REQUEST FOR CITY COUNCIL ACTION
DATE: 05/18/2022
TO: Honorable Mayor and City Council Members
FROM: Planning and Development Department
SUBJECT:

General Plan Annual Progress Report for Calendar Year 2021, for submittal to the Governor's Office of Planning and Research.

EXECUTIVE SUMMARY:

California law requires local jurisdictions to prepare a General Plan Annual Progress Report for the proceeding calendar year. The report outlines the General Plan’s status and the City’s progress in implementing the General Plan. California Government Code requires the Annual Progress Report to be submitted to the City Council, the Governor’s Office of Planning and Research (OPR), and the California Department of Housing & Community Development (HCD).

RECOMMENDED ACTION:

That the City Council receive the 2021 General Plan Annual Progress Report and direct staff to submit the report to the Governor’s Office of Planning and Research and the California Department of Housing and Community Development.

BACKGROUND & HISTORY:

California Government Code Section 65400 requires cities to prepare a General Plan Annual Progress Report (GPAPR) each year. The GPAPR outlines the status and progress in implementing a city’s General Plan by summarizing activities, projects, and decisions within a calendar year that relate to the General Plan’s goals and objectives. The GPAPR reflects the preceding calendar year, and must be submitted to the City Council, the Governor’s Office of Planning and Research (OPR), and the California Department of Housing & Community Development (HCD).

ANALYSIS:

The City’s General Plan Annual Progress Report (GPAPR) for Calendar Year 2021 has been prepared to fulfill the City of Corona’s obligation under state law. Additionally, the GPAPR is intended to be a companion document to the Housing Element Annual Progress Report (HEAPR), which the Corona City Council reviewed on March 16, 2022, and the City submitted to HCD and OPR on March 17, City of Corona Page 1 of 2 Printed on 5/10/2022

City Council reviewed on March 16, 2022, and the City submitted to HCD and OPR on March 17, 2022.

Unlike the HEAPR, the State does not mandate the content in the GPAPR. Rather, the State has created a guideline that identifies important topics to cover, and it published a “guidance memo” to assist with the report’s preparation on January 20, 2022.

The attached General Plan Annual Progress Report was prepared pursuant to the State’s published guidelines. It is divided into four main sections, including:
· Introduction
· Background and summary of the City’s General Plan 2020-2040 · Overview of development and infrastructure investments in Calendar Year 2021 · Summary of how the City’s Strategic Plan for 2021-2026 correlates with General Plan 2020- 2040 goals
FINANCIAL IMPACT:

There is no fiscal impact associated with the preparation and submittal of the annual progress report.

ENVIRONMENTAL ANALYSIS:

This action is exempt pursuant to Section 15061(b)(3) of the Guidelines for the California Environmental Quality Act (CEQA), which states that a project is exempt from CEQA if the activity is covered by the commonsense exemption that CEQA applies only to projects that have the potential for causing a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA. This action is simply to submit the General Plan annual progress report to the State Office of Planning and Research, and there is no possibility that this action will have a significant effect on the environment. Therefore, no environmental analysis is required.
