. On a weekday, the highest number of parked vehicles observed was 167 at The Map Sports Facility, and 152 at the Ladera Sports Center. On a weekend day, the highest number of parked vehicles observed was 175 for The Map Sports Facility, and 101 for the Ladera Sports Center.

Based on each site’s number of courts and peak parking demand, Gaddini staff was able to determine a parking ratio for each site. The parking ratio for The Map Sports Facility was 20.9 spaces per court. The parking ratio for the Ladera Sports Center was 21.9 spaces per court. This information is summarized in Table C.

Table C

Sunday 101 spaces 8 courts 12.6 spaces/court
Peak Weekday Parking Ratio 20.9

Peak Weekend Parking Ratio 21.9
spaces/court
The Map Sports Facility has a more stringent parking ratio than the Ladera Sports Center. Therefore, to be conservative, The Map Sports Facility’s parking ratio of 21.9 spaces/court was selected to determine the parking demand for The Draft, which is 175 parking spaces (21.9 spaces x 8 courts = 175 spaces).

The property occupied by The Draft currently has 207 parking spaces. There are additional parking spaces on the east side of the building within the loading area; however, these spaces are currently gated and occupied by outdoor storage. Therefore, they are not available for use by The Draft.

On the weekdays, The Draft operates during the off-peak business hours, which are from 6:00 p.m. to 9:00 p.m. During these hours, the other tenant that shares the building is closed. This leaves all 207 parking spaces available for The Draft to use. Based on the occupancy information in Table A, City of Corona Page 6 of 9 Printed on 3/2/2022
powered by Legistar™
File #: 22-0200
207 parking spaces available for The Draft to use. Based on the occupancy information in Table A, Tuesdays, Thursdays, and Fridays are expected to have the highest number of occupants which is 124. Since the property has 207 parking spaces, the property has sufficient parking to accommodate the occupants during the weekdays.

On the weekends, the adjacent tenant and many of the other businesses within the business park are closed. Based on the occupancy information in Table B, basketball tournaments would bring 515 occupants per weekend day, and volleyball tournaments would bring in 547 occupants per weekend day. Per the project’s parking study, the facility’s anticipated parking demand is 175 parking spaces during each weekend day. As there are 207 spaces available on-site during the weekends, the site has sufficient parking spaces to accommodate weekend tournaments.

The Draft controls the access into the site during weekend tournaments by having parking attendants at the site’s driveways and neighboring driveways shared on the property. Vehicular access on the weekends is directed to the main entrance on Sixth Street. All other driveways are temporarily gated with 3-foot high barriers, signage and a parking attendant.

It is important to note that several of the athletes attending The Draft are students who are not of driving age yet and would be arriving with a parent. Therefore, the number of parking spaces needed on site during the weekdays and weekends would actually be less than the number of occupants listed in Tables A and B.

ENVIRONMENTAL ANALYSIS
Per Section 15301 of the State Guidelines for the California Environmental Quality Act (CEQA), a Notice of Exemption has been prepared because the project qualifies as a Class 1 (Existing Facilities) categorical exemption under CEQA. The project consists of establishing an indoor sports facility within an existing industrial building. No expansion to the building is proposed in conjunction with this project. Granting of this conditional use permit will only establish the right to operate an indoor sports facility within an existing building.

FISCAL IMPACT
The applicant has paid the applicable application processing fees for the project.

PUBLIC NOTICE AND COMMENTS
A 10-day public notice was mailed to all property owners within a 500-foot radius of the project site, as well as advertised in the Sentinel Weekly News and posted at the project site. As of the preparation of this report, the Planning and Development Department has not received any response from the public regarding the proposed project.

STAFF ANALYSIS
The Draft is a sports training facility which is allowed in the BP zone by a conditional use permit. All activities associated with the facility will be contained inside the building. The building is located in an area that is primarily industrial. There are no sensitive land uses nearby.

The property is fully improved on- and off-site, and the building size can accommodate the proposed use. Adequate vehicular access is available from six shared driveways located on Sixth Street and City of Corona Page 7 of 9 Printed on 3/2/2022

use. Adequate vehicular access is available from six shared driveways located on Sixth Street and Magnolia Avenue. The property has 207 parking spaces, which are adequate to meet the facility’s parking demand on the weekdays, based on the number of occupants that are expected to occupy the building during each weekday. The 207 spaces are also adequate to meet the facility’s parking demand during weekend tournaments, based on the project’s parking study.

Approval of CUP2019-0003 contributes to having a mixture of land uses that is desired in the Sixth Street and Magnolia area under General Plan Goal LU-19, which states:

Enhancement of the eastern portion of Sixth Street and Magnolia Avenue into an integrated mix of vital commercial, office, and industrial nodes.

Therefore, the Planning & Development Department recommends approval of CUP2019-0003, based on the conditions of approval in Exhibit 6 and the findings of approval below.
