16. Previous and planned community input summaries
With this information the Consultant will generate a database of existing resources to be referred to in subsequent tasks. This will ensure that the final planning document is consistent with the City’s General Plan, as well as other relevant City-provided documentation. The Consultant will work with City Staff to identify the current vision and direction for future park improvements.
2.2 Base Map Development
The Consultant proposes development of a sound base map upon which to utilize as a foundation for an accurate planning model that will translate into a more precise estimate of probable construction costs. The base map will be utilized to prepare the site inventory and analysis exhibits, site plans for the spatial relationship development, programming analysis, and the overall project master plan. The following elements will be included in the base mapping development:
• 20 scale Auto CAD aerial topographic plan with 1-foot contours, • Field survey of existing trees including trunk sizes and ground elevation, • Utility availability
• Existing facilities
2.3 Conduct Visual Site Analysis
The Consultant’s Team will conduct a visual site analysis of existing site conditions including topography, drainage, physical limitations, utilities, trail connections, vegetation, circulation, external influences, access, view corridors, and adjacent activities and property relationships.
2.4 Preliminary Program Summary
Prepare a summary listing of all “preliminary” program elements/features that are envisioned for the proposed park. This summary shall be reviewed/approved by City of Corona and shall be the basis of the preliminary design studies. Based on direction from staff we shall prepare schematic building massing floor plans for use in establishing their locations on the site, inter-relationships to one another and other site features, and connectivity to vehicular and pedestrian access.
2.7 Corona City Park Site Tour
The Consultant will tour the project site with the City to review existing conditions, maintenance practices as well as building and facility conditions. The Consultant will perform a visual site analysis through observation and photo documentation to review the general conditions of the site including, grading and drainage, site topography, pedestrian and vehicular circulation, site access, trees and vegetation, physical limitations and site adjacencies, external influences, site amenities, facilities and buildings, and aboveground utility infrastructure. Information gathered will be used to generate visual aids that will be shared on the project website, at community workshops and with the city to communicate the opportunities and constraints of the site, as well as inventory of available amenities.
2.8 Virtual Stakeholder Interviews
Soliciting the attitudes and perceived needs of community stakeholders is essential for the project’s success. Often involved in the front lines of community recreation support and programming, stakeholders have a unique understanding of community desires. Eight (8), virtual one-on-one interviews will be conducted with selected key stakeholders such as members of the City Council, Commissioners, City Manager’s Office, and School District representatives, local neighborhood leaders, aquatics groups, senior groups, teen representatives, etc. The Consultant will work with staff to identify interviewees and the format of the virtual meetings.
Phase III – Preliminary Design
A primary service proposed within the Consultant’s overall scope of work is an intensive interactive design phase involving City of Corona staff, stakeholders, user groups and the Consultant’s team members (Architect, Civil Engineer, Environmental Consultant, etc.) collaborating together to inform and give shape to the identified vision for City Park.
During this process, a series of meetings shall take place to identify and discuss design objectives, environmental issues, infrastructure, suggested refinements as well as additional features or enhancements that may not have been initially identified as desirable by the City. This process involves an interactive series of meetings to discuss desired improvements, review and comment, prepare refinements and then ultimately DocuSign Envelope ID: AB549987-E163-46E1-8BE7-AB7B30C61131 CA\DD\02000.50101\1401461.15

3.1 Preliminary Design Plan
Commence preparation of (2-3) preliminary design studies that reflect the preliminary program elements identified by the City. Refine and enhance the various elements, building components and site relationships outlined in the summary of program elements/features approved by City Staff. Based on understanding of Community needs developed through past planning efforts, current citywide park master planning efforts, and as identified in the City the anticipated preliminary design features may include elements as identified in item 2.4 as well as the following site related improvements:
• Vehicular site access and parking lot configurations. • Pedestrian linkages and circulation (drop-offs, promenades, plazas, walkways, trails and connections to trail networks, linkages to transit points, etc.). • Courtyard Plaza Space with Water Features
• Sports field/court lighting (preliminary pole/ Cell tower locations). • Specialty use areas (spectator areas, maintenance area, team storage, food truck area, etc.)
• Identify potential water quality treatment areas. (Required volumes/calculations/ treatment strategies shall be provided.
3.2 Preliminary Design Review Meeting
Prepare for and attend a collaborative design meeting with City and team members to review preliminary design studies, and to discuss suggested refinements.
3.3 Traffic Engineer Review Meeting
Prepare for and attend meeting with City Traffic Engineer to review and discuss the preliminary plan to confirm the appropriateness of site access, parking distribution, potential for traffic signalization, and overall site vehicular organization.
3.4 Preliminary Plan Refinement
Continue preparation of “refinements” to preliminary design studies to refine and enhance the various site elements and building components as outlined above.
3.5 City Park Master Plan Cost Estimate
The Consultant shall develop a detailed order of magnitude cost estimate for the various proposed improvements identified in the Refined Preliminary Plan.
3.6 Presentation Development

• Minimize earthwork and related costs required to accommodate the desired improvements.
• Respond / Comply with required Best Management Practices and water quality considerations regarding the management and treatment of storm waters. This proposal includes on-site Hydrology as directly impacted by the proposed improvements and excludes any studies of off-site Hydrology. This proposal also excludes any retention/detention basins and/or pump systems to retain initial storm runoff, other than that required for LID/Hydromodification. • Prepare preliminary contour grading, and berming study. Note: This preliminary contour grading study shall establish desired grade relationships between proposed features, integrated spectator seating areas, ADA compliant path of travel, and linkages/connectivity to adjacent trail area components and development areas.
• Preserve the existing grade around significant trees.
