REQUEST FOR CITY COUNCIL ACTION

AND CORONA UTILITY AUTHORITY ACTION
DATE: 06/01/2022
TO: Honorable Mayor and City Council Members
FROM: Planning & Development Department
SUBJECT:

Resolution ordering the summary vacation of a waterline easement located at 1790 Pomona Road.

EXECUTIVE SUMMARY:

City Council consideration of a summary vacation of an existing waterline easement located at 1790 Pomona Road that will facilitate the conversion of the on-site watermain line into a private fire protection service.

RECOMMENDED ACTION:

That the City Council adopt Resolution No. 2022-056, ordering the summary vacation of a waterline easement located on 1790 Pomona Road.

BACKGROUND & HISTORY:

The property at 1790 Pomona Road is 1.80 acres. The property is owned and operated by Platinum Group Storage (PGS) and contains a self-storage facility constructed in 1984. A portion of the project site is under construction to facilitate parking lot renovations and the reconstruction of a building that was demolished to accommodate the widening of the State Route 91 expansion project in 2015.

In the process of the State Route 91 (SR-91) expansion project, a twelve (12) inch polyvinyl chloride (PVC) watermain pipe that crossed the freeway was abandoned and the remaining section was cut and capped on the south side of 1790 Pomona Road and on the north side of West Sixth Street. The portion that remains on 1790 Pomona Road lies within a waterline easement and exists only to supply water to two on-site fire hydrants shown in Exhibit 3.

The property owners of 1790 Pomona Road have determined, and the City agrees, that it is in the best interest of both parties to vacate the easement and convert the watermain line into a private fire protection service line for the property. fire protection service line for the property. The double check detector assembly required for the fire protection service will be purchased by the property owner and installed by the Utilities Department.

ANALYSIS:

The summary vacation of the existing public waterline and easement will allow the waterline to be converted to a private waterline for fire protection services. The vacation of the public utility water easement will not have an impact on City services because the existing waterline that connected to 1790 Pomona Road was abandoned at the time of construction of the SR-91 expansion project. The property owner will be responsible for the cost associated with the new double check assembly valve, which is intended to serve the buildings on the property.

FINANCIAL IMPACT:

The vacation of the existing easement and waterline will have a positive financial impact on the City or the Corona Utility Authority because the City will no longer be financially responsible for the onsite maintenance and liability of the public waterline.

ENVIRONMENTAL ANALYSIS:

This action is categorically exempt pursuant to Section 15302 of the Guidelines for the California Environmental Quality Act (CEQA), which exempts the replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced from the requirements of CEQA, including replacement or reconstruction of existing utility systems and / or facilities. This action will permit the City to vacate a water easement that is no longer required.

Therefore, no further environmental analysis is required.
