BACKGROUND & HISTORY:
On June 15, 2022, the City Council approved the funds necessary to implement the all-in-one marketing and communications platform, Salesforce Marketing Cloud.
The implementation of Salesforce Marketing Cloud aligns with the recently updated Strategic Plan for 2021-2026 Goal 6, High Performing Government, which includes increasing the frequency, quality, and quantity of resident feedback and engagement. Additionally, the Strategic Plan calls for better reaching the “silent majority.”
Salesforce Marketing Cloud was presented to Council at the 2022 Spring Financial Workshop on April 7, 2022. Salesforce Marketing Cloud is a robust all-in-one marketing and communications platform that will enable the City to build stronger relationships with residents for life with data-first digital marketing. Salesforce provides the tools needed to strengthen resident involvement, increase public trust, and connect with hard-to-reach residents to ensure they have equitable access to City services.
Carahsoft and Salesforce have teamed together to provide Salesforce products and services to government for over 10 years. As Salesforce's Master Value Added Reseller and Aggregator in the U.S. Public Sector, Carahsoft supports an extensive ecosystem of vendor and consulting partners committed to helping government agencies transform their digital infrastructure.
Carahsoft Technology Corporation serves as the Salesforce Marketing Cloud product reseller and is currently providing professional services to enable the City’s initial implementation of Salesforce Marketing Cloud solutions, including Email Campaigns, Automation Studio, and Customer Journey Builder. The initial Professional Services Agreement issued in Fiscal Year 2022 was awarded for $98,111.
ANALYSIS:
The First Amendment to the Professional Services Agreement with Carahsoft Technology Corporation adds Salesforce’s Text Messaging, Advertising Studio, and Datorama services. These services will help facilitate a seamless experience across every customer touchpoint, from email to mobile to social media. By adding these additional services, staff will be able to fully leverage the Salesforce Marketing Cloud solutions to engage residents and all audiences in a more personalized way and measure marketing effectiveness.
Carahsoft Technology Corporation was selected in Fiscal Year 2022 to assist with the implementation of Salesforce Marketing Cloud. To staff’s knowledge, Carahsoft is the sole supplier for the Salesforce products in the government sector. Carahsoft was selected through an already accomplished competitive bidding process by the National Association of State Procurement Officials (NASPO) City of Corona Page 2 of 3 Printed on 6/30/2022

competitive bidding process by the National Association of State Procurement Officials (NASPO) ValuePoint Cooperative. NASPO ValuePoint is a cooperative purchasing program that public entities utilize to leverage their spending through a single solicitation with the best value and superior contract terms. NASPO ValuePoint and contractors focus on price, quality, reliability, warranties, and service while protecting interests with favorable terms and conditions.
The current recommendation is to amend the agreement to include the additional services of Text Messaging, Advertising Studio, and Datorama. Carahsoft is currently meeting contractual obligations and is administering the implementation of Salesforce Marketing Cloud in a satisfactory manner.
In order to implement these new additional services, staff is recommending an amendment to the agreement in the amount of $154,297 to accommodate the proposed expenses.
FINANCIAL IMPACT:
Funding for the recommended actions is available in the City Manager’s Office Fiscal Year 2023 Adopted Budget within the Communications Division. Funding in future fiscal years will be requested through the annual budget process.
ENVIRONMENTAL ANALYSIS:
This action is exempt pursuant to Section 15061(b)(3) of the Guidelines for the California Environmental Quality Act (CEQA), which states that a project is exempt from CEQA if the activity is covered by the commonsense exemption that CEQA applies only to projects that have the potential for causing a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA. This action simply approves a Professional Services Agreement with Carahsoft Technology Corporation (Salesforce Marketing Cloud Services), and there is no possibility that this action will have a significant effect on the environment. Any future projects that may be developed as a result of this plan will go through the CEQA process individually. Therefore, no environmental analysis is required.
