e. Authorize an appropriation and estimated revenue increase in the amount of $5,000,000 within the Public Works Grants/Agreement Fund 243 to the newly created, “Corona Green Alleys Beautification Project” for the grant funds from the Clean California Grant Program. f. Authorize an appropriation in the amount of $715,000 within Measure X Fund 120 to the newly created, “Corona Green Alleys Beautification Project.” BACKGROUND & HISTORY:
The current best estimate to reconstruct and rehabilitate all the alleys in the City of Corona is approximately $22 million. Last year the City Council allocated $2 Million from Measure X to begin the process of improving the alleys. Such funding helps improve the condition of the alleys, but the scope of need requires additional investment to complete the desired workplan. As a result, staff had been looking for grant funding to offset the remaining cost of completing the overall project.
On February 1, 2022, Corona staff applied for a $5,000,000 grant through the California Department of Transportation’s Clean California Grant Program to clean and beautify several alleys within the historical core of Corona and within areas that are classified as disadvantaged communities. “ Disadvantaged communities refer to the areas throughout California which most suffer from a combination of economic, health, and environmental burdens. These burdens include poverty, high unemployment, air and water pollution, presence of hazardous wastes, and high incidence of asthma and heart disease.”
The Project will beautify alleyways by removing graffiti, trash, and debris, install solar lighting, replace existing distressed pavement with permeable pavement, and install wayfinding signage that will identify alleys as pedestrian pathways, communicate how to report graffiti for removal, and request for large trash pick-up. Moreover, the Project will install permeable pavement that will allow rainwater and other surface water runoff to infiltrate into the local water table or aquifer.
The Green Alleys Project aims to be the archetype for revitalizing alleys and creating inviting public spaces through the core of Downtown Corona that will be clean, well-lit, foster pedestrian access to businesses, and provide low-stress access to community destinations, activities, and recreation. The Project meets the Clean California Local Grant Program’s multidimensional goals that include reducing the amount of trash and debris, enhancing, rehabilitating, and restoring public spaces, enhancing public health by repurposing alleyways as low-stress pedestrian pathways, and advancing equity for underserved communities.
ANALYSIS:
On March 1, 2022, the City was informed by the California Department of Transportation that Corona’s Green Alleys Beautification Project would be funded through Clean California Local Grants Program funds and that the City would be awarded up to $5 million in grant funds.
As part of the grant, the City is required to contribute a local match of $715,000. The local match contribution for this Project was calculated per the Clean California Local Grants Program prescribed methodology. Staff recommend that this amount be drawn as a one-time allocation from Measure X funds.

ENVIRONMENTAL ANALYSIS:
This action is exempt pursuant to Section 15061(b)(3) of the Guidelines for the California Environmental Quality Act (CEQA), which states that a project is exempt from CEQA if the activity is covered by the commonsense exemption that CEQA applies only to projects that have the potential for causing a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA. The requested actions are to accept a grant and appropriate local match funds for the Project, and there is no possibility that these actions will have a significant effect on the environment. When the project begins, there will also be no environmental analysis required since the project will involve only minor street improvements; a “Notice of Exemption” from the requirements of the California Environmental Quality Act (CEQA) will be filed with the County of Riverside.
