ANALYSIS:
CMC Section 3.08.140(A) requires staff report back to the City Council at each subsequent meeting until emergency action has been completed. The contracted work on the potable water main replacement on Canary Lane has been completed. In accordance with CMC Section 3.08.140 requirements, the City Council shall terminate the emergency action now that all emergency repairs have been completed.
The final cost of the project was $344,075. Approximately 420 Linear Feet of six-inch ductile iron pipe with restrained joints, two (2) fire hydrants and twelve (12) one-inch water service lines were installed. Lines were pressure tested, disinfected, and passed the bacteriological sample tests.
Service to residents was switched to the new main and the existing line has been abandoned. The street asphalt was repaved to City standard. Final inspection was performed by the Utility Maintenance Superintendent and found the work met the requirements of the code.
FINANCIAL IMPACT:
There were no additional financial impacts beyond the cost of repairs approved by the City Council on June 1, 2022. The final project cost was $344,075.
ENVIRONMENTAL ANALYSIS:
This action is exempt pursuant to Section 15061(b)(3) of the Guidelines for the California Environmental Quality Act (CEQA), which states that a project is exempt from CEQA if the activity is covered by the commonsense exemption that CEQA applies only to projects that have the potential for causing a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA. This action involves repairs to existing infrastructure to maintain public health and safety and therefore is exempt from the requirements of CEQA. Therefore, no further environmental review is required.
