Mayor Richins called the meeting to order at 3:08 p.m.

1. CITY PARK REVITALIZATION PROJECT
Donna Finch, Interim Community Services Director, and Tracy Martin, CIP Project Manager, presented the item and introduced the Rios team. City staff and the Rios consultant provided a presentation highlighting the following: City Park Revitalization Project Presentation of Design Strategies, Project Background, Strategic Plan, City Park Master Plan, City Park Community Outreach, Massing Plan, Process To Date, Stakeholder Sessions, Concept #1, Concept #2, Concept #3, Next Steps, Upcoming Activities, Introduction to Rios, The Rios Team, History of Corona, Corona's Park Ecosystem, Local Parks, Design Framework, Land Use, A New Green Anchor for Downtown Corona, Park Street Frontage Activation, Tree Canopy, Site Constraints, Tree Canopy, Buildable Areas, View Shields, Noise, Shade Morning, Shade Noon, Shade Afternoon, Access, Satellite Parking, Interview and Program, Functional Goals, Massing Plan, Desired Program, Prioritized Multi Use Spaces with Recreational Services, Final Program, Site Organization, Building Strategies, Design Schemes, Corona Crown, Scheme 1, Flowering Fields, Scheme 2, Natures Wonderloop, and Scheme 3.
The Council provided comments and had inquiries. The Rios Team, Ms. Finch, and Jacob Ellis, City Manager, provided clarification.
Sylvia Edwards, City Clerk, read Council Member Daddario's written comments regarding the proposed item and it will be filed with the meeting minutes.

Parks and Recreation Commissioner Michele Wentworth and Planning Commissioner Karen Alexander provided public comment.
Council Member Daddarrio arrived at 4:53 p.m.
The Council provided direction to staff and by majority vote agreed with Scheme 1.
ADJOURNMENT
The next meeting of the Council is on Wednesday, February 21, 2024. Mayor Richins adjourned the meeting at 5:05 p.m.
