REQUEST FOR CITY COUNCIL ACTION
DATE: 06/15/2022
TO: Honorable Mayor and City Council Members
FROM: Planning and Development Department
SUBJECT:
Professional Services Agreement with Enplanners in the amount of $110,450 to prepare a Subsequent Environmental Impact Report for the Green River Ranch Specific Plan Amendment #1 (RFP22-052SB).
EXECUTIVE SUMMARY:
The City issued a Request for Proposal (RFP) seeking consultant services for the preparation of a Subsequent Environmental Impact Report (SEIR) for the Green River Ranch Specific Plan. The Green River Ranch Specific Plan was approved by the City in 2001 and was reviewed and analyzed pursuant to the California Environmental Quality Act (CEQA) under the Green River Ranch Specific Plan EIR, which was certified by the City. Development within the specific plan has not occurred and a developer is interested in developing a portion of the area with business park industrial land uses.
The proposed development results in an amendment to the existing specific plan to accommodate the planned uses and the preparation of a Subsequent EIR. Enplanners proposal met the required elements of the scope of work in the proposal and demonstrated professional experience in preparing environmental documents for local agencies.
RECOMMENDED ACTION:
That the City Council:
a. Award Request for Proposal 22-052SB (RFP22-052SB) to prepare the Subsequent Environmental Impact Report for the Green River Ranch Specific Plan Amendment #1. b. Approve the Professional Services Agreement with Enplanners in the amount of $110,450 for the preparation of the Subsequent Environmental Impact Report for the Green River Ranch Specific Plan Amendment #1.
c. Authorize the City Manager, or his designee, to execute the Professional Services Agreement with Enplanners and to approve necessary change orders up to the amount provided by Corona City of Corona Page 1 of 4 Printed on 6/9/2022

BACKGROUND & HISTORY:
The approximate 160.4-acre Green River Ranch project site is located within the western portion of the City, south of SR 91, southwest of Dominguez Ranch Road, and southeast of Fresno Road.
Green River Road bisects the northern portion of the project site in an east-west alignment. The Green River Ranch Specific Plan was approved by the City in 2001 (Specific Plan SP00-001). The specific plan was reviewed and analyzed pursuant to CEQA under the Green River Ranch Specific Plan EIR, which was certified by the City in 2001. The approved Specific Plan calls for development of the site with three land uses: Mixed Use (MU), Commercial-General (C-G), and Estate Residential (RE), with each land use requiring subsequent approval of a Precise Plan to implement development.
No development has occurred within the boundary of the Green River Ranch Specific Plan but the Planning Division does have a development application submitted by Western Realco covering 155 acres located on the south side of Green River Road to include business park industrial land uses and open space. The developer is seeking an amendment to the Green River Ranch Specific Plan and associated entitlement actions to rearrange the previously approved land uses, slightly expand the Specific Plan boundary, and to designate a large portion of the site as open space for permanent preservation to comply with the Western Riverside County Multiple Species Habitat Conservation Plan. The proposed configuration of land uses include 5.5 acres of “General Commercial” uses, ±49.52 acres of “Business Park Industrial” uses, up to 32 “Estate Residential” lots on ±20.39 acres, and ±83.55 acres of “Open Space General” land uses.
Due to the amendment being processed to the Green River Ranch Specific Plan and the age of the prior EIR, the preparation of a Subsequent EIR for the Green River Ranch Specific Plan Amendment #1 is necessary. Upon completion of the Subsequent EIR, the proposed development along with all development applications associated with the project will be reviewed concurrently by the Planning Commission and subsequently by the City Council at a later date.

Staff recommends awarding the contract for RFP 22-052SB to Enplanners in the amount of $110,450. Enplanners’ proposal demonstrated the firm has done similar work in other jurisdictions, including the City of Corona, which included the preparation of EIRs for specific plans and General Plan amendments. Enplanners, while employed previously at LSA Associates, prepared the initial Green River Ranch EIR in 2001 and prepared the Supplemental EIR to the Arantine Hills Specific Plan (also known as Bedford) in 2016 located in the City.
FINANCIAL IMPACT:
Pursuant to the City’s adopted fee schedule, the developer is responsible for paying all costs associated with the preparation of the project’s EIR including the allocation of staff’s time on the review of the document. Approval of the recommended action will increase the Planning and Development’s General Fund operating budget by $132,540 for preparation of the Subsequent City of Corona Page 3 of 4 Printed on 6/9/2022

The applicant will provide the City with a deposit to fund the project. As expenditures are paid, developer deposit funds will be reduced and recognized as revenue to the General Fund.
ENVIRONMENTAL ANALYSIS:
This action is exempt pursuant to Section 15061(b)(3) of the Guidelines for the California Environmental Quality Act (CEQA), which states that a project is exempt from CEQA if the activity is covered by the commonsense exemption that CEQA applies only to projects that have the potential for causing a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA. This action is simply to approve a professional services agreement for the preparation of an EIR pursuant to CEQA, and there is no possibility that approving this request will have a significant effect on the environment. Therefore, no environmental analysis is required.
