SUBJECT:
Consideration of a Public Improvement Agreement, Survey Monumentation Agreement and Final Tract Map 36821 for the property located at the northeast corner of Chase Drive and Kellogg Avenue (Applicant: Junfei Dai).
EXECUTIVE SUMMARY:
Junfei Dai, the owner of Tentative Tract Map 36821, is preparing to process the final map for recordation at the County. The recordation of the map will subdivide the 4.8 acres into five lots and allow for the individual sale of the lots and the construction of single-family homes. As part of this process, the developer will also post securities and enter into agreements with the City for public improvements and survey monumentation.
RECOMMENDED ACTION:
That the City Council:
a. Approve Final Tract Map 36821.
b. Authorize the Mayor to execute Public Improvement and Survey Monumentation Agreements between the City and Junfei Dai.
BACKGROUND & HISTORY:
The City Council at its meeting on September 2, 2015, approved Tentative Tract Map (TTM) 36821, which subdivided 4.8 acres into five lots located at the northeast corner of Chase Drive and Kellogg Avenue. The zoning of the project site is R-1A, which allows single-family residential lots with a minimum lot size of 40,000 square feet.
ANALYSIS:
TTM 36821 has been reviewed by staff and is ready to be recorded at the County as a final map pursuant to Section 33458(a) of the California Government Code. The owner is required to enter into City of Corona Page 1 of 2 Printed on 4/12/2022

pursuant to Section 33458(a) of the California Government Code. The owner is required to enter into agreements with the City for public improvements and survey monumentation in addition to posting sufficient securities that guarantee the placement of all improvements and survey monuments required for the project. The public improvements for the project include street, water, sewer, and storm drain.

The owner has satisfied the conditions of approval placed on the project. Additionally, the discharge of the project’s waste into the City’s sewer system, when developed, will not result in a violation of existing requirements prescribed by the Santa Ana Regional Water Quality Control Board, pursuant to Division 7 (commencing with Section 13000) of the Water Code. Therefore, the project is consistent with the findings made for TTM 36821 pursuant to Section 66474.6 of the California Government Code.
FINANCIAL IMPACT:
All applicable fees have been paid by the developer, including the development impact fees due prior to map recordation.
ENVIRONMENTAL ANALYSIS:
Per Section 15070 of the State Guidelines for implementing the California Environmental Quality Act (CEQA) and Section 6.02 of the City’s Local Guidelines, a Mitigated Negative Declaration was previously prepared for the project and approved by the City Council on September 2, 2015. No additional environmental analysis is required for the processing of the final map and the posting of the securities.
