RESOLUTION NO. 2021-006
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CORONA, CALIFORNIA, APPROVING THE 2018
RECLAIMED WATER MASTER PLAN.
WHEREAS, the City of Corona (“City”) is a municipal corporation duly created, established, and authorized to exercise its powers under and pursuant to the Constitution and the laws of the State of California; and
WHEREAS, under California Water Code §13500 and §§13550 et seq., the State of California discourages the use of potable water for nonpotable uses, including, but not limited to, irrigation of cemeteries, golf courses, parks, highway landscaped areas and greenbelt areas, where suitable quality recycled water is available and encourages the development of recycled water facilities; and
WHEREAS, the City’s Recycled Water Rules and Regulations, adopted by Ordinance No. 2854, provides that it is the policy of the City of Corona that recycled water be used for any purposes or project approved for recycled water use, when it is economically, financially and technically feasible; and
WHEREAS, Corona Municipal Code §13.28.040 requires the preparation and adoption of a master plan to define, encourage and develop the use of recycled or reclaimed water within the City boundaries; and
WHEREAS, the City has prepared the 2018 Reclaimed Water Master Plan (“RWMP”) to identify the purposes and projects to be approved for reclaimed water use and to recommend and prioritize projects and programs to assist the City in meeting its goal of maximizing the use of reclaimed or recycled water as a means of conserving all available water resources and reducing the City’s dependency on local groundwater and imported water supplies; and WHEREAS, the RWMP acknowledges the City’s membership in the Western Riverside County Regional Wastewater Authority (“WRCRWA”) as a future source of reclaimed water for the City and evaluates and prioritizes projects that will support and facilitate the transmission and distribution of reclaimed water from WRCRWA in order to take full advantage of this new source; and
WHEREAS, the RWMP identifies, evaluates, prioritizes and schedules thirty-three capital improvement projects, six of which involve improvements to the reclaimed water transmission system to accommodate the shift in supply from Water Reclamation Facility 3, which is being decommissioned, to the WRCRWA plant; and
WHEREAS, all other legal prerequisites to the adoption of this Resolution have occurred.
NOW, THEREFORE, BE IT RESOLVED, BY THE CITY COUNCIL OF THE CITY OF CORONA, CALIFORNIA, AS FOLLOWS:
SECTION 1. Compliance with the California Environmental Quality Act. On May 5, 2021, the City Council approved Resolution No. 2021-005, certifying the Final Program Environmental Impact Report for the 2018 Reclaimed Water Master Plan (SCH # 2020050497) (“Final PEIR”). The Final PEIR concluded that all environmental impacts of the RWMP are either insignificant or can be mitigated to a level of insignificance pursuant to the mitigation measures outlined in the Mitigation Monitoring and Reporting Program.
SECTION 2. Compliance with General Plan. The City Council of the City of Corona hereby finds that adoption of the RWMP is consistent with the 2040 General Plan, because it furthers the objectives and policies of Goals IU-1 and IU-2. The RWMP projects will implement the two goals as follows:
• Secure water supply through distribution, pumping, and storage systems that meet the current and projected future daily and peak water demands of Corona in an equitable, efficient, and sustainable manner.
• Minimize potable water consumption by using reclaimed water for irrigation.
SECTION 3. Approval of the Reclaimed Water Master Plan. The City hereby approves the 2018 Reclaimed Water Master Plan attached hereto as Exhibit “A” and incorporated herein by reference.
