SUBJECT:

Award of Contract to Resource Environmental, Inc. for the Demolition of the Armory Building at City Park, Project No. 2021-35.

Demolition of the Armory Building and associated storage buildings at the site will provide a blank palette for the City to reimagine City Park. BACKGROUND & HISTORY:

Building and sustaining high-quality infrastructure is a major goal of the City’s Strategic Plan. Sound infrastructure throughout the City includes enhancing public parks and recreation facilities. One of the strategies for achieving this goal is to redevelop City Park. To this end, the Community Services Department is working to develop a master plan to re-energize City Park.

Established in 1913, City Park is the oldest park in Corona. Throughout the years, City Park has always been a space for the community to come together for large gatherings and events. It began as a picnic area for visitors attending the Corona Road Races. Over the years, City Park saw many changes and additions to its 20 acres of space. Picnic shelters, play equipment, and wading pools were the first addition. Later, the Municipal Plunge swimming pool came along in the mid-1930s after the addition of a baseball diamond in the previous decade. Eventually, City Park Pool replaced the Municipal Plunge, and some more current features, including the band shell and skate park, were added to the site. Basketball and volleyball courts were installed in conjunction with the construction of the Ion Exchange Facility.

The Armory Building was constructed at City Park to host the California National Guard. The site was leased by the City of Corona to the State of California for a twenty-five (25) year term beginning on January 1, 1949. The building opened in 1950 and was utilized for various training and mobilization activities by the California National Guard. The building was also used for community events such as parade float construction and dances. The lease was extended for two additional 25-year terms; in April 1973, and again on April 7, 1993. Towards the end of the 1980s, the National Guard ceased major operations at the site, and in the 1990s, the site was utilized as a homeless shelter during storm events. In 2015, the City of Corona notified the State of California of its intent not to renew the lease beyond the third extension lease term, which expires on December 31, 2024. While the Armory Building is located at City Park, which is located within the City Park Historical District, the Armory building itself is not listed as a historical landmark.

Most of the major investment in infrastructure at City Park was completed in the early 2000s. Park patronage has declined over the years due to the availability of new parks in the City that were built during the development boom experienced around this time. Lower park participation has also resulted in some undesirable activities and further decline of the condition of City Park. Community Services staff have increased maintenance at City Park, but a major renovation of the site is needed to return City Park to its former glory. While the Community Services Department works towards this goal through the creation of a master plan specifically for City Park, the demolition of the Armory Building, two metal storage buildings, and metal storage container will help by eliminating a building that has become magnet for unwanted activities. The demolition of the Armory will provide a blank canvas for the community to envision the future of City Park.

ANALYSIS:

Notice Inviting Bids (NIB) 22-078SB for the Demolition of Armory Building at City Park (Project) was issued and posted on the City’s PlanetBids bidding website on May 19, 2022, and advertised in the Sentinel Weekly on May 25, 2022. A total of 74 prospective bidders were notified about the Project.

Garrison Demolition Engineering San Ramon, CA $172,000.00 AMPCO Contracting, Inc. Irvine, CA $174,314.04

Unlimited Environmental, Inc. Long Beach, CA $428,400.00 Elka Construction Temecula, CA $550,000.00

City staff reviewed the bids and determined that Resource Environmental, Inc. of Cerritos, CA was the apparent lowest responsive and responsible bidder, with a bid submission of $123,000. Staff recommends that the City Council award the Project to Resource Environmental, Inc. of Cerritos, CA, in an amount not to exceed $123,000.

Staff is requesting approval of a change order limit of 20%, or $24,600, for contingency to complete extra work when unforeseen changes are encountered. Since the Armory Building was built in 1949, no plans are available for the structure. While the building was tested for hazardous materials, other unknown factors could arise, which may result in increased costs for the project.

FINANCIAL IMPACT:

There is an existing Capital Improvement Project titled “Demolition of Armory Building at City Park,” CIP No. 76370. The current available balance in CIP No. 76370 is $1,037,306, which is sufficient for the recommended actions. CIP No. 76370 is funded through the Measure X Sales Tax.

ENVIRONMENTAL ANALYSIS:

This action is categorically exempt pursuant to Section 15304 of the Guidelines for the California Environmental Quality Act (CEQA), which states that minor public or private alterations in the condition of land, water, and/or vegetation which do not involve removal of healthy, mature, scenic trees except for forestry and agricultural purposes (e.g., grading with slope less than 10%, filling of earth into previously excavated land, temporary uses of land, etc.), and is therefore exempt from CEQA.
