REQUEST FOR CITY COUNCIL AND

CORONA UTILITY AUTHORITY ACTION
DATE: 06/01/2022
TO: Honorable Mayor and City Council Members
Honorable President and Board Members
FROM: Utilities Department
SUBJECT:

Notification of Contracted Emergency Potable Water Main Replacement on Canary Lane pursuant to Corona Municipal Code Section 3.08.140(A) and ratification of a Maintenance/General Services Agreement for Emergency Potable Water Main Replacement on Canary Lane.

EXECUTIVE SUMMARY:

A six-inch asbestos cement pipe for potable water on Canary Lane (west of Kellogg Avenue to the end of cul-de-sac) has been prone to frequent breaks. The potable water main on Canary Lane experienced a significant failure on April 18, 2022, causing a disruption in service. Due to frequent breaks and the recent water main failure, the Utilities Department determined the waterline must be replaced due to the threat of imminent failure and prior to summer peak demands when the line is most susceptible to breaks. This item ratifies the emergency work underway to replace the waterline on Canary Lane.

RECOMMENDED ACTION:

That the:
a. City Council receive the Notification of Contracted Emergency Potable Water Main Replacement on Canary Lane.
b. City Council approve the Maintenance/General Services Agreement with Augustine General Engineering of Alta Loma, CA, in the amount of $307,341 to perform the emergency potable water main replacement on Canary Lane.
c. City Council authorize the City Manager, or his designee, to execute the Maintenance/General Services Agreement with Augustine General Engineering for a total contract amount of City of Corona Page 1 of 4 Printed on 5/26/2022

City Council authorize the City Manager, or his designee, to negotiate and execute nonsubstantive extensions, change orders and amendments up to $30,734 or 10% of the original contract amount as authorized in Corona Municipal Code Section 3.08.060(J). e. City Council authorize Purchasing Agent to issue a purchase order with Augustine General Engineering in the amount of $307,341.
f. City Council authorize an appropriation in the amount of $344,075 from the Water Utility Fund (570) to the Canary Lane Potable Water Main Replacement Project Capital Improvement Project No. 77210.
g. Corona Utility Authority review, ratify, and to the extent necessary, direct that the City Council take the above actions.

BACKGROUND & HISTORY:

The Utilities Department (UD) operates and maintains approximately 849 miles of water pipeline (including service laterals), 24,319 system/control valves and 8,776 fire hydrants. These pipelines and appurtenance vary in sizes from two-inch to thirty-six-inch mains throughout the City of Corona UD’s service area.

UD’s Infrastructure Division is responsible for the maintenance of these pipelines. UD’s horizontal infrastructure consists of pipelines that vary in size, type, and age. A significant portion of the potable water mains are comprised of asbestos cement pipe that was installed during the mid1900’s. Asbestos cement pipe has a life expectancy of 50 to 70 years, but actual service life depends largely on pipe condition and working environment.

A failure of a water pipeline can put customers out of water for the duration of the time it takes to repair or replace the pipeline. Further, pipeline failures require the City to close sections of the road due to asphalt damage.

ANALYSIS:

The existing six-inch potable water main on Canary Lane experienced another significant failure on April 18, 2022, causing a disruption in service. The waterline which is asbestos cement pipe was originally installed in the 1964-65 era and is approximately 57 years old and has reached its useful life expectancy. This line has experienced six breaks since 2019 and was being considered for replacement in future years as it falls within the 50 to 70-year lifespan. The UD has spent approximately $90,000 in repairs over the last four years and with the most recent failure and the history of repairs of late, it was determined by the UD to move forward with an emergency replacement of the six-inch asbestos cement pipe on Canary Lane. Augustine General Engineering, one of the City’s on-call contractors, started performing the emergency water main replacement on May 9, 2022 in order to take advantage of work already being conducted and to prevent any future significant failures and further customer disruption of service. The contractor is to provide all labor, materials, paving and necessary equipment to install approximately 420-Linear Feet of 6-inch ductile City of Corona Page 2 of 4 Printed on 5/26/2022

materials, paving and necessary equipment to install approximately 420-Linear Feet of 6-inch ductile iron pipe with restrained joints, two (2) fire hydrants and twelve (12) one-inch water services on Canary Lane.

The waterline installation was completed on May 24, 2022; however, the overall project will not be complete for another few weeks as the waterline will need to be disinfected, tested, and the customers services switched to the new line and then the street will be paved.

UD included the Canary Lane Potable Water Main Replacement Project in the proposed Fiscal Year 2023 Capital Improvement Project Budget in the amount of $250,000. However, it was necessary to replace the line before summer peak demands, as this was when most of the breaks have occurred.

It is in the best interest of the City to complete the potable water main replacement on Canary Lane at this time and eliminate customer service interruption.

The scope of work and estimated construction cost is outlined as follows:

Scope of Work Cost
Labor/equipment/traffic control, shoring, saw cutting, trucking, spoil haul away, hot taps, cross gutter replacement, existing water main abandonment, chlorinization/de-chlorination/flushing of new main
$162,194
Pipeline Materials direct cost $60,000
SE30 Sand for pipe bedding, Class II base, temporary paving, concrete and bacterial testing
$22,120
Asphalt Paving $57,000
Bonds cost at 2 percent of total cost $6,027
10% contingency $30,734
Staff time and project management $6,000
Project Total Cost= $344,075
FINANCIAL IMPACT:

Funding for the recommended actions in the amount of $344,075 is requested to be appropriated from the Water Utility Fund (570) to the Canary Lane Potable Water Main Replacement Project No. 77210. The $250,000 request included in the proposed Fiscal Year 2023 Capital Improvement Project Budget will be removed.
