McKinley Street Grade Separation – Request for Contract Amendment Number 2 Dear Mrs. Zaleski:
Please consider this our request for additional fees associated to complete Project Management services with respect to the McKinley Street Grade Separation Project. Per our June 19th, 2019 contract with the City to supply the professional services for the McKinley Street Grade Separation Project Management Services, City of Corona Project No. 2012-12, RFP No. 19-026CA (Project), our contract ended June 30, 2023 which corresponds to the State Senate Bill 132 (SB 132) funding associated with the Project. Please note the following in this request:
Amendment Number 1
Although the City Council authorized our Amendment Number 1 for additional services, these services generally represented additional right of way and utility support, additional meetings and management associated with services through June 30, 2023, and eminent domain/right of way acquisition support. These services were anticipated for completion of the Project initially anticipated June 30, 2023.
Project Schedule
The Project was initially schedule to complete all construction services by June 30th, 2023 at the time of the release of RFP No. 19-026CA, with approximately six (6) months of close out services anticipated after substantial completion of Project improvements. Based upon recent construction schedules provided by Walsh Construction Company II, LLC (Contractor) and working through property owner negotiations/utility owner relocation efforts, substantial completion for the Project is estimated early to mid-2023. Mark Thomas has provided value engineering support and other out of scope services to date (specifically review of numerous value engineering alternatives and traffic control concepts after construction commencement). Many of these concepts were incorporated through efficiencies provided in our management services, however Mark Thomas will require approximately 4-6 months of additional services to complete all required Project Management Services necessary for the Project. Please refer to Attachment “A” – Fee Schedule for estimated hours and rates, we are requesting $327,780 for a total contract value of $3,658,285 in services. These services include the following through June 30, 2025:
1. Additional Twelve (12) monthly team meetings to review Project needs with the design and construction management consultants, and the Contractor.
2. As necessary Project Management advisory services for approximately six (6) months to account for the extension in the contract.
3. Additional public outreach support and coordination for the additional six (6) months of Project needs.
4. Additional submittals to funding agencies and stakeholders for the additional six (6) months of Project needs.
FEE PROPOSAL
Mark Thomas proposes the following fee for the scope and deliverables outlined herein.

RE: MCKINLEY STREET GRADE SEPARATION (PROJECT NO. 2012-12) PO#P21407 We are requesting an extension for the above-referenced contract, which is set to expire on June 30, 2023. Mark Thomas requests to extend the contract to June 30, 2025.
Mark Thomas has also revised our billing classifications and we are requesting approval to use our current classifications and updated hourly rates, effective July 3, 2023, as noted on the attached Rate Schedule, for the remaining duration of this contract. The original contract amount, terms and conditions will remain the same.
