REQUEST FOR CITY COUNCIL ACTION
DATE: 07/06/2022
TO: Honorable Mayor and City Council Members
FROM: Community Services Department
SUBJECT:

Professional Services Agreement with RJM Design Group, Inc. for the City Park Master Plan Project.

EXECUTIVE SUMMARY:

City Park is important to Corona residents as it is the oldest and most centrally located park in the City. A new masterplan for City Park is needed for a number of reasons. There are several other deficits in this park that need to be addressed and updated, including an overall vision of what the park should look like in the future. After a competitive bidding process staff is recommending the City of Corona enter into a professional service agreement with RJM Design Group, Inc. to complete a Master Plan to create a plan and vision for the future of City Park.

BACKGROUND & HISTORY:

Goal 3 of the City’s Strategic Plan is Sound Infrastructure, which includes the development and enhancements of parks, trails, and recreation facilities to better serve the City’s residents. In particular, the Strategic Plan identifies the development and implementation of a master plan for City Park.

City Park is important to Corona residents as it is the oldest and most centrally located park in the City, dating back to 1913. City celebrations have taken place in the park for over 90 years and span over 4 generations of memories. In recent years, due to safety concerns of residents and the declining nature of the park, fewer members of the community use this historical “diamond in the rough.” The proposed project will help reconceptualize and redesign City Park as a safe, reinvigorated, active space for families and residents.

In 2009, a City Park Revitalization plan was completed for City Park by Baxter Miller Landscape Architect (BMLA). The concept plan identified new programming and amenities at the park, including construction and maintenance cost estimates. The design concept involved reconfiguring the park to include the construction of a new gymnasium, expansion of the aquatic center, relocation of the parking lot, construction of a garden with a water feature, an interactive playground, and the creation of a great lawn open space for a variety of activities such as picnicking and outdoor performances. Due to the financial state of the City at the time, no funds were available to move forward with the construction of the park, and the project was shelved. The work done in 2009 will be reviewed and assessed as a part of the proposed City Park Master Plan. However, the current state of the park, community input, and other City needs will be updated and considered in the new master plan. Rather than looking at just park revitalization, the masterplan will consider community needs and priorities as well as the overall layout, design, and vision for the park, allowing the City to plan more holistically for the future.

A new masterplan for City Park is needed for a number of reasons. The current design and layout of the park is outdated, lacks a fitness element, and does not have a gathering space for community events. The City Park Pool has been closed since 2021 due to structural failures. The shower and locker rooms are also in need of repair. The bandshell, a stage area for community events, and picnic shelters are great amenities within the park. However, those amenities are occupied by the homeless, which discourages community use of those spaces. Many homeless individuals congregate at the park, thus further deterring residents from utilizing the park. Developing a master plan for the park will improve the design and layout of the park and transform the park into a more inviting space for the community to enjoy.

The City Park Master Plan Project is a document that will reshape the layout and amenities within the park. The City of Corona issued a Request for Proposal (RFP) for the City Park Master Plan. The RPF was posted on the City’s “PlanetBids” bidding website and advertised in the Sentinel Weekly on March 30, 2022. RJM Design Group, Inc. was the only bid received. The proposal was evaluated by Community Services staff based upon the completeness of response, qualification of the firm, qualifications of personnel, work plan/project understanding and approach, and value of the proposal for reasonable costs.

Based upon the results of the RFP evaluation process, City staff recommends awarding the contract for the City Park Master Plan Project to RJM Design Group, Inc., in the amount of $200,000. RJM Design Group’s proposal demonstrates a thorough understanding of the scope of work and the vision for the City’s desired outcomes for this project. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effort on the environment, the activity is not subject to CEQA. This action simply approves the contract for the City Park Master Plan planning project, and there is no possibility that this action will have a significant effect on the environment.
