REQUEST FOR CITY COUNCIL ACTION
DATE: 06/15/2022
TO: Honorable Mayor and City Council Members
FROM: Planning and Development Department
SUBJECT:

First Amendment to the Professional Services Agreement with Advanced Applied Engineering, Inc. dba Infrastructure Engineers, to provide temporary professional planning staff.

EXECUTIVE SUMMARY:

First Amendment to an existing Professional Services Agreement with Advanced Applied Engineering, Inc. dba Infrastructure Engineers, to provide temporary professional planning staff, which increases the not-to-exceed contract amount from $100,000 to $300,000 and extends the term from December 31, 2022 to June 30, 2023.

RECOMMENDED ACTION:

That the City Council:
a. Approve the First Amendment to the Professional Services Agreement with Advanced Applied Engineering, Inc. dba Infrastructure Engineers, to increase the total compensation by $200,000 and extend the term to June 30, 2023, to provide temporary professional planning staff. b. Authorize the City Manager, or his designee, to execute the First Amendment to the Professional Services Agreement with Advanced Applied Engineering, Inc. dba Infrastructure Engineers, for a total contract amount of $300,000.
c. Authorize the Purchasing Manager to issue Change Order No. 1 to Purchase Order B220671 to Advanced Applied Engineering, Inc. dba Infrastructure Engineers, in the amount of $200,000.

BACKGROUND & HISTORY:

On January 27, 2022, the City entered into an agreement with Advanced Applied Engineering, Inc. dba Infrastructure Engineers (Infrastructure Engineers) to provide professional planning staff to the Planning & Development Department. The service was needed due to vacancies and extended leave of certain full-time budgeted City staff. This included an unanticipated vacated position, staff on City of Corona Page 1 of 3 Printed on 6/9/2022

medical leave, staff out due to COVID, and staff on extended family leave. The anticipated timeline for the temporary staffing was four (4) to six (6) months, which was to allow the Department time to fill a vacated Associate Planner position. The anticipated budget for this six (6) month duration was not expected to exceed $100,000.

Subsequently the Department was unable to fill the vacated position with a suitable candidate.

Various development applications and plan checks continue to be submitted to the Planning Division for review in addition to customer service requests at the public counter. This has resulted in a need to use contracted staff beyond the six (6) months duration originally anticipated to maintain operations within the Department.

ANALYSIS:

The existing PSA with Infrastructure Engineers needs to be amended because the City has been unable to fill a budgeted Associate Planner position within the timeline originally anticipated.

Additionally, the City’s Planning Division has not seen a reduction in workload.

An increased budget is necessary to cover the costs of staffing left by the vacant planning position (s). Utilizing temporary staff from Infrastructure Engineers will provide for a continuity of service for our customers, and ensures the City complies with statutory obligations and policy objectives related to the review and processing of development applications. Over the last five (5) months, the contracted staff from Infrastructure Engineering has been instrumental in responding to an elevated workload and providing quality service to our customers.

In addition to the existing vacant Associate Planner position, the Department is expected to have another Associated Planner position and a Planning Technician position approved as part of the Fiscal Year 2023 budget. The Department will continue with its recruitment process until the positions of filled. Once the positions are filled by full-time City staff, the use of consultants will be eliminated in the Planning Division.

FINANCIAL IMPACT:

The temporary staffing will augment the vacant full-time budgeted planning positions. Budget savings from the vacant positions will support the costs of the temporary services.

ENVIRONMENTAL ANALYSIS:

There are no environmental impacts associated with the temporary staffing of professional planning positions, and the agreement is not subject to the California Environmental Quality Act (CEQA) because it is not a project, pursuant to CEQA Guidelines Section 15378(b)(5).
