REQUEST FOR CITY COUNCIL ACTION
DATE: 07/06/2022
TO: Honorable Mayor and City Council Members
FROM: Public Works Department
SUBJECT:

Resolution adopting a Mitigated Negative Declaration and a Mitigation Monitoring and Reporting Program for the Magnolia Avenue Bridge Widening Project.

EXECUTIVE SUMMARY:

City Council consideration of adopting a Mitigated Negative Declaration and a Mitigation Monitoring and Reporting Program for the Magnolia Avenue Bridge Widening Project. The Initial Study for the Magnolia Avenue Bridge Widening Project analyzed the potential environmental impacts of the project and found that potential impacts could be reduced to a less than significant level if mitigation measures were put in place. The adoption of the Mitigated Negative Declaration and associated Mitigation Monitoring and Reporting Program will make these measures mandatory as part of the Magnolia Avenue Bridge Widening Project.

RECOMMENDED ACTION:

That the City Council adopt Resolution No. 2022-098, adopting a Mitigated Negative Declaration and a Mitigation Monitoring and Reporting Program for the Magnolia Avenue Bridge Widening Project.

BACKGROUND & HISTORY:

The City of Corona is proposing to widen the Magnolia Avenue Bridge over Temescal Wash Channel from El Camino Avenue to 1,000 feet east of the private All-American Way, or approximately at Leeson Lane. The Project will increase the number of travel lanes from 4 to 6, consistent with the City’s General Plan, and it will install an Americans with Disability Act (ADA) compliant sidewalk, curb and gutter, and striping for a shared shoulder and Class III bike lane, medians, and 12-foot-wide travel lanes. The entire roadway and bridge width would be increased by approximately 20 feet to its ultimate width of approximately 100 feet, curb to curb, throughout the alignment, and the right-ofway would vary between 109 and 119 feet wide throughout the alignment. The project location is shown on Exhibit 1.

ANALYSIS:

The California Environmental Quality Act (CEQA) was enacted to disclose to decision-makers and the public the significant environmental effects of a proposed project and identify possible ways to avoid or minimize these effects by requiring the implementation of mitigation measures or recommending feasible alternatives.

The Initial Study for CEQA and draft Mitigated Negative Declaration (MND) for the Magnolia Bridge Widening Project was reviewed and approved by Caltrans and distributed to the general public on March 30, 2022, for review and comments. The Initial Study analyzed potential environmental impacts of the Magnolia Avenue Bridge Widening Project and found that potential impacts could be reduced to a less than significant level. Therefore, the City prepared an MND to identify mitigation measures to reduce or avoid each impact. Should the City Council adopt the MND and the associated Mitigation Monitoring and Reporting Program, these mitigation measures would become mandatory and part of the Magnolia Avenue Bridge Widening Project, as contained on Exhibit 4.

A Notice of Intent to Adopt an MND was posted in the Sentinel Weekly on March 30, 2022, and posted at the Riverside County Clerk’s Office. No comments were received by the conclusion of the 30-day public review and comment period.

The information contained in the Initial Study supports the adoption of the MND and Mitigation Monitoring Report by the City Council. A copy of the Initial Study and MND are available for review in the City Clerk’s Office.

FINANCIAL IMPACT:

There is no fiscal impact associated with this action.

ENVIRONMENTAL ANALYSIS:

The recommended action will adopt the Mitigated Negative Declaration and Mitigation Monitoring and Reporting Program.
