Acceptance of a grant and execution of an agreement with the Riverside County Transportation Commission in the amount of $432,500 from the TDA Article 3, SB 821 Bicycle and Pedestrian Facilities Program for the Sidewalk Gap Closure Project at Chase Drive and Smith Avenue.
EXECUTIVE SUMMARY:
In April 2021, City staff submitted three grant applications to the Riverside County Transportation Commission (RCTC) as it relates to their Transportation Development Act (TDA) Article, Senate Bill (SB) 821 program for bicycle and pedestrian facilities biennial call for projects. Among three applications submitted, the Sidewalk Gap Closure project at Chase Drive and Smith Avenue was the highest-ranking of the three projects, but none of the projects were selected based upon the cut-off score and available budget at the time of award. In February 2022, RCTC informed staff that there was sufficient funding to provide grants to additional project, including the City of Corona’s Chase Drive and Smith Avenue Sidewalk Gap Closure Project.

d. Authorize an appropriation and estimated revenue increase in the amount of $432,500 from the Public Works Grants/Agreement Fund 243 to the new Capital Improvement Project titled “Sidewalk Gap Closure at East Chase Drive and Smith Avenue” from the RCTC, TDA Article 3, SB 821 Bicycle and Pedestrian Facilities Program.
e. Authorize an appropriation in the amount of $76,500 from Assembly Bill (AB) 2766 Rideshare - Trip Reduction Fund 224 to the new Capital Improvement Project titled “Sidewalk Gap Closure at East Chase Drive and Smith Avenue.”
BACKGROUND & HISTORY:
The Riverside County Transportation Commission’s Bicycle and Pedestrian Facilities Program, available to local agencies on a biennial basis, is provided through the Transportation Development Act Article 3, Senate Bill 821, which is funded through a ¼ cent of the general sales tax collected statewide.
On April 21, 2021, City staff applied for funding to design and construct missing sidewalk segments and accessible curb ramps along the south side of Chase Drive between Gilbert Avenue and Thacker Drive, which includes a portion of the west side of Thacker Drive, and along the east side of Smith Avenue south of the State Route (SR) 91 freeway.
The City was initially informed that they were not selected for the project and that RCTC may consider projects on the list should funding become available in January of 2022. Subsequently, in February, the City was informed by RCTC staff that funds would be available for the City of Corona’s Sidewalk Gap Closure Project and asked if the City was interested in moving forward with the project.
ANALYSIS:
The Project will construct missing sidewalks and curb ramps at Chase Drive between Thacker Drive and Gilbert Avenue to provide safe and accessible pedestrian pathways for residents and students who walk to the nearby Susan B. Anthony Elementary School and Citrus Park. At Smith Avenue, the Project will construct a small section of curb ramps and sidewalk between the SR-91 overpass and Pleasant View Avenue. In addition, the Project will provide greater accessibility for pedestrians that utilize mobility devices to navigate throughout the City while improving accessibility and quality of life for Corona’s residents and visitors.
Staff is recommending City Council consideration of accepting the grant from RCTC for Corona’s Sidewalk Gap Closure Project at Chase Drive and Smith Avenue.
FINANCIAL IMPACT:
As a requirement of the grant in the amount of $432,500, the City is responsible for a local match of $76,500 for a total project cost of $509,000. The City will use a local match using Fund 224, Assembly Bill (AB) 2766. AB 2766 was adopted in 1990 to provide a revenue stream for programs to reduce air pollution from motor vehicles and for related planning, monitoring, enforcement, and City of Corona Page 2 of 4 Printed on 4/14/2022

reduce air pollution from motor vehicles and for related planning, monitoring, enforcement, and technical studies; State law, H&S Code Section 44223, authorizes the Department of Motor Vehicles to collect a registration surcharge of $4 per vehicle to fund the AB 2766 Subvention Fund Program.
The project is eligible for use of these funds.
Approval of the recommended actions will result in an appropriation and estimated revenue increase in the amount of $432,500 from the Public Works Grants/Agreement Fund 243 for the Bicycle and Pedestrian Facilities Program; and an appropriation in the amount of $76,500 from the Rideshare - Trip Reduction Fund 224 for the local match.

ENVIRONMENTAL ANALYSIS:
This action is exempt pursuant to Section 15061(b)(3) of the Guidelines for the California Environmental Quality Act (CEQA), which states that a project is exempt from CEQA if the activity is covered by the commonsense exemption that CEQA applies only to projects that have the potential for causing a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA. The requested actions are to accept the grant and appropriate local match funds for the Sidewalk Gap Closure Project at East Chase Drive and Smith Avenue, and there is no possibility that these actions will have a significant effect on the environment. Therefore, no environmental analysis is required.
Since the project involves minor street improvements, a “Notice of Exemption” from the requirements of the California Environmental Quality Act (CEQA) will be filed with the County of Riverside.
