REQUEST FOR CITY COUNCIL ACTION
DATE: 06/15/2022
TO: Honorable Mayor and City Council Members
FROM: Utilities Department
SUBJECT:
Proposed Participation in the Recycle From Home Program.
EXECUTIVE SUMMARY:
The State of California once boasted an 85 percent recycling rate for California Refund Value eligible beverage containers. Due to a decrease in convenient program access for customers, that rate is now 69 percent. In response, CalRecycle and the State Legislature teamed up to create a pilot program designated to seek out new ways for improving customer access. Recycle from Home LLC is the first California State-approved mobile recycling service. Staff requests for the City Council to consider whether to participate and implement this program within the City of Corona.
RECOMMENDED ACTION:
That the City Council approve participation in the Recycle From Home Program with Recycle From Home LLC as the City’s pilot program provider; further, approve the City Manager, or his designee, to approve and execute any necessary documentation in support of program participation.
PROPOSED OPTIONS:
Option 1: Direct staff to participate in the Recycle From Home Program. · Direct staff to submit an application to CalRecycle to become a Pilot Project Jurisdiction. · Approve an Authorization Letter designating Recycle From Home LLC as the City’s pilot program provider.
· Direct City staff to advertise and market the program. · Program provides an additional reimbursement option for residents to receive the redemption value of certain recyclable materials from their home.
Option 2: Do not participate in the Recycle From Home Program. · Take no action - maintain status quo.
· Forgo at home reimbursement option for residents to receive redemption value of certain recyclable materials.

BACKGROUND:
In recent years, the State of California has adopted legislation with regard to solid waste and recycling to further reduce unnecessary waste in landfills and encourage the recycling of organic waste and beverage-container materials. In response, the City of Corona and other local jurisdictions have had to adopt and implement plans to reduce solid waste by maximizing reuse and recycling. As part of the efforts state-wide, new pilot programs are emerging to support landfill reduction measures. Recycle From Home LLC. is part of a voluntary pilot program available through CalRecycle that provides a convenient option for City residents to respond to California’s call to dispose of beverage-container material in a responsible manner and receive reimbursement for returning beverage containers that have California Redemption Value (CRV).
ANALYSIS:
Recycling centers for beverage containers are located at multiple locations throughout the City; however, these centers require residents to load and haul their recyclables to these respective locations to obtain the CRV previously paid for the containers. The City’s solid waste contract provides curbside pickup for cardboard and other recycled material including CRV items; however, the hauler does not provide the resident with any type of reimbursement for recycling CRV materials.
In an effort to further encourage recycling CRV materials and to provide the residents of Corona with the convenience of a service that is willing to come to their home, staff is seeking the City Council’s direction on the City’s participation in the Recycle From Home program. Should the City Council support the program, the Utilities Department (UD) would submit an application to CalRecycle for participation in the program, and also issue a letter of support stating that Recycle From Home LLC will be the City’s pilot program provider. Once the City is part of the pilot program, Recycle From Home LLC will then pickup beverage-container recyclables from City of Corona residents who elect to participate in this program, and issue a payment to them for the full value of the CRV within 24 hours.
For a resident to participate in this service and receive payment for their plastic, aluminum, and glass bottles, they would need to create a login on the Recycle From Home LLC’s site and schedule a pickup of the items. Recycle From Home LLC provides collection bags and a bar-code tracking system allowing for beverage containers to be sorted based on type. Once the items are picked up, they are weighed, recycled, and payment is processed to be issued to the respective resident.
FINANCIAL IMPACT:
There is no financial impact to the City for participating in this service through the CalRecycle Pilot Program. The Pilot Program is currently set to end June 30, 2026.
ENVIRONMENTAL ANALYSIS:
This action is exempt pursuant to Section 15061(b)(3) of the Guidelines for the California Environmental Quality Act (CEQA), which states that a project is exempt from CEQA if the activity is covered by the general rule that CEQA applies only to projects that have the potential for causing a significant effect on the environment. that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA. This action approves a Recycle From Home program. There is no possibility that approving the use of this program will have a significant effect on the environment. Therefore, the item is exempt from CEQA.
