Areas
The Ask
That the City Council approve an ordinance
amending Chapter 12.24 of the Corona
Municipal Code to clarify provisions relating to
the rules and regulations for parks and
recreation areas to further authorize
implementation and enforcement.
2 Background & History
3 ▷ CMC Chapter 12.24 establishes rules and
regulations for use of public parks, recreation
buildings/facilities, amenities, and equipment.
(Est. 1978, Rev. 2021)
▷ Park Ranger Program reinstated in 2021:
 Park Rangers dually tasked with education
and enforcement to maintain harmony
within our local parks.

Current Challenges
4 ▷ “Rogue Use” or use without a reservation from
traveling sports teams, commercial enterprise,
and/or unsanctioned events or services.
▷ Health Concerns from animals on playground
equipment or play areas intended for
children.
▷ For-profit use of parks providing business,
camps, and instruction without reservation,
which blocks access to public amenities.

Park Rangers unable to address challenges
without specific CMC language.

Proposed Solution
5 ▷ Revise CMC Chapter 12.24:
 Better reflect resident needs and
expectations regarding park use
 Add clarity to older language
 Provide a means of citation if challenges
persist
▷ Staff researched code language from several
cities to identify options to address challenges.
▷ Legal reviewed proposed edits and provided
sample language for consideration.

groups and service
providers to work
through the City.
