REQUEST FOR CITY COUNCIL ACTION
DATE: 05/18/2022
TO: Honorable Mayor and City Council Members
FROM: Planning & Development Department
SUBJECT:

Extension of time for Parcel Map 37588 generally located southwest of Foothill Parkway and west of Trudy Way.

EXECUTIVE SUMMARY:

Parcel Map (PM) 37588 is a two-lot subdivision for residential purposes. The zoning of the project site is R-1-7.2, which is for single family residential. The map was originally approved by City Council on May 6, 2020. Pursuant to the Subdivision Map Act, PM 37588 is eligible for a discretionary extension of time by the City Council for a period not exceeding a total of six years. The owner is requesting an extension of time for a period of three years, which would extend the map to May 6, 2025.

RECOMMENDED ACTION:

That the City Council approve a three-year extension for Parcel Map 37588, expiring on May 6, 2025.

BACKGROUND & HISTORY:

The project site is 2.48 acres generally located southwest of Foothill Parkway and west of Trudy Way. PM 37588 created two single family residential lots to accommodate the future construction of single-family homes. The lots sizes are 15,323 and 38,480 square feet, which exceed the minimum lot size of 7,200 square feet required by the R-1-7.2 zone. The General Plan designation of the site is Low Density Residential (LDR), which allows up to six dwelling units to the acre. PM 37588 has a density of 0.8 dwelling units to the acre.

PM 37588 was approved by the City Council on May 6, 2020. The parcel map is adjacent to Tentative Tract Map (TTM) 36544, which is known as the Skyline Heights project consisting of 292 singlefamily lots on approximately 271 acres. TTM 36544 will mass grade the area and provide new residential streets, which includes grading and access for PM 37588. TTM 36544 is subject to a Development Agreement approved by the City Council on November 20, 2018. The term of the City of Corona Page 1 of 2 Printed on 5/10/2022

Development Agreement approved by the City Council on November 20, 2018. The term of the Development Agreement is for a period of 10 years, which covers the term for TTM 36544. TTM 36544 will expire on November 20, 2028, if the final map is not officially recorded at the County of Riverside by the expiration date.

ANALYSIS:

The initial term of PM 37588 is twenty-four months, with an expiration date of May 6, 2022. With the application for extension, the Subdivision Map Act grants an automatic map extension of 60 days or until the extension is approved, conditionally approved, or denied. Since PM 37588 is dependent upon the infrastructure improvements associated with TTM 36544, which has not yet started construction, the owner is requesting a discretionary three-year extension of time pursuant to the Subdivision Map Act and Title 16 of the Corona Municipal Code. If this extension is granted and PM 37588 is not recorded by May 6, 2025, the owner would be eligible for another extension not exceeding a period of three years.

FINANCIAL IMPACT:

All applicable fees have been paid by the developer.

ENVIRONMENTAL ANALYSIS:

Per Section 15162 of the State Guidelines for Implementing the California Environmental Quality Act (CEQA), no subsequent environmental evaluation is required when an Environmental Impact Report (EIR) has been certified for a project and no substantial changes have been made to the project. On February 1, 2017, the City certified the Skyline Heights EIR which analyzed TTM 36544, the subdivision of 270.9 acres for the development of 292 dwelling units. PM 37588 is located within the Skyline Heights project boundary and was included in the EIR. PM 37588 was consistent with the zoning and General Plan designation of the property and it was determined that no new significant environmental effects would occur from that previously analyzed in the EIR.
