Mayor Speake called the meeting to order at 6:15 p.m.
COMMUNICATIONS FROM THE PUBLIC
Joe Morgan, resident, addressed the Council to express concerns with the time of the Special Meeting to discuss the Budget.

Overview of Fiscal Year 2023 Proposed Budget, including Service Change Requests and Capital Improvement Projects.
1. Kim Sitton, Finance Director, introduced the item and provided a presentation. She provided an overview of the following: Fiscal Year 2023 Proposed Budget Overview, Agenda, Strategic Goals, Fiscal Year Budget Process, Revenue Estimates, Expenditure Budget, All Funds Revenues vs. Expenditures, Full Time Position History, Service Change Requests, Services Change Request Recommendation Highlights, Special Revenue Funds, Road Maintenance and Rehabilitation Account, Gas Tax Fund, Measure A Fund, Special Taxing Districts, Refuse Recycling, Proprietary Funds, Enterprise Funds, Water Utility, Sewer Utility, Electric Utility, Airport, Transit Services, Proprietary Funds Internal Service Funds, Warehouse Services, Information Technology, Fleet Operations, Workers Compensation, Liability Risk Retention, General Fund Measure X, General Fund Inflows, Year Over Year Comparison, General Fund Fiscal Year 2023 Expenditure Budget, Proposed Measure X Allocations Fiscal Year 2023 Only, Proposed Measure X Allocations Cumulative, Measure X Investments, General Funds Financial Forecast, Fiscal YEar 2023 Budget Overview Summary, Revenue Estimates All Funds, and Expenditure Budget All Funds.
The Council provided comments and had inquiries. Ms. Sitton provided clarification.
