REQUEST FOR CITY COUNCIL AND

CORONA UTILITY AUTHORITY ACTION
DATE: 06/15/2022
TO: Honorable Mayor and City Council Members
Honorable President and Board Members
FROM: Utilities Department
SUBJECT:

Update on Contracted Emergency Potable Water Main Replacement on Canary Lane pursuant to Corona Municipal Code Section 3.08.140(A).

EXECUTIVE SUMMARY:

On June 1, 2022, the City Council ratified the Maintenance/General Services Agreement for emergency potable water main replacement on Canary Lane pursuant to Corona Municipal Code Section 3.08.140 (A). The intent of this report is to provide an update on the contracted emergency potable water main replacement project on Canary Lane.

RECOMMENDED ACTION:

That the City Council receive and file the update on Contracted Emergency Potable Water Main Replacement on Canary Lane pursuant to Corona Municipal Code Section 3.08.140(A).

BACKGROUND & HISTORY:

The Utilities Department (UD) operates and maintains approximately 849 miles of water pipeline (including service laterals), 24,319 system/control valves and 8,776 fire hydrants. These pipelines and appurtenances vary in sizes from 2-inch to 36-inch mains throughout the City of Corona’s utility service area.

UD’s Infrastructure Division is responsible for the maintenance of these pipelines. UD’s horizontal infrastructure consists of pipelines that vary in size, type, and age. A significant portion of the potable water mains are comprised of asbestos cement pipe that was installed during the mid1900’s. Asbestos cement pipe has a life expectancy of 50- to 70-years, but actual service life depends largely on pipe condition and working environment.

repair or replace the pipeline. Further, pipeline failures require the City to close sections of the road due to asphalt damage.

ANALYSIS:

The existing six-inch potable water main on Canary Lane experienced six failures in the last four years causing disruptions in service and approximately $90,000 in repairs costs. The waterline, which is asbestos cement pipe, was originally installed in the 1964-65 era and is approximately 57 years old and has reached its useful life expectancy.

It was determined by the UD to move forward with an emergency replacement of the six-inch asbestos cement pipe on Canary Lane. Augustine General Engineering (contractor), one of the City’s on-call contractors, is performing the emergency water main replacement, which started on May 9, 2022 in order to take advantage of work already being conducted and to prevent any future significant failures and further customer disruption of service. The contractor is to provide all labor, materials, paving, and necessary equipment to install approximately 420-Linear Feet of 6-inch ductile iron pipe with restrained joints, two (2) fire hydrants, and twelve (12) one-inch water services on Canary Lane. The City Council ratified the contractor agreement for this project on June 1, 2022.

The installation of water main and water service lines to residents was completed by May 19, 2022, and pressure testing of water main was completed on May 23, 2022, by the contractor. The contractor performed disinfection of the water main on May 25, 2022. Bacteriological samples were taken on May 26th and 27th and passing lab samples results were received by the UD on May 31, 2022.

Items pending for completion are the abandonment of the existing line and re-pavement of asphalt, which are projected to be completed by June 30, 2022.

In accordance with Corona Municipal Code (CMC) Section 3.08.140 requirements, a report on the emergency and work performed is provided for City Council review. Pictures of emergency repair work are included in Exhibit 1, which is attached.

FINANCIAL IMPACT:

There are no additional fiscal impacts beyond the cost of repairs approved by the City Council on June 1, 2022
ENVIRONMENTAL ANALYSIS:

This action is exempt pursuant to Section 15061(b)(3) of the Guidelines for the California Environmental Quality Act (CEQA), which states that a project is exempt from CEQA if the activity is covered by the common sense exemption that CEQA applies only to projects that have the potential for causing a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA. This action is merely to provide an update to the City Council on the contracted emergency work. There is no possibility that the acceptance of this report will have a significant effect on the environment. Therefore, no further environmental review is required.
