REQUEST FOR CITY COUNCIL ACTION
DATE: 07/06/2022
TO: Honorable Mayor and City Council Members
FROM: Fire Department
SUBJECT:
Purchase of Cardiac Monitors from Zoll Medical Corporation EXECUTIVE SUMMARY:
City Council consideration of the purchase of cardiac monitors and associated components/warranties in the amount of $617,865. The Corona Fire Department provides Advanced Life Support (ALS) services through the placement of Firefighter Paramedics on all 8 fire apparatus deployed from the 7 fire stations (with 2 additional ALS units scheduled for service in Fiscal Year 2023). A key piece of lifesaving diagnostic and treatment technology used by paramedics is a cardiac monitor/defibrillator (monitor). This portable medical device is taken to the patient during medical incidents and allows the paramedic to evaluate and document the patient's heart rhythm, blood pressure, blood oxygenation, Cardiopulmonary Resuscitation (CPR) effectiveness, carbon dioxide level, and if necessary, deliver an electric shock (defibrillation) to restore a viable heart rhythm. The monitors currently in use by the Corona Fire Department were purchased in early 2016 and are nearing the end of their usable life.
RECOMMENDED ACTION:
That the City Council
a. Authorize the Purchasing Manager to issue a purchase order to Zoll Medical Corporation in the amount of $617,865 for the purchase of cardiac monitors and associated components/warranties.
b. Make a determination under Corona Municipal Code Section 3.08.140(c) that competitive bidding has been satisfied based upon the reasons provided in the “Basis for Determination of Competitive Bidding” section of this report.

The Corona Fire Department responds to thousands of medical incidents each year (over 8,400 in 2021). Paramedics carry the cardiac monitor/defibrillator (monitor) into nearly every medical incident. The monitor is one of the most frequently used pieces of equipment and one of the most critical when providing advanced life support to critically ill or injured members of the community.
The Fire Department’s current Zoll monitors operate effectively and are maintained as per manufacturer specifications. Unfortunately, the monitors have begun to have repair and reliability issues and are nearing the end of their useable service lifespan.
ANALYSIS:
As an Advanced Life Support (ALS) pre-hospital provider in Riverside County, the Corona Fire Department is required to abide by and adhere to all Riverside Emergency Medical Services Agency (REMSA) Protocol and Policies. The Zoll X Series Monitor/Defibrillator meets and exceeds all specification requirements outlined in REMSA Policy Manual 2022 Section 3303 (Exhibit 1).
The Zoll X Series monitor is well known to all Corona Fire Department personnel and surrounding agencies. All providers are familiar and highly skilled in the use of the Zoll product. There will be no training costs associated with continuing with the Zoll monitor. Zoll offers unmatched case review/quality assurance software. The Fire Department’s Continuous Quality Improvement (CQI) team has become experts at leveraging the data to improve outcomes and relies heavily on these services. The Zoll X Series monitors integrate seamlessly with the Zoll Auto Pulse for use during cardiac arrest. The Zoll monitors are used by neighboring fire agencies and the City’s current ambulance transport provider American Medical Response (AMR). The City’s contract with AMR allows for the replenishment of monitor-related supplies when using the same equipment, saving the Fire Department over $5,000 per year.
Because of its prolific use in Riverside County, all area hospitals and base stations are familiar with the Zoll monitor, ECG printouts, and displays. The Zoll X Series’ real-time CPR quality tools have proven to be highly effective, exceeding our expectations when first implemented in 2016. The Zoll X Series now offers remote viewing, which may see significant use as the future of EMS delivery evolves.
No other brand can bring the continuity of operations that this product has established within our system. By continuing with the Zoll product, we can ensure our level of care will be uninterrupted and at the highest level.
BASIS FOR DETERMINATION OF COMPETITIVE BIDDING
Staff believes that Competitive Bidding has been accomplished for these purchases pursuant to Corona Municipal Code (CMC) Section 3.08.140(C), which states as follows:
“Competitive bidding already completed. When the purchasing agent and the authorized contracting party, with the approval of the City Manager, determines that:
(1) A competitive bid procedure has been conducted by another public agency including, but not limited to, another local agency, the state through the California Multiple Award Schedule (CMAS), the federal government through the General Services Administration (GSA), the City of Corona Page 2 of 3 Printed on 6/29/2022

(CMAS), the federal government through the General Services Administration (GSA), the U.S. Communities Government Purchasing Alliance, or the Western States Contracting Alliance (WSCA); and
(2) The price to the City is equal to or better than the price to that public agency.” In 2016, the County of Riverside entered into an agreement with Zoll Medical Corporation for defibrillator equipment, supplies, accessories and preventative maintenance repair services (Exhibit 2). The County’s contract allows Zoll to extend the same pricing, terms, and conditions to other government agencies within Riverside County. By utilizing the County contract, the City will be leveraging a previous purchasing solicitation that another government agency performed to obtain the best pricing. The Zoll monitors will be provided to the City with a 38.18% discount on the suggested list price.
The Corona Fire Department requests approval to purchase cardiac monitors and associated components/warranties from Zoll Medical Corporation in the amount of $617,865.
FINANCIAL IMPACT:
Funding for the recommended action is currently available in the Fire Department’s EMS Operating Budget.
ENVIRONMENTAL ANALYSIS:
This action is exempt pursuant to Section 15061(b)(3) of the Guidelines for the California Environmental Quality Act (CEQA), which states that a project is exempt from CEQA if the activity is covered by the commonsense exemption that CEQA applies only to projects that have the potential for causing a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA. This action merely approves an agreement for the purchase of cardiac monitors, and there is no possibility that this project will have a significant effect on the environment. Therefore, no environmental analysis is required.
